The Estimated Size and Characteristics of Irregular Employment Work Force, and the Alternatives against Discrimination (비정규직 고용의 규모와 특성 그리고 정책대안의 방향)

  • This article discusses the issues of the estimated size and characteristics of irregular employment work force in Korea after IMF economic crisis in 1997. The issues of the estimated size of irregular employment work force originated from different concepts and its operationalizations among the labor economists, despite their utilization of the same labor force data, 'Economically Active Population Survey(EAPA)' collected from Korea National Statistical Office(KNSO). And the issues contribute toward the understandings of the irregular employment and the limits of the EAPA, despite its various usefulness. This article also describes the summary characteristics of irregular employment work force from both sides of labor supply and its demand. The major characteristics of irregular employment work force on the labor supply side appears in the concentration of social minorities, i.e. woman, the aged, lower educated and skilled populations. On the labor demand of irregular employment work force, the majority of it concentrated on the establishments under 10 employees, and probably the important incentives for irregular employment work force of the firms is labor cost efficiency. Finally, this article propose an alternative against the discrimination between the regular and irregular work force.

Seismic response of active or semi active control for irregular buildings based on eigenvalues modification

  • A reduction of the response of irregular structures subjected to earthquake excitation by control devices equipped by suitable control algorithm is proposed in this paper. The control algorithm, which is used, is the pole placement one. A requirement of successful application of pole placement algorithm is a definition-selection of suitable poles (eigen-values) of controlled irregular structures. Based on these poles, the required action is calculated and applied to the irregular structure by means of control devices. The selection of poles of controlled irregular structure, is a critical issue for the success of the algorithm. The calculation of suitable poles of controlled irregular structure is proposed herein by the following procedure: a fictitious symmetrical structure is considered from the irregular structure, adding vertical elements, such as columns or shear walls, at any location where is necessary. Then, the eigen-values of symmetrical structure are calculated, and are forced to be the poles of irregular controlled structure. Based on these poles and additional damping, the new poles of the controlled irregular structure are calculated. By pole placement algorithm, the feedback matrix is obtained. Using this feedback matrix, control forces are calculated at any time during the earthquake, and are applied to the irregular structure by the control devices. This procedure results in making the controlled irregular structure to behave like a symmetrical one. This control strategy can be applied to one storey or to multi-storey irregular buildings. Furthermore, the numerical results were shown that with small amount of control force, a sufficient reduction of the response of irregular buildings is achieved.

A Study on the Actual Condition of Temporary Workers in Hospital (병원의 비정규직 실태조사)

  • In 1997, in the course of overcoming economic crisis caused by the shortage of foreign currency there was a significant phenomenon, the irregularization of human labour resources. There was no exception in hospital, either. Most hospitals put a lot of thought to solve the problem about irregular workers. Between employee and employer the problem of irregular workers has been raised as a main topic of all. The objectives of this study were to inspect the actual state of irregular workers and to understand the positive effect of protecting irregular workers, recently established and revised, on the human resources management of hospitals. After enacting irregular labours protection acts there were many opinions that the labour rules of hospitals would be changed.(56.7%). The plan to solve irregular worker's wage issues would he carried out step by step, but some hospitals have not examined the plan yet,(81.9%). Many hospitals had a plan that irregular worker's wage would be actualized in two or three years.(78.3%) The method, to solve the problem of irregular workers arc as follows: 1) the introduction of functional wage system, 2) the convert from automatic rising wage system to annual wage system, 3) the incentive grade system according to management result, 4) lower functional group wage system, 5) non-term contract wage system. From the point of the opening medical market and securing competitive power of hospitals, it is prospected that irregular works would be increased also in future. So to manage irregular workers effectively would be essential in maintain hospital's competitive power and improve medical service. The result, of this study were a, follow: (1) In hospital, the ratio of irregular workers in hospitals was lower than that of all irregular workers in Korea. (2) In hospital, the wage level of irregular workers was higher than that of irregular workers in Korea. (3) In hospital, the social insurance application ratio of irregular workers was higher than that of all workers in Korea. (4) In hospital, there seems to be no appropriate and active measures to improve labour condition of irregular workers, yet. (5) In many hospitals, the policy of irregular workers would be expected to revised for the law standards. In this study the actual conditions and problems of irregular workers were proposed and it was expected to contribute decisions-making in hospital management, especially when using human resources.

Parametric pitch instability investigation of Deep Draft Semi-submersible platform in irregular waves

  • Parametric pitch instability of a Deep Draft Semi-submersible platform (DDS) is investigated in irregular waves. Parametric pitch is a form of parametric instability, which occurs when parameters of a system vary with time and the variation satisfies a certain condition. In previous studies, analyzing of parametric instability is mainly limited to regular waves, whereas the realistic sea conditions are irregular waves. Besides, parametric instability also occurs in irregular waves in some experiments. This study predicts parametric pitch of a Deep Draft Semi-submersible platform in irregular waves. Heave motion of DDS is simulated by wave spectrum and response amplitude operator (RAO). Then Hill equation for DDS pitch motion in irregular waves is derived based on linear-wave theory. By using Bubnov-Galerkin approach to solve Hill equation, the corresponding stability chart is obtained. The differences between regular-waves stability chart and irregular-waves stability chart are compared. Then the sensitivity of wave parameters on DDS parametric pitch in irregular waves is discussed. Based on the discussion, some suggestions for the DDS design are proposed to avoid parametric pitch by choosing appropriate parameters. The results indicate that it's important and necessary to predict DDS parametric pitch in irregular waves during design process.

