In the process of development, regional disparity problems were quite a large rural areas compared with urban areas relatively. The under-development of rural areas is deeply correlated with the overcrowding (or overconcentration) phenomena of urban(or metropolitan) areas. • S&T policy has been traditionally regarded as a sector policy; however, it is now evolving into an infrastructure innovation policy that forms the foundation of diverse types of policies. Simultaneously, environmental and energy policies formerly considered as sector policies are now being expanded and integrated into a higher level policy for sustainable development. With these changes underway, the importance of policy integration has increased. Efforts are being made to minimize contradictions between environmental, social, and innovation policies that emphasize proactive linkage among policies or place the highest priority on environmental policy following the theory of Environmental Policy Integration (EPI). Confronted with these policy changes, the Lee Myung-bak government announced "Low-Carbon Green Growth" in 2008 as national agenda for development that focus attention on environmental and energy issues. Economic policy and environmental policy have been traditionally seen in a conflicting relationship with different paths of policy development. However, the administration of President Lee is now emphasizing the synergy effects between the environment and economic growth with the concept of green growth. The green growth policy of the Korean government has great significance as it has built a momentum for incorporating social goals such as environmental values or sustainable development into economic growth-oriented policies; however, there remain many challenges due to the legacy of the development period that has dominated Korean society. The Korean government says it reflects "EPI" or "environmentalism" in policy goals; however, in reality it prioritizes development over the environment.

  • This paper examines the dynamics of environmental policy development in Korea by reviewing some of the ways on how the policy windows have been opened. There are a lot of theoretical arguments about the major factors influencing policy development or changes. Many scholars have believed that severe pollution accidents or salient environmental episodes might have been the main motivation of environmental policy development. This line of argument seems valid, especially with the water pollution control policy in Korea. Water pollution control programs had rapidly expanded along with the series of water pollution accidents in the tap water sources from the late 1980s to mid-1990s. However, regarding other major env. issues, various other factors have played more important roles in the development of the relevant policies. In case of air pollution control policy international sport events such as, 1986 Asian Games, 1988 Summer Olympics, and 2002 World Cup Competition, have contributed for the development. The municipal solid waste management policy partly owed its development to the introduction of local autonomy system in the mid-1990s. Even the foreign currency crisis occurring in December 1997 helped the policy paradigm shift from rigid supply-oriented to soft demand-oriented approaches. After closely looking at the dynamics of environmental policy development in Korea, this paper tries to identify the logical background of the observed outcomes.

  • There are found rare specific alternatives for sustainable rural development although sustainable development has become popular common concept in international development arena. Korea is trying to reform rural development by introducing a block grants system since 2009 expecting for the efficiency of development investment. However, it seems that such new rural development system is far from realizing the sustainable development. The objectives of the study are to identify the roles and issues of the sustainable development policy and to suggest a policy model for realizing sustainable rural development. Based on the policy model hypothetically established, some policy alternatives were suggested: (i) the establishment of land use system considering sustainability perspectives; (ii) the preparation of environment management measures considering topographical traits; (iii) the improvement of landscape support scheme toward increasing biodiversity; (iv) the systematic implementation of agriculture-environment measures; (v) the implementation of sustainable development projects linking production to housing; (vi) the inclusion of sustainability indicators in rural development evaluation system.
