A Study on the Inter-Korean Cooperation for Natural Disaster Damage Reduction Using Spatial Information

  • As inter-Korean relations progress, the issue of natural disasters which could directly affect the lives of the people in both Koreas, has not yet been discussed. Considering the current status of inter-Korean relations and the ongoing disaster-related damage in North Korea, it is imperative to establish a technical plan at the pan-governmental level to reduce the damage from natural disasters. The purpose of this study is to secure the Korea Peninsula against natural disasters by organizing South Korea's science and technologies related to natural disasters in order to reduce the damage, and to evaluate the applicability of said technologies. The situation of natural disasters in North Korea for 17 years has been summarized and reclassified based on eight types of natural disasters. Technologies related to natural disasters in South Korea were also investigated and reclassified. Based on the data, a priority evaluation was performed and the prioritization of technology application for each natural disaster type in North Korea was calculated through a quadrant analysis. As a result, the three major categories of high-priority technologies were classified as natural disaster monitoring with remote sensing and spatial information technology, construction of research basis and database based on geographic information system (GIS) and integrated management of complex natural disasters.

  • In order to reduce the amount of damage from natural disasters, we needs prevention meteorological database classified into the cause of disaster, damage elements etc. For this, we have analyzed four data, such as Statistical yearbook of calamities issued by the National Emergency Management Agency and Annual Climatological Report issued by the Korea Meteorological Administration and Recently 10 years for natural disaster damage and Statistics Yearbook from the Ministry of Government Administration and Human affairs. Through the analysis of disaster data, we have selected input variables, such as causes and elements, occurrence frequencies, vulnerable areas of natural disaster, etc. In order to reduce damage from natural disaster, the prevention activities and forecasting based on meteorological parameters and damage datas are required. In addition, it is necessary to process meteorological information for disaster prevention activities. Through these procedure, we have established the foundation of database about natural disasters. This database will be used to assess the natural disasters and build risk model and natural disasters mitigation plan.

A Review on Remote Sensing and GIS Applications to Monitor Natural Disasters in Indonesia

  • Indonesia is more prone to natural disasters due to its geological condition under the three main plates, making Indonesia experience frequent seismic activity, causing earthquakes, volcanic eruption, and tsunami. Those disasters could lead to other disasters such as landslides, floods, land subsidence, and coastal inundation. Monitoring those disasters could be essential to predict and prevent damage to the environment. We reviewed the application of remote sensing and Geographic Information System (GIS) for detecting natural disasters in the case of Indonesia, based on 43 articles. The remote sensing and GIS method will be focused on InSAR techniques, image classification, and susceptibility mapping. InSAR method has been used to monitor natural disasters affecting the deformation of the earth's surface in Indonesia, such as earthquakes, volcanic activity, and land subsidence. Monitoring landslides in Indonesia using InSAR techniques has not been found in many studies; hence it is crucial to monitor the unstable slope that leads to a landslide. Image classification techniques have been used to monitor pre-and post-natural disasters in Indonesia, such as earthquakes, tsunami, forest fires, and volcano eruptions. It has a lack of studies about the classification of flood damage in Indonesia. However, flood mapping was found in susceptibility maps, as many studies about the landslide susceptibility map in Indonesia have been conducted. However, a land subsidence susceptibility map was the one subject to be studied more to decrease land subsidence damage, considering many reported cases found about land subsidence frequently occur in several cities in Indonesia.

  • This study aims to find the characteristics of damage and states of natural disasters at Gimhae, Gyeongsangnam-do from 1985 to 2004. Using the data of Statistical yearbook of calamities issued by the National Emergency Management Agency and Annual Climatological Report issued by the Korea Meteorological Administration. we have analyzed the cause, elements, and vulnerable regions for natural disasters. Major causes of natural disaster at Gimhae are four, such as a heavy rain, heavy rain typhoon, typhoon, storm snow, and storm. The cause of disaster recorded the most amount of damage is typhoon. The areas of Hallim-myeon, Sangdong-myeon, and Saengnim-myeon are classified the vulnerable region for the natural disasters in Gimhae. Therefore, it seems necessary to build natural disaster mitigation plan each cause of disaster to control water resources and to reduce damage for these areas.

