  • By means of analyzing of monitoring technology and monitoring regulation based on maintenance monitoring system installed in subway tunnel section, it needs monitoring system, development of operating program, monitoring analyzing system and development of analysis method, establishment of maintenance monitoring standard specification, and performance of responsible monitoring supervision for applying to subway monitoring maintenance effectively in future. It requires specialized monitoring and legislation of monitoring subcontract, improvement of monitoring work contract method, establishment the standard payment of monitoring, and effective calibration and correction of monitoring system in the plan of improving monitoring regulation.

What is Monitored and by Whom in Online Collaborative Learning?: Analysis of Monitoring Tools in Learner Dashboard

  • The purpose of this study is to draw implications for designing online tools to support monitoring in collaborative learning. For this purpose, eighteen research papers that explored learner dashboards and group awareness tools were analyzed. The driving questions for this analysis related to the information and outcomes that must be monitored, whose performance they represent, and who monitors the extent of learning. The analytical frameworks used for this study included the following: three modes of co-regulation in terms of who regulates whose learning (self-regulation in collaborative learning, other regulation, and socially shared regulation) and four categories of dashboard information to determine which information is monitored (information about preparation, participation, interaction, and achievements). As a result, five design implications for learner dashboards that support monitoring were posited: a) Monitoring tools for collaborative learning should support multiple targets: the individual learner, peers, and the entire group; b) When supporting personal monitoring, information about the individual and peers should be displayed simultaneously to allow direct comparison; c) Information on collaborative learning achievements should be provided in terms of the content of knowledge acquired rather than test scores; d) In addition to information related to interaction between learners, the interaction between learners and learning materials can also be provided; and e) Presentation of the same information to individuals or groups should be variable.

  • Studies on the regulation and measurement of greenhouse gases(GHGs) emissions have been carrying out for global wanning. In order to reduce greenhouse gas emissions, many countries have been promoting the Emissions Trading System and projects of the Joint Implementation(JI) and Clean Development Mechanism(CDM). These country's GHG emissions have been measured calculation criteria based on the Intergovernmental Panel on Climate Change(IPCC) Guidelines. In order to respond to GHGs regulation, in each country, it is planing to build a Low-Carbon City. The system has been developed for calculating GHGs emissions from companies and institutions in their respective countries. However, the system can monitor the GHGs per city, has not been developed. In this paper, it is studied to design the User Interface and to develop integrated monitoring program for Low-carbon city. This program will make possible monitoring and management, statistics, and reports written by using each data in units of cities.

  • The study describes the monitoring of the Bay of Bengal as a ballast water exchangeable sea using MODIS/Aqua-derived diffuse attenuation coefficient (K(490)) synchronized with in situ ballast water sampling and analysis along the LNG carrier's route between Japan and Qatar from 2002 to 2005. Based on the relationship between K(490) and corresponding in situ plankton cell densities, the Bay of Bengal is recognized as a ballast water exchangeable sea to meet the regulation of ballast water performance standard of International Maritime Organization (IMO). Furthermore the Bay of Bengal with more than 200m depth and more than 200 nautical mile distance from shore is extracted based on the regulation of ballast water exchange area of IMO. However, an anomalously high K(490) area is found off the coast of Sri Lanka during the northeast monsoon in 2005, which corresponds higher cell densities than the criterion set by the regulation of IMO. The phenomenon of high cell density in the Bay of Bengal seems to be related with the phytoplankton bloom during the northeast monsoon. Seasonal and annual variability of phytoplankton bloom will be investigated to establish an early routing system for avoiding the high cell density area in advance.

  • Current research and development efforts and other projects for energy storage systems (ESS) have recently been gaining attention. This is due to the many applications where ESS, particularly batteries, can be used. Among these are peak shaving, frequency regulation, and stabilization of renewable energy output. KEPCO has completed the construction and demonstration of a 4-MW battery energy storage system (BESS) located in Jeju City to verify its practicability in the power grid. KEPCO Research Institute has also been developing technology for the commercialization of BESS, and has been conducting a trial run of a 52-MW ESS (28MW + 24MW of Seo-Anseong and Shin-Yongin substations) constructed in 2014 for frequency regulation. This paper discusses the development of operation methods, as well as an operation user interface, for the safe operation and monitoring of BESS used for frequency regulation in a power system. Included are operation and simulation methods for various normal and transient frequency situations that can be experienced by a power system. Also discussed are the results obtained after applying these methods to the 4-MW BESS and the 52-MW ESS, both used for frequency regulation. The technology in this paper will be applied to 500MW ESS for frequency regulation of KEPCO by 2017. It is expected that this technology helps a safe and reliable operation and control of ESS for frequency regulation through its continuous upgrade.

