  • Under the influence of birth control and rapid urbanization, China's rural school-age population is on a year-by-year decrease, which has led approximately 300 thousand middle and primary schools to idleness ever since 2000. A majority of these idle schools are located in rural areas, almost one half remaining idle due to vagueness in property right. The disposed schools are less efficient for not being combined with the real situation of rural areas. Based on the opportunity of coordinative development of urban-rural areas, this paper analyzes the situationsin terms of the development of public service facilities and the gap between rural and urban areas over the recent years. Then the effective and sustainable reuse scheme to dispose of the idle schools and reshape them into the facilities for the elders, cultural facilities and medical facilities is proposed from the perspectives of perfecting rural public service facilities and guaranteeing citizens' equal share of public service, which both maintains the public nature of the idle schools, reconciles the fuzzy property right, and boosts efficiency of reuse, saves resources, and reduces investment for perfecting rural public facilities.

  • Despite the serious problem of idle communal facilities in rural areas, previous studies focused on determining their status and grasping their current status rather than proposing fundamental solutions. The purpose is to suggest a direction for activating these facilities. To identify the key factors hindering the use of idle and under-utilized facilities in rural areas, a survey was conducted on three groups of interested parties, public officials, operators, and rural residents, to identify items that were effective and examine significant cognitive differences between the groups. Based on the results of the research analysis, it was concluded that although there are differences between the groups in the level of awareness, the causes of preventing facility utilization appear to be similar. Although local governments desire to avoid criticism for idleness, it was found that they are most aware of the limitations of administrative support. Even within the village, residents do not recognize the need for additional facilities unconditionally but do realize their own inadequacies. Thus, despite the differences among stakeholders, it was found that there is a consensus regarding the problem of idle communal facilities in rural areas. As a result, the operating entity is delegated to an individual rather than a joint entity so as to allow the facility to be operated responsibly, and local ordinances are enacted by a group of local officials in order to overcome administrative guidelines limitations. It is suggested that the main issue is securing manpower.

Because human who is living in modern society begins pursue new contents and leisurely life all the time and live toward the period of high emotion with personal characteristics, architectural industry also need to change its planning and design to satisfy contemporary man and to adjust rapid social mobility. Method: For this study, the buildings where are located near Asia Cultural Complex (ACC) and leaved as idle spaces now that is used for important facilities are used to apply the multi-purposed emotional Space. Essential methodology and terminology were examined to estimate and construct the multi-purposed emotional space. Result: The multi-purposed emotional space provides that people aggressively request subjects to satisfy their emotional attractiveness as well as comforts and pleasures beyond the functional basic requirements in space. On the other words, it can be regarded as limited context to physical space responsive to social and environmental changes for the surrounding, and may maximize user experiences. Since emotions tend to be abstract and subjective while architectural space has pretty physical properties, this study attempts to integrate contrastive properties between emotional and architectural spaces to make a real object.