뉴스데이터를 활용한 국내 복합재난 발생 동향분석 (Trend Analysis of Complex Disasters in South Korea Using News Data)

  • As the diversity of disasters continues to increase, the concept of "complex disasters" has gained prominence in various policies and studies related to disaster management. However, there has been a certain limitation in the availability of the systematic statistics or data in advancing policies and research initiatives related to complex disasters. This study aims to analyze the macro-level characteristics of the complex disasters that have occurred domestically utilizing a 30-year span of a news data. Initially, we categorize the complex disasters into the three types: "Natural disaster-Natural disaster", "Natural disaster-Social disaster", and "Social disaster-Social disaster". As a result, the "natural diaster-social disaster" type is the most prevalent. It is noted that "natual disaster-natural disaster" type has increased significantly in recent 10 years (2011-2020). In terms of specific disaster types, "Storm and Flood", "Collapse", "Traffic Accident", "National Infrastructure Paralysis", and "Fire⋅Explosion" occur the most in conjunction with other disasters in a complex manner. It has been observed that the types of disasters co-ocuuring with others have become more diverse over time. Parcicularly, in recent 10 years (2011-2020), in addition to the aforementioned five types, "Heat Wave", "Heavy Snowfall⋅Cold Wave", "Earthquake", "Chemical Accident", "Infectious Disease", "Forest Fire", "Air Pollution", "Drought", and "Landslide" have been notable for their frequent co-occurrence with other disasters. These findings through the statistical analysis of the complex disasters using long-term news data are expected to serve as crucial data for future policy development and research on complex disaster management.

통일 신라 왕조의 자연재해 인식-자연사상을 중심으로 (Recognition of Natural Disasters in the Unified Shilla Dynasty - Focusing on the Natural Thoughts -)

  • 본 연구에서는 고대 통일신라의 천재지변 중 자연재해(지변) 기록만을 발췌하여 삼국사기 신라 본기(A.D.668-935)를 중심으로 그 내용을 분석하였다. 가뭄과 기근 40회, 지진 40회, 우박 12회, 서리 10회, 천둥, 번개 9회, 큰 눈과 추위 9회, 큰 바람 8회, 홍수 7회, 황충 7회, 화재 6회, 수질오염 5회, 황사 3회, 이상기상으로 인해 재해 3회, 안개 2회, 용오름 현상 1회, 이조(鳥)출현 1회 등 총 163회가 발생하였다. 따라서 지변 현상에 따른 당시의 자연사상을 종합해 보면 다음과 같다. 당시의 사람들은 이러한 천견(天譴)에 대하여 군주가 책기수덕(責己修德)의 차원에서 피정전(避正殿), 감상선(感常膳), 여수대사(慮囚大赦) 등의 수덕(修德), 인정(仁政)과 더불어 백관의 상소를 받는 것이 관행화되고 있었음을 추정할 수 있다. 이처럼 통일 신라에서는 천재지변으로 인하여 여러 가지 책기수덕(責己修德)과 함께 민생안정을 정상화하여야 한다는 천견설의 전형을 구현하고 있는 자연인식(自然認識)으로 파악할 수 있다.

자연재해가 철도시스템에 미치는 영향 및 대책 (Natural Disasters and their Impact on Railways)

  • The railroad system must ensure not only the safety of facilities but also the prevention of natural and environmental disasters. The infrastructure must be strengthened in order to prevent rail damage by natural disasters and other causes. Thus, it would be able to prevent damage due to such natural factors like heavy rain and snow fall, wind, and catastrophic earthquakes. It seems that it would be the best way to install safety facilities throughout the entire length of a route, but one would not be able to provide for the costs involved in this approach. Therefore, these facilities must be installed at selected locations that is the most vulnerable to disasters. In this paper we propose the examples of both foreign and domestic methods in order to prevent from damages caused by the above-mentioned natural disasters and others.