  • Although regulation generally shall be based on the law, many regulations are not based on legislation. Shadow regulation that is not mandatory but functions as regulation may be developed and enforced by non-govermental body. This article examines shadow regulations of copyright protection online of the US, the EU and the UK and draws their implications for Korea. In case of self-regulation, the following factors shall be considered: to acquire the technology to filter copyright infringement and to solve the problems arising from the application of it, to prevent the infringement of freedom of expression, to ensure the appropriateness of the sanctions imposed on the alleged copyright infringement, to ensure the participation or monitoring of internet subscribers in the negotiation between the internet industry and copyright holders, and to clarify the government's role and responsibility.

  • This study proposes a new approach to implimentation of robust control and torque control response analysis based on monitoring simulator for smart factory. According to the physical properties of a flexible manipulator, a two time-scale approach, namely, singular perturbation ap proach, is further utilized for thorough analysis and general controller design. It is shown that asymptotic motional tracking can be effectively achieved, whereas the force regulation errors can be made arbitrarily small. For demonstration of the proposed technology performance, experiments of a eight joint flexible manipulator are performed for the proposed control method, and the reliability of proposed control results are illustrated based on monitoring simulator.

  • This paper presents an IAQ(Indoor Air Quality) Monitoring System using equipments for measurement of fine Particle($PM1{\sim}PM10$), $CO_2$, VOCs(Volatile Organic Compounds), temperature and humidity for IAQ monitoring of subway station which millions of people use a day. The necessity of IAQ monitoring system is getting increased for more effective subway station monitoring in line with the recent government's regulation for IAQ is reinforcing. Subway Station is an unusual case. The structure of subway station is closed and complicated. Therefore when data of equipments are transferred, transmission error can happen occasionally. To prevent transmission error, an IAQ Monitoring System is needed the appropriate position and selection of equipments or sensor module. In addition IT(Information Technology) can be utilized like "WiBro(Wireless Broadband)" and "GateWay" for facilitate movement of data and construction of IAQ monitoring system of subway station.

유.무선 통합과 대체에 따른 규제 정립방향

  • The growth of fixed telephony has been steady but unexceptional. The number of mobile telephone subscribers, however, has increased dramatically throughout the decade. The increasing prevalence of mobile communications, in conjunction with the relatively high penetration of fixed telephony, will cause the market for converged services to become significant in coming decade. The current fixed and mobile regulatory regimes are very different. Regulation of the fixed market tends to focus on monitoring the activities of incumbent operator and ensuring that other operators can compete on a fair basis. Mobile markets have historically been more competitive, and the asymmetric nature of regulation of these markets has not been as prevalent as for fixed communications. The purpose of this paper is to identify the fixed-mobile convergence and to suggest the future regulatory principles for fixed-mobile convergence.

The Impact of the Bank Regulation and Supervision on the Efficiency of Islamic Banks

  • This study investigates the impact of bank regulation and supervision on the efficiency of banking sectors on 108 Islamic banks from 26 countries offering Islamic banking and finance products and services. The technical efficiencies of individual Islamic banks have been analyzed using the data envelopment analysis method (DEA). The ordinary least square estimation method is employed to examine the impact of country supervision and regulation on the technical efficiency of Islamic banks. The empirical findings suggest that supervisory power, activity restrictions and private monitoring positively influence the efficiency of Islamic banks. The study revealed that Islamic banks that are operating in Middle East and North Africa (MENA) and middle-income countries are more technically efficient given the less stringent rules on capital requirement and we found that there is statistically significant evidence that higher capital requirements are negatively associated with the efficiency of Islamic banks. The empirical findings of this study are expected to help policy-makers and government officials to better understand how their decisions affect the performance.
