A Study on the Use of Parking Lots and Improvement Methods of Land Supply in Public Development Zones (공공개발지구 내 주차장용지의 이용실태와 토지공급방법 개선방안 연구)

  • Parking lot within housing site contains public interest of relieving parking space shortage problem and subject to public restriction. If auctioned off at higher price by excessive competition in general competitive bid for land bidders, the development of parking lot will be made against its original purpose supply. The core issue is that a bid price is quite often to be blown out of proportion by 150%~ 250% due to extreme competition and, could face serious problem if a winning bidder runs sale business. If it is rental business, although about 30% of the total floor space of the whole building to be used as neighborhood facilities, too high winning bid price cause to lose transparency. In case of sale at aggregate buildings, most business operators would sell 30% of the neighborhood facilities, spare the parking lot and manages thereof separately. According to Aggregate Buildings Act, neighborhood facilities are allowed for individual registration and ownership of parking lot by business operator or designated person by business operator. In this case, the parking lot becomes 70% of the total floor space of the whole building and 70% of the land share which makes the mortgage very valuable and easier for business operator to get financial loan. There used to be many cases such as owners of neighborhood facilities (aggregate buildings partial owners) who run parking lot to repay their loan running parking lot to repay loan, but found that very tough and reached auction and relatively disadvantaged. For parking lot within housing site, it is recommend to exclude the public factors that land has and take into account of public restriction in area (housing site). Business opportunity for operators and protection of property rights for buyers in aggregate buildings, land supply method is recommended to replace from highest bid method into draw or private contract. In terms of price, supply at estimated price (construction price) and restriction on usage (Co-ownership of parking lot) proposals are submitted.

Analysis of 2019 Domestic Aggregate Production in Korea (I) (2019년도 국내 골재 수급 분석 (I))

  • In 2019, about 134 million ㎥ of aggregate was produced in an estimated 880 quarries and pits in 17 metropolitan governments. Leading producing metropolitan cities were Gyeonggi-do, Gyeongsangnam-do, Chungcheongbuk-do, Gangwon-do, Gyeongsangbuk- do, Chungcheongnam-do, in order decreasing volume, which together accounted for about 71% of total product. Of the total domestic aggregates produced in 2019, about 31 % was sand and about 69% was gravel. It estimated that of the 134 million ㎥ of aggregates in Korea in 2019, about 50.3% was produced by screening crushed aggregate by 41.4% by forest aggregate, 3.3% by land aggregate, 1.7% by sea aggregate and 1.7% by washing each other, and 0.7% by river aggregate. This indicates that screening crushed aggregate and forest aggregate are the main producers of domestic aggregates. The most crushed and forest aggregate was extracted at the Gyeonggi-do and Gyeongsangnam-do, respectively. Land aggregate was mainly extracted at Gyeongsangbuk-do and Gangwon-do. Therefore, in the future supply and demand of aggregate resources, it is judged that there should be a primary policy direction for screening crushed and forest aggregate.

Analysis of Domestic Aggregate Production of Korea in 2019 (II) - by Local Governments (2019년도 국내 골재 수급 분석 (II) - 시군구단위 분석 -)

  • On the base of the aggregate extraction statistics, this study tried to analyse the demand and supply of aggregate resources of each local government and provide directions for the stable and sustainable supply and demand of aggregate resources in the future. In 2019, aggregates were produced in 148 cities, about 65% of the 229 cities of Korea, but in 7 metropolitan cities with 74 local governments, only 19 cities developed the aggregate. It means that aggregate extraction is taking place in almost all regions in Korea. Sand and gravel were produced in 110 districts and 132 districts, respectively. By aggregate source, river aggregates were extracted in 4 local governments, land aggregates in 42 local governments, forest aggregates in 75 local governments, crushed aggregates in 105 local governments, and washing aggregates in 15 local governments. In other words, 81 district in Korea have not extracted land-based aggregate at all. 71 local governments produced only one type of aggregate, and 55 local governments developed two types of aggregate, and 22 local governments developed more that three types of aggregate. In 2019, the leading producing local government were, in descending order of volume, Ulju-gun, followed by Hwaseong-si, Cheongju-si, Pocheon-si, Paju-si, Yongin-si, Gimhae-si, Gwangju-si in Gyeonggi-do. 41 local governments have developed aggregates of more than 1 million m3, and the combined production of the 41 cities accounted for about 70% of national total. This shows that the aggregate extraction trend of local governments is becoming larger and more concentrated.

It is worried about the life reduction of dump land, as dump land's capacity have reached to limitation and the amount of construction industrial wastes is going higher Recently, Recycling aggregates could be gained from the reconstruction works using recycle process. and the study and research of recycle concretes developed concrete application methods, It could put some outcome of studies to practical use for concrete products. The methods of crushing waste concrete are going diverse. In this study, the fundamental experiments and recycling application is investigated and analyzed with use of recycling aggregate which made of mechanical crush and underwater electrical impact crush. and the difference between underwater electrical impact crush, mechanical crush and natural aggregates is studied.