고대 한국의 자연재해 분석-신화적 사상을 중심으로 (Analysis of Natural Disasters in the Ancient Korea-Focusing on the Mythological Thoughts)

  • 본 연구에서는 삼국사기에 기록된 천재지변 중 자연재해 기록만을 발췌하여 고구려, 백제, 신라 본기를 중심으로 그 내용을 분석하였다. 삼국의 자연재해 기록을 보면, 가뭄은 총 79회, 홍수는 33회, 우박은 24회, 메뚜기의 피해는 23회, 지진은 48회, 산사태는 9회, 대풍발목(大風拔木) 현상은 19회, 용사얼(龍蛇孼)현상은 24회가 발생하였다. 당시의 자연재해 원인으로는 군주가 종묘를 소홀히 하고 제사를 폐하며, 가혹한 정치와 지나친 토목공사 등 하늘에 반하는 정책을 시행할 때 나타나는 재해라고 인식하고 있었다. 따라서 이러한 자연재해 대처방법으로 왕이 피정전(避政殿), 책기(責己), 감상선(感常善) 등으로 백성에 대해 책임을 느꼈으며, 뿐만 아니라 죄인을 풀어주고, 대사면을 행하였다. 이와 같이 자연재해에 대한 선정(善政) 정책은 군주의 덕치이며, 이로서 천견(天譴)에 보답하려는 것이 당시의 신화적 사상의 근본이 된다고 사료된다.

해안가 복합재해 관리를 위한 법률 현황 및 개선방향 (A Study on the Improvement of Legislation on Management of Compound Coastal Disasters)

  • 해안가 복합재해는 기후변화로 인한 해수면상승과 집중호우, 태풍, 해일 등으로 인한 내·외수침수와 범람이 복합적으로 발생하는 것으로 최근 발생빈도와 피해규모가 커지고 있다. 본 연구에서는 해안가 복합재해를 관리하는 법과 제도 현황을 검토하고 이를 관리하고 예방하는 개선방향을 도출하고자 한다. 이를 위해 현행 우리나라 법률 중에서 해안가 자연재해 관리를 위해 지정하는 지구·구역 제도를 중심으로 재난 및 안전관리기본법, 자연재해대책법, 국토계획법, 연안관리법, 하천법, 하수도법 등을 검토하였다. 이를 통해 법률의 목적과 성격, 공간적 범위, 관리수단 등을 비교한 결과 자연재해대책법을 토대로 해안가 복합재해를 통합적으로 관리하는 것이 바람직하다고 판단하였다. 현재 제도의 한계점을 극복하고 구체적인 법률 및 제도 개선방안을 도출하기 위해서 자연재해 관련 전문가들을 대상으로 세부 요소에 대한 설문조사를 실시하였다. 그 결과 해안가 복합재해관리를 위해 현제도를 개선하거나 새로운 제도 도입이 필요하며, 행정안전부, 환경부, 국토교통부, 해양수산부 등 부처 통합적인 의사결정 거버넌스 설치 운영을 통해 육상과 해역을 통합적으로 관리할 필요가 있는 것으로 나타났다.

자연재해와 산지토사재해에 의한 희생자 수의 변화경향 (Trends of Deaths and Missings Caused by Natural and Sediment Disasters in Korea)

  • 최근 재해에 대한 관심이 높아지고 있음에도 불구하고 재해에 대한 장기적인 변화분석은 미흡한 실정이다. 따라서 자연재해의 주범인 기상재해 및 산지토사재해에 의한 희생자 수의 장기적인 변화를 분석하였고, 자연재해에 대한 산지토사재해의 비율 및 산지토사재해 발생면적변화를 조사하였다. 그 결과 최근 강우강도의 증가에도 불구하고 자연재해 및 토사재해에 의한 희생자 수는 점차 감소하고 있는 것으로 나타났다. 자연재해는 1970년대 연간 250명에서 1990년대 연간 140명 수준으로 감소하였고, 토사재해는 1970년대 60명/년에서 1990년대 20명/년으로 감소하였다. 특히 토사재해의 경우 자연재해에 대한 감소비율이 1970년대 2/7에서 1980년대 이후 2/15로 줄어들었다. 그러나 산사태 발생면적(1981년: 206ha $\rightarrow$ 1999년: 688ha)이 계속 증가하고 있으므로 유역관리개념을 도입한 새로운 사방사업의 추진과 종합적인 산지토사재해 관리 시스템 구축이 요구되는 것으로 판단되었다.