Different Types of Liberalization and Jobs in South Korean Firms

  • This study examines the effects of several factors indicating economic openness-imported intermediate goods, total imports, IFDI (inward foreign direct investment), and foreign ownership-on regular, irregular jobs and the ratio of irregular employment to regular employment. Findings revealed that imported intermediate inputs and IFDI affected neither regular nor irregular job figures. However, an increase in total imports led to a decrease in the number of irregular jobs without affecting regular full time jobs, leading to a decrease in the ratio of irregular jobs to regular jobs. On the other hand, changes in foreign ownership structure had a contrary effect, that is, a decrease in the number of regular jobs and an increase in irregular ones, and, thus, an increase in the ratio of irregular jobs to regular jobs. Overall results showed that a rise in imports results in depressed overall employment, irregular employment in particular, while more IFDI results in more irregular jobs replacing regular ones, effectively exacerbating job insecurity. The implication of this analysis is that greater economic openness may have a negative impact on the South Korean labor market overall.

A Pedagogical Reconsideration of Irregular Conjugation of Korean Verbs (불규칙활용에 대한 한국어 교육적 재고찰)

  • To learn correctly how irregular verbs conjugate is one of the most important items which must be acquired by learners of Korean. Although a great deal of study has been made on irregular verbs, lots of problems seem to be remaining unsolved or even undescribed. The purpose of this paper is: (1) to give a definition of irregular conjugation of Korean from pedagogical point of view; (2) to describe an appearance of irregular verbs in the spoken and written context; (3) to show appropriate explanation how irregular verbs conjugate.

Elastic bending analysis of irregular-shaped plates

  • An approximate method for analyzing the bending problems of irregular-shaped plates is proposed. In this paper irregular-shaped plates are such plates as plate with opening, circular plate, semi-circular plate, elliptic plate, triangular plate, skew plate, rhombic plate, trapezoidal plate or the other polygonal plates which are not uniform rectangular plates. It is shown that these irregular-shaped plates can be considered finally as a kind of rectangular plates with non-uniform thickness. An opening in a plate can be considered as an extremely thin part of the plate, and a non-rectangular plate can be translated into a circumscribed rectangular plate whose additional parts are extremely thin or thick according to the boundary conditions of the original plate. Therefore any irregular-shaped plate can be replaced by the equivalent rectangular plate with non-uniform thickness. For various types of irregular-shaped plates the convergency and accuracy of numerical solution by proposed method are investigated.

Application of a Regular Wave Model to Calculation of Irregular Wave Reflection from Perforated-Wall Caisson Breakwaters (불규칙파의 유공 케이슨 방파제로부터의 반사율 산정시 규칙파 모델 적용)

  • Numerous studies have been performed to develop an analytical model that can predict the reflection of regular or irregular waves from a perforated-wall caisson breakwater. Though such irregular wave models as Suh et at. (2001) become available, regular wave models are still in extensive use because of their simplicity. In the present study, using the regular wave model of Fuggazza and Natale(1992), the reflection of irregular waves from a perforated-wall caisson breakwater was calculated in several different methods. First, the regular wave model was re-validated by the hydraulic model tests. Though the model somewhat over-predicted the reflection coefficients at larger values and under-predicted them at smaller values, overall agreement was pretty good between calculation and measurement. Then, the regular wave model was applied to calculate the irregular wave reflection in the experiments of Suh et at.(2001) and Bennett et al. (1992). In applying the regular wave model to irregular wave reflection, several different methods were used. The results showed that it is the most reasonable to use the regular wave model repeatedly for each frequency component of the irregular wave specuum with the root-mean-squared wave height for all the frequencies .

Behavior factor of vertically irregular RCMRFs based on incremental dynamic analysis

  • Behavior factor of a structure plays a crucial role in designing and predicting the inelastic responses of it. Recently, irregular buildings have been interested in many designers. To design irregular structures, recognizing the inelastic behavior of them is necessary. The main objective of this study is to determine the behavior factor of irregular Reinforced Concrete Moment Resisting Frames (RCMRFs) via nonlinear Incremental Dynamic Analysis (IDA). To do so, first, several frames are designed according to the regulations of the Iranian national building code. Then the nonlinear incremental dynamic analysis is performed on these structures and the behavior factors are achieved. The acquired results are compared with those obtained using pushover analysis and it is shown that the behavior factors acquired from the nonlinear incremental dynamic analysis are somewhat larger than those obtained from pushover analysis. Eventually, two practical relations are proposed to predict the behavior factor of irregular RCMRFs. Since these relations are based on the simple characteristics of frames such as: irregularity indices, the height and fundamental period, the behavior factor of irregular RCMRFs can be achieved efficiently using these relations. The proposed relations are applied to design of four new irregular RCMRFs and the outcomes confirm the accuracy of the aforementioned relations.

A Variable Table Form for Concrete Structural Frame Work of Irregular-Shaped Tall Buildings (비정형 초고층 건물의 골조공사를 위한 가변형 테이블폼)

  • Recently, an irregular-shaped super tall building has been increased, aiming toward landmarks of cityscape. However, the complex floor plan derived from an irregular shape requires considerable resources including time, cost, and effort to meet complex structural framework. Based on the motivation, the study proposes a table-form system that is variable slab form appropriate to an irregular shaped floor through improving limitations of an existing table-form system. The variable table-form is expected to reduce construction resources and improve constructability on an irregular floor plan of super tall buildings as well.
