This study indicates direction on establishment of the operational plan for disaster mitigation and its implementation for maintaining business continuity of the local company of the first step, and seeks plans for maintaining their continuity through the establishment of early counter system constructed for achieving lasting safe at the any disaster. For achieving it, we investigated the standard of disaster management selected by the government called "Incident Preparedness and Operational Continuity Plan" Guideline, and investigated a guideline to be easily applied to domestic companies. And, we also studied on how to build the operational plan of disaster mitigation and apply IT techniques to A corporation. Especially, this study indicates the models of establishment of risk assessment, impact analysis, prevention and mitigation plan, response management plan for the establishment of plan among 5 main steps on "Incident Preparedness and Operational Continuity Management" Guideline. We devised the plan to activate the disaster mitigation activity throughout the country. It shows the skills to be prepared to upgrade the level of disaster response in this study.
The current study aims to propose a reorganization plan for the national emergency management system to improve the current organizational structure for responding to national disasters and emergency situations. As a theoretical framework, the current study identified four key elements of successful disaster response systems: responsiveness, controllability, expertise, and devotedness. On the basis of the four key elements of disaster response systems, this study critically reviewed the current state of the organizational structure of the Korean national emergency response system by discussing the issues inherent in the current structure and by doing a comparative analysis of two high-profile national disaster cases-the Sewol ferry disaster in 2014 and the Gwangsan Rescue of buried people in 2013. Then, this study proposed the reorganization plan for the national disaster response system in which the NEMA is under direct control of the Prime Minister of Korea. It coordinates and controls the related government departments, such as the police, maritime police, and military during the national disaster and emergency situation. This study also proposed a reorganizational plan for the regional disaster response system in Korea. Finally, it was suggested that the status of firefighters should be elevated to the national public servant level in order to achieve organizational efficiency and solve existing problems that come from the current separated systems.
Purpose: The purpose of the Improvement method of Local Safety Level Index in guideline of disaster safety master plan. Method: This research will establish disaster safety management system strategy through consistency analysis of law, safety innovation master plan and international safety cities index regarding disaster safety and proposes guideline of disaster safety master plan which includes that includes regional characteristics and disaster management measures by sector. Result: Establish detailed policies applying the disaster safety master plan guideline to improve the local safety level index in 'G'-basic local government. Recently, as a part of measures against large-scale natural disasters in Korea, disaster prevention matters are strengthened in urban planning. With the introduction of the disaster vulnerability analysis system, plans for disaster prevention are being reinforced in urban planning. However, there are many problems to be solved at the stage of operation and practical application of the law. When disasters occur, we are focusing on response and recovery plans. Therefore, it is not enough to construct a comprehensive disaster prevention system to prevent disasters in advance. The established disaster prevention plan is difficult to plan management centered on disaster prevention due to factors such as economic efficiency, convenience, and comfort. This study is a basic study for supporting disaster prevention mitigation plan. For this purpose, the analysis of the actual situation of disaster prevention plan at home and abroad and improvement plan were derived. ased on these improvement plans, we have developed a method to apply the element technology of urban design to the test bed to reduce sediment disaster. The test bed was investigated and examined in the disaster hazard area of Busan and Seongnam city. And the defense technology is applied to the selected site, and the basis of the disaster prevention plan and design is proposed. If the proven techniques are reflected from the urban planning stage, it will be possible to contribute to the mitigation of sediment disaster caused by the city.

As the result of this analyzing, using by flow-chart, we suggested domestic optimized disaster management system for massive performance. Consequently, we propose to establish systematized disaster management system such as preliminary survey of disaster influence for massive performance.
Purpose: This study intends to review the procedures for the establishment of the plan for disaster mitigation activities and the system for the management of disaster mitigation activities for the requirements of the enterprise disaster management standard. Method: The requirements, including the activities of each stage of disaster management defined within the scope of the corporate disaster management standard, were identified, the operational cases of 'A' institution were reviewed, and the targets of continuous planning were reviewed to meet the requirements. Result: It was reviewed that the contents and procedures of each phase of disaster management, which is a requirement of the enterprise disaster management standard, are clearly defined, and a task continuity plan is established for each stage of activity. Conclusion: Conclusion : The PDCA model including the activities of each stage of disaster management activities was presented for the requirements of the enterprise disaster management standard, and the disaster mitigation activity management system model of the broad concept of disaster management including prevention and preparedness plans for disasters was presented.
The purpose of this study is to propose development plan for systematic design and management of disaster and safety education curriculum in accordance with the revision of Framework act on the management of disasters and safety. The curriculum is intended for current disaster management professionals. Prior to analysis, disaster and safety professionals were classified into three categories: disaster practitioner, disaster manager, and disaster higher manager. And based on 24 disaster safety functions and 13 disaster management competence items, priorities of their task ability were derived. Considering practical effect of disaster and safety education, the course curriculum is divided to target groups of disaster practitioner, disaster manager, and disaster higher manager. Disaster management education curriculum and its design are based on the results of disaster prevention education contents development planning to reflect the elements of advanced disaster management education and to consider brand making of the curriculum and operation pattern.
In the current times, large-scale disasters, such as the recent sinking of Se-Wol ferry, are occurring continuously and unexpectedly. In order to minimize damage in the disaster scene, quick delivery and sharing of information between crisis management agencies is one of crucial factors that determine the scale of the damage. However, ineffective communication persists between the agencies in disaster scenes where disaster management action has to be carried out urgently. For that, this research focused on the actual condition of the inter-agency communication method and wireless operations, and also suggested the building plan of effective and efficient networking through understanding of each agency's present state and duties.

This presentation reviews international cases for earthquakes preparedness in Korean archives. Therefore, this presentation examines how the disaster plan of archives can be applied in earthquake preparedness and pays attention to four cases that could be used to prepare for earthquakes. Four cases are: protection of stacks in Japan, cooperative activities in Germany, unexpected disaster situations and business continuity plan in New Zealand, and risk assessment, cooperative activities, training in cultural heritage sector. If archives review real cases based on fundamental understanding of disaster plan, earthquakes preparedness plan could be established.
Coastal cities suffer a great deal of storm and wind damage. The storm and wind characteristics vary between cities. Therefore, a storm and wind damage management system suited for specific characteristics is required for each coastal city. In this study, we analyze the current situation and establish the problem of storm and wind damage management system in regards to urban management, coastal management and disaster management. We also review the storm and wind damage management system for the USA and Japan. We consequently propose a plan to improve the storm and wind damage management system. As a result of the study, in terms of city management, we recommend the compulsory identification of disaster prevention districts, implementation of the integrated coastal city management plan, designation of natural disaster risk mitigation area as disaster prevention district, the division of disaster prevention district into wind damage prevention district, storm damage prevention district, erosion damage prevention district, the building of restrictions at the disaster prevention district by ordinance, etc. In regards to coastal management, we suggest the delegation of authority to delegate coastal erosion management area to the local government, the subdivision of coastal erosion management area into erosion serious area, erosion progress area, erosion concern area, the building restrictions at coastal erosion management area by ordinance, development of erosion prediction chart, etc. In relation to disaster management, we recommend the integration of "countermeasures against natural disasters act" and "disasters and safety management basic act", the local government-led disaster prevention system, the local disaster management network, and the customized local disaster prevention plan, etc.
