This study measured technology transfer efficiency for public institutes. The study made use of DEA being one of the non-parametric linear programming to evaluate technology transfer efficiency for public institutes and to measure technology efficiency, pure technical efficiency and scale efficiency. The measurement of the technology transfer efficiency for public institutes was as follows: The cause of the technology transfer inefficiency was affected by pure technical inefficiency more than by scale inefficiency. Public institutes' RTS(Return To Scale) value varied depending upon the features of the organizations than the features of the regions. Public research institutes' RTS value is more effective than universities' RTS value. We compared the RTS group with the RTS of Projected DMU groups. The RTS group had constant returns to scale effect while the RTS of the Projected DMU had increasing returns to scale effect. The technology transfer efficiency of public institutes varied depending upon the features of the organizations and regions : The technology transfer efficiency of public institutes were as follows : public research institutes at the metropolitan area, public research institutes at the local areas, universities at the metropolitan area and universities at the local areas. In other words, the technology transfer efficiency was affected by organizational characteristics more than by regional characteristics at the place where public institutes were located.

In the promotion of Chinese language, the funding that Confucius Institutes can rely on only comes from Hanban. From 2009 to 2014, the number of new Confucius Institutes opened is much higher than before. With the increasing number of Confucius Institutes established in various countries, the funding for promoting Chinese language has limited its development. The development situation of Confucius Institutes in Australia is diversified with very rich experience. The market-oriented development of Confucius Institutes has also tried many times. The Confucius Institutes in the Lancang-Mekong region have less experience but they can learn from various experiences from Australia to provide better ideas and paths for the development of Confucius Institutes in this region and the promotion of Chinese. This paper uses the strength, weakness, opportunity, and threat (SWOT) model to analyze the market feasibility of financial support for the development of Confucius Institutes and makes certain suggestions for the promotion of Chinese language in the Lancang-Mekong region.

Circling (cir) mouse is a spontaneous mutant in the inner ear that was first reported in Korea. The mutation is transmitted by an autosomal recessive gene with 100 %- penetrance.. Homozygous mice are characterized by head-tossing, bi-directional circling behavior and deafness. Histologicalexamination of the inner ear reveals abnormalities of the region around the organ of Corti, spiral ganglion neurons, and outer hair cells. (omitted)

Eight compounds were isolated from the MeOH extracts of Erythrina senegalensis for HIV-1 protease inhibitors. Their structures were elucidated as eight isoflavonoids by spectroscopic analysis. These compounds showed dose dependent inhibitory activities on HIV-l protease with $IC_{50}$ values from 0.5 to 30.0 ${\mu}$M. (omitted)

Activity-based costing(ABC) was developed in manufacturing companies. Recently, ABC has been also applied to cost analysis in service industries and government. In this paper, ABC is applied to research institutes, especially to cost management of government-supported research institutes. ABC is an effective tool in reengineering by removing non-value-added activities, costing R&D projects, managing indirect costs and evaluating performance in research institutes. A case of activity-based costing in a government-supported institutes is provided.
