It is essential to draft at the trend of leisure policy in Japan and learn from the experiences to set the policy direction best fitting future changes in Korea, as Japan has gone through comprehensive changes ahead of us. With this understanding, this study analyzed key leisure policies of Japan and examined the trend of changes of time. The followings are the findings of the research. First, Japan's leisure policies could be categorized into five stages and six terms. Second, leisure policies in Japan are being established as a local welfare system, not in the context of industrial perspective, to help people in local community. This is to make voluntary move by eliminating the factors that restrict social demand with an effort to expand leisure time and to secure and enhance access to leisure space. Third, Neighborhood leisure space has taken the center stage, in an effort to seek solutions to the issues of improving space utilization, restoring local community and encouraging participation of local residents. The conclusion drawn from the research is as follows. It is required to recommend the use of the specific term 'leisure' for leisure policies in Korea and for leisure space policies in Korea that are now facing sociocultural challenges similar to the ones emerging in Japan, measures are required to improve physiological access of local residents including information promotion, lifetime education and relationships enhancement along with the establishment of neighborhood leisure space.
The purpose of this study is to examine and investigate the characteristics of locational facilities and the purchase and leisure patters of residents with its focus on downtown streets of Yeongam-eup which is a eup-level small town. In the subject downtown streets, commercial and residential functions coexisted. While most locational facilities were small-scale sale(buy), food(eat), and employment(public institutions) facilities which were needed for neighborhood life and supporting daily life, the lack of facilities which supported leisure life(enjoy) and represented small town identity was found. The most common frequency of using downtown streets by residents was 'almost everyday'; the most common intention to use was 'to purchase daily things'; and the most common purchase good was 'groceries', followed by farming machines, books, and stationery. It suggested that the use of downtown streets was characterized by daily neighborhood life. In particular, it was found that expensive goods(more than 500,000 won) were commonly purchased in neighboring middle or large cities. Thus, it is necessary to consider the option and professionality of goods. Finally, it is necessary to consider residents' accessibility through reorganizing a street form from car-focused to pedestrian-focused.

This study attempts to examine the regional distribution and the locational pattern of leisure facilities at Kangnam-gu in Seoul. For the convenience of the analysis the facilities are classified into public and private sector and then the facilities are classified into 11 types: mineral spring resort, play ground, neighborhood park, swimming pool, gymnasium, bowling, pingpong, aerobic, golf practice, health, and billiard facilities. For the purpose data was collected from statistical yearbook in 1993 and lists of registered facility at department of living physics of Kangnam-gu office. The data of the density of facilities and the opportunity of facilities per facilities type and per region are analysed with the technology of GIS. Results may be summarized as follows. First of all, correlation between the results of Location-Allocation model and the results of Interaction model is very high. Secondly, on comparing the density of facilities with the opportunity of the facility use per eleven facility types, three discrete spatial pattems are found. The mineral spring resort facility type with the highest unbalanced density and opportunity of facility use is to be found. Play ground, neighborhood park, swimming pool, gymnasium, bowling, pingpong, and aerobic facility types have the high unbalanced density and opportunity of facility use. The golf practice, health, and billiard facility types have spatially balanced density and opportunity of facility use. Thirdly, as comparing the density and the opportunity of the facility use per 'dong' administration unit, the spatial patterns of the public and the private facilities are different in density of the facility use and otherwise two are similar in the opportunity of the facility use. Fourthly, patterns of facilities users have different charateristics based on facility use time, expense, residence, and access time and four regional patterns are to be found ; user favorable, facility profitable, user balanced, and unfavorable.
On the assumption that marketing is a useful technique to activate park use, this study aims to find what benefits people pursue and how much they attain them through a park visit. To achieve this, the survey of a Benefits-Sought for a park was conducted at four major parks in the city of Taejon and an Importance-Performance Analysis(IPA) was conducted. Additionally, a Present Condition survey was performed with the park managers. As a result, first, it was found that major benefits are a comfortable rest, an escape from bustling city life, to see natural scenery and to promote physical health, and so forth. Second, performance was relatively lower than importance in the case of recreation and leisure activities, which means that facilities should be improved and programs for park use should be developed. Third, at GaYang park, importance and performance are good in balance. DongChunDang park and Seattle park have 5 items and 7 items for which immediate improvements are required. Saemmeury park generally shows good proportions and it can be much activated by improving the learning and experiencing activities. The results objectively show conditions of neighborhood parks in the city of Taejon from a view of park users. Therefore, it is expected that the results would be useful in determining priorities when improving park facilities or their programs.
