A Case study f i-PIN Service for Information Security (보안성 강화를 위한 i-PIN 서비스 적용 사례 연구)

  • Personal registration number has been used as a means of personal identification on existing internet. However, its use on internet sites has become a major factor increasing danger of leaking of personal information. Presently, the government recommends i-PIN to minimize the collection of personal registration numbers and leaking of personal information on internet. Original purpose of i-PIN is to recognize persons by its virtual number of 13 digits instead of using personal registration number on internet websites. These days, i-PIN continues to be used increasingly as a form of certification. This study seeks to explore software service methodology of using i-PIN as a form of certification on internet websites and examples in which its other forms of self certification are used than existing i-PIN services.

  • Recently IT infrastructure plays a central role in the base of the society. However, use of personal registration number on internet sites has become a major factor increasing danger of leaking of personal information. Currently, the government is recommending various information protection services in order to prevent the collection of personal registration numbers and leaking of personal information on the internet. Among them, i-PIN service is the one recommended for minimal use of personal registration numbers on the internet. Although i-PIN can be used as a way to substitute personal registration numbers on the internet, there are certain limitations in using i-PIN as the only key to recognize individuals. This study proposes organization of web system in which self certification can be conducted using i-PIN as a tool for personal certification. Also its usability and stability have been verified through performance test when i-PIN service is linked with web service and used as personal certificate. But i-PIN service is unavailable if obstacles occur in providers of i-PIN self certification. To settle this inconvenience, the study also proposes how to cope with such obstacles.

  • Mandatory use of resident registration number in Korean websites is likely to result in an violation of privacy. The Korea government introduced i-PIN (Internet Personal Identification Number) to solve this problem in Oct of 2006. But the implementation of i-PIN has failed to decrease violation of privacy. Therefore, we must open our eyes to problems of i-PIN and the importance of privacy protection. This study analyzes the policy failures of i-PIN and considers countermeasures for protecting privacy on the Internet, and explores policy alternatives to secure privacy on the Internet by analyzing the implementation process of I-PIN. In conclusion, this study stresses the urgent need for a well-thought-out policy in order to solve the problems of i-PIN on the Internet. It expects that the i-PIN will make a big stride for the realization of secure electronic government.

Estimating Value Creation Effects of i-PIN (아이핀(i-PIN)의 가치창출효과 추정)

  • This paper analyzes the effects of i-PIN focusing on the positive value creation rather than the negative loss reduction from the viewpoint of internet company. Empirical tests are run to examine what determines the use of i-PIN and whether i-PIN users participate in e-commerce, communication, and SNS activity. Our findings are as follows. First, the reason for using i-PIN lies in the experience of privacy infringement rather than a high value on privacy protection. Second, i-PIN users tend to participate in the online activity such as e-commerce, communication, SNS. Third, the marginal effect of i-PIN adoption amounts to 2~9% of increase in the online activity. With the results, we expect that i-PIN adoption leads to sales increase and new customer acquisition as well as privacy leakage decrease and it provides logic to solve social underinvestment problem in privacy protection.

An Empirical Study on the Factors that Affect the Continuous Use Intention of i-PIN (아이핀(i-PIN)의 지속적 사용의도에 영향을 미치는 요인에 관한 실증적 연구)

  • In 2005, Korean government created the Internet Personal Identification Number (i-PIN) for a new online personal identification system to protect citizens' personal information against criminal abuse. However, i-PINs have not been widely in use over a decade. Although many people joined the i-PIN service, its actual use rate has been low. This study intends to identify the factors necessary to boost the continuous use of i-PINs. It was shown that government support and perceived security had a positive effect on the perceived ease of use and perceived usefulness of the i-PIN, respectively. Perceived security also directly affected the continuous use intention of the i-PIN. The perceived ease of use significantly affected the perceived usefulness, but it did not affect the intention to continuously use the i-PIN. The factor that had the most significant influence on the continuous use intention of the i-PIN was perceived usefulness. To increase the i-PIN use rate, Korean government must reduce users' anxiety through strict security functions, and must attempt to help people use the i-PIN easily.