Performance Evaluation of Recycled Aggregate Concrete Made of Recycled Aggregate Modified by Carbonation (탄산화 개질 순환 골재를 사용한 순환 골재 콘크리트의 성능 평가)

  • With the increase of decrepit facilities, construction waste increased to a certain level and now the increase is more or less stabilized. Yet construction waste still constitutes the largest portion of the overall wastes. Also, it is inevitable to spend a huge amount of the national budget due to the aggravating shortage of aggregate caused by prohibition on collection of natural aggregates as well as due to the damage to the land and environment caused by development of the sources of aggregates. As a countermeasure to the situation, the Ministry of Land, Infrastructure and Transport promulgated the quality standard for recycled aggregate to manage the usage of recycled aggregate according to its quality. But use of recycled aggregate for the purpose of high added value still remains nominal. Therefore, this research aims to study the applicability of recycled aggregate concrete as structural concrete by evaluating the quality improvement effects and the performance of the recycled aggregate concrete including recycled fine aggregate and recycled coarse aggregate that have undergone carbonation for 4 days and 14 days respectively in the condition of 60% RH, 20% $CO_2$ and $20^{\circ}C$ temperature, suggested for carbonation modifying from the advance research. The result shows carbonation modify contributed to quality improvement with 0.91% decrease in absorption rate for recycled fine aggregate and 0.7% decrease in absorption rate for recycled coarse aggregate. The physical properties and durability of the recycled aggregate made of aggregate modified by carbonation showed results similar to general concrete, which confirmed the possibility of applying the recycled aggregate made of recycled aggregate modified by carbonation to structural concrete.

Utilization of Remote Sensing and GIS in Aggregate Control of Urban Impervious Coverage (도시의 불투수면 총량규제에서 원격탐사와 GIS의 활용)

  • This research is primarily intended to propose a new concept for aggregate control of impervious coverage using remote sensing and GIS. An empirical study for a case study site was conducted to demonstrate how a standard remote sensing and GIS technology can be used to assist in implementing the aggregate control for impervious coverage as intermediary between decision makers and scientists. Guidelines for a replicable methodology are presented to provide a strong theoretical basis for the standardization of factors involved in the aggregate control; the meaningful definition of land mosaic in terms of pervious areas, classification of pervious intensity, change detection for pervious areas. Detailed visual maps (e.g. estimation of impervious surface allowable) can be generated over large areas quickly and easily to increase the scientific and objective decision-making for the aggregate control. It is anticipated that this research output could be used as a valuable reference to confirm the potential of remote sensing and GIS in the aggregate control for impervious coverage.

Effects of Replacement Ratio of Recycled Coarse Aggregate on the Shear Performance of Reinforced Concrete Beams without Shear Reinforcement

  • This paper will describe the experimental results on the shear behaviors of reinforced concrete (RC) beam with recycled coarse aggregate (RCA). The primary objective of this research is to evaluate the influences of different RCA replacement percentage (i.e, 0%, 30%, 60%, and 100%) on the shear performance of reinforced concrete beams without shear reinforcement. Eight large-scale RC beams without shear reinforcement were manufactured and tested to shear failure. All had a rectangular cross-section with 400mm width ${\times}$ 600mm depth and 6000mm length, and were tested with a shear span-to-depth of 5.1. The results showed that the deflection and shear strength were little affected by the different RCA replacement percentage. Actual shear strength of each RCA beam was compared with the shear strength predicted using the provisions of ACI 318 code and Zsutty'e equation for shear design of RC beams. ACI 318 code predicted the shear strength of RCA reinforced concrete beams well.

Effect of Poor Quality Aggregates on the Properties of High Strength Concrete (품질불량 골재가 고강도 콘크리트의 공학적 특성에 미치는 영향)

  • This paper is to investigate the effect of poor quality aggregate source used in Korea on the mixture proportion and strength development of the high strength concrete fixed at 450 kg/m3 of cement contents. For aggregate kinds, good quality crushed stone from KS certified manufacturer and low quality crushed stone from non certified construction field are used. For fine aggregates, river sand, land sand, sea sand and mixed sand are also used. It is found that the use of low quality aggregates resulted in an increase of water demand considerably due to poor gradation of aggregate and excessive fine particles. Test results indicate that the use of low quality aggregate also decreases the compressive strength compared with that of good quality aggregate.

  • Lack of fine aggregate is adversely affecting the quality of concrete. Due to lack of land sand, EZZ sea sand has been used. However, the use of sea sand is also difficult because of the opposition of fishermen. The purpose of this study was to analysis the effect of slag fine aggregate to durability and compressive strength of concrete. The concrete compressive strength and durability were assessed to derive a proper mix ratio of fine aggregate.