A Study of the Improvement Method of I-pin Mass Illegal Issue Accident (아이핀 대량 부정발급 사고에 대한 개선방법 연구)

  • The almost of Web page has been gathered the personal information(Korean resident registration number, name, cell-phone number, home telephone number, E-mail address, home address, etc.) using the membership and log-in. The all most user of Web page are concerned for gathering of the personal information. I-pin is the alternative means of resident registration number and has been used during the last ten-year period in the internet. The accident of I-pin mass illegal issue was happened by hacker at February, 2015. In this paper, we analysis the problems of I-pin system about I-pin mass illegal issue accident and propose a improvement method of it. First, I-pin issue must be processed by the off-line of face certification in spite of user's inconvenience. Second, I-pin use must be made up through second certification of password or OTP. The third, the notification of I-pin use must be sent to the user by the text messaging service of cell-phone or the E-mail. The forth, I-pin must be used an alternative means of Korean resident registration number in Internet. The methods can reduce the problems of I-pin system.

Safety Improvement Methods of Personal Identification Services using the i-Pin (아이핀 기반 본인확인서비스의 안전성 강화 방안)

  • Due to development of IT, various Internet services via the non-face-to-face are increasing rapidly. In the past, the resident registration numbers (RRN) was used a mean of personal identification, but the use of RRN is prohibited by the relevant laws, and the personal identification services using alternative means are activated. According to the prohibition policy of RRN, i-PIN service appeared as an alternative means to identify a person. However, the user's knowledge-based i-PIN service continues to cause fraudulent issuance, account hijacking, and fraud attempts due to hacking accidents. Due to these problems, the usage rate of i-PIN service which performs a nationwide free personal identification service, is rapidly decreasing. Therefore, this paper proposes a technical safety enhancement method for security enhancement in the i-PIN-based personal identification service. In order to strengthen the security of i-PIN, this paper analyzes the encryption key exposure, key exchange and i-PIN authentication model problems of i-PIN and suggests countermeasures. Through the proposed paper, the i-PIN can be expected to be used more effectively as a substitution of RRN by suggesting measures to enhance the safety of personal identification information. Secured personal identification services will enable safer online non-face-to-face transactions. By securing the technical, institutional, and administrative safety of the i-PIN service, the usage rate will gradually increase.

  • 주민번호대체수단은 주민번호를 대체하기 위한 본인확인정보로서, 5 개의 민간기업이 운영하는 민간 i-PIN과 행정안전부가 운영하는 공공 i-PIN이 서비스를 제공하고 있다. 하지만 주민번호대체수단이 더욱 활성화되기 위해서는 기존에 제시된 보안성, 편의성 문제를 해결해야 한다. 본 논문은 신원 선택기를 추가하여, i-PIN의 프로토콜을 변경하지 않는 범위 이내에서 i-PIN의 단점으로 지적되는 로그인 번거로움, i-PIN 사이트 기억 문제, 피싱을 비롯한 보안 문제를 해결하는 방안을 제시하였다. 제안하는 방법은 사용자가 가입한 i-PIN 제공자에 접근하는 단계, i-PIN 제공자에 id 와 비밀번호를 입력하는 단계를 없애고, 신원 선택기를 통해 사용할 신원 정보를 선택하는 것만으로 처리되도록 하였다. 본 기술은 ETRI 에서 개발중인 전자 ID 지갑 솔루션을 통해 구현되었으며, 해당 서비스는 2009 년 중에 민간 i-PIN 제공자를 통해 시범 도입될 예정이다.

  • A resident registration number is used to confirm and prove his/her identity in a government/non-governmental agency. It is a essential requirement to become the registered member on internet website in Korea. It is serious problem that the resident registration number and name are outflowed in internet and misused by others. So the MIC(Ministry of Information and Communication) in Korea plans and operates the identification system using I-PIN that integrate 5 alternative methods of resident registration number. In this paper, we analyze the problem about the method of 5 I-PIN services and show the security analysis on the implementation vulnerabilities of I-PIN services. we also analyze 17 websites that provides identification system using I-PIN. Finally, we analyze the overall problem of I-PIN service and propose the countermeasure about the problem.

Problems of alternative means of Inhabitants Registration Identification Number on Internet and their Countermeasures (인터넷상의 주민등록번호 대체수단의 문제점들과 해결방법)

  • As internet is wide spread, the number of internet service provider is increased. Internet service providers gather the personnel information with inhabitants registration identification number for the user management and the adult authentication. The personnel information is spreaded thorough the Internet by the system hacking, mismanagement and malicious resale. And the personnel information is used for spam email, phishing scams, etc. by malicious others. So the Ministry of Information and Communication Republic of Korea developments I-PIN system of the personnel identification. But, I-PIN has some problem the guideline for it and the method of 5 I-PIN services. In this paper, we analyze the problem about the guideline for I-PIN and the method of 5 I-PIN services. And we propose the countermeasure about the problem.
