The New Public Health(NPH) is a comprehensive approach to protecting and promoting the health status of each individual member and society as a whole. NHP is not so much a philosophy to broaden the understanding of public health as it is an action plan to address current public health system. This paper's objectives include increasing public and professional awareness of the significant changes in the national public health systems of developed countries and contributing to more effective delivery of public health services in Korea. This paper reviews articles and documents concerning NPH and the public health system, and outlines of the achievements in developed countries since NPH movement began. These include the change in the definition and function of public health, expansion of public health networks, strengthening of public health policy, reorientation of public health delivery systems, promotion of workforce capacity, and the implementation of evidence-based management. To overcome the challenges facing the public health system of Korea, we must prioritize the value of population-based approach, expand the notion of a public health system to encompass all sectors that can influence health, promote a "Health in All Policies" approach, focus on an evidence-based health policy and program, develop core competencies for public health workers, and establish performance standards for public health organizations based on the core functions of public health.

Purpose The mail goal of this study is to find out factors influencing users' satisfaction of public application with the emphasis of service quality of public web and public value. For this purpose, we applied IS success model to develop the research model that explains users's satisfaction and public performance. Design/methodology/approach The proposed research model was developed based on IS success model along with two moderating effects - Service Quality of Public Web and Public Value in order to empirically test proposed causal relationships withing the model. A total of 377 survey responses were analyzed by forming the structural equation modeling with AMOS 24.0. Findings The analysis results show that the service, information, and system quality from IS success model are positively associated with user satisfaction, which in turn is positively associated with public app performance. The results also show that the relationship between user satisfaction and public app performance is positively moderated by public value. However, the relationship between public app service quality and user satisfaction isn't moderated by public web service quality.

The purpose of this study is to propose the reasonable method for effective public building construction process. Public building service administration is necessary to make efficient public building supply and demand program. As a result, current public building precess need four steps(organize public assets, various process, establish public building service administration, design criteria). 1. Planning phase : Participation of Private Experts is guaranteed to enhance public building's function such as welfare, entertainment. 2. Design Phase : Detailed design review makes efficient and user oriented public building. 3. Construction Phase : Public Architect solve various problems among the participator especially in case of government local building construction. In conclusion, well formulated design criteria and Public building service administration make public building efficient in various field.

Background: The purpose of this study is to analyze the effect of impartiality in providing public health services on subjective health happiness and the mediated effects of public health service quality. Based on this, this study intends to present policy implications to improve public health services. Methods: The research method is multiple linear regression analysis. The analysis of the mediating effects is performed by Baron & Kenny's test, Sobel-Goodman's test, and Bootstrap. Results: The impartiality of public health services and the quality of public health services are shown to have a statistically significant effect on subjective health happiness. Quality of public health service appears to be mediating the relationship between impartiality in providing public health care and subjective health happiness. Conclusion: To promote people's subjective health happiness, it is necessary to secure impartiality in providing public health services in the first place and improve the quality of public health services.

A public management paradigm matters for public enterprises as it has a direct impact on their business management and the performance evaluation on public institutions by the Ministry of Strategy and Finance. This research reviews key theories about public management that has attracted attention since the 1980s: New Public Management (NPM), New Public Governance (NPG), and New Public Service (NPS). These paradigms represent their unique features in terms of efficiency, networks, and public service, and have their own merits and shortcomings. This research asserts that more integrated and multi-dimensional approaches to the public management theories are needed to effectively cope with rapidly changing environments for public enterprises.

Throughout the six decades evolution of the public diplomacy concept, international relations approaches have remained at the margins of the field. An important international relations theory that has been virtually non-existent in the public diplomacy literature is the English School of international relations. This theory has been the centerpiece of literature in diplomatic studies, but curiously, has not been applied to public diplomacy. In this editorial, I outline a public diplomacy framework for global governance issues that builds on the English School and Pamment's framework on the intersection of international development and public diplomacy.

Purpose / Approach : This study aims to analyze the level of public service motivation and its antecedents by using survey data of 1,498 professional employees in public and private hospitals. Findings : Among job-related, organization-related, and socialization-related factors of professional employees, the socialization factors have a strong effect on individual's overall and the four sub-dimensions of public service motivation. While the effect of organizational identification is prominent in the public hospital, professional identification is more powerful in the private hospital. Person-job fit and person-organizational value fit also play a significant role in determining public service motivation. Organizational vision salience in public hospital has negative effect on public service motivation and attraction-to-public-service dimension. The significant determinants and its effect size are different according to hospital type and each sub-dimension of public service motivation. Practical Implications : The empirical findings show that individual's level of public service motivation in hospitals could be enhanced through the interaction between individual and their organization, and various organization-related factors. Further implications of the study are discussed from human resource management perspective in hospitals.

Purpose: This study discusses efficient operation plans in terms of public rental housing maintenance in terms of LH, a major supplier. Research design, data, and methodology: After reviewing problems related to the maintenance and management of public rental housing discussed in several previous studies, problems in technology setting for repair maintenance costs for public rental housing, lack of public assistance for maintenance and management of public rental housing, management of housing funds, and lack of role of local governments in the supply and repair of public rental housing were derived. Based on this, the researcher conducted using literature research methods to present relevant improvement measures based on reasonable arguments. Results: this study presented four operational plans related to (1) realization of repair costs for public rental housing, (2) a public subsidy system for covering the maintenance costs for public rental housing, (3) efficient operation of the Housing City Fund, and (4) establishment of the public rental housing. This study aims to provide a foundation for the qualitative growth of the domestic public rental housing system. Conclusions: With this study, it is expected that social interest in maintenance of public rental housing centered on LH will be amplified to improve the quality of maintenance problems of public rental housing.

Although the network environment is gradually improving, the virtual nature of the network is still the same fact, which has brought a great influence on the supervision of Weibo network public opinion dissemination. In order to reduce this influence, the user information of Weibo network public opinion dissemination is studied by using Python technology. Specifically, the 2019 "Ethiopian air crash" event was taken as the research subject, the relevant data were collected by using Python technology, and the data from March 10, 2019 to June 20, 2019 were constructed by using the implicit Dirichlet distribution topic model and the naive Bayes classifier. The Weibo network public opinion user identity graph model under the "Ethiopian air crash" on June 20 found that the public opinion users of ordinary netizens accounted for the highest proportion and were easily influenced by media public opinion users. This influence is not limited to ordinary netizens. Public opinion users have an influence on other types of public opinion users. That is to say, in the network public opinion space of the "Ethiopian air crash," media public opinion users play an important role in the dissemination of network public opinion information. This research can lay a foundation for the classification and identification of user identity information types under different public opinion life cycles. Future research can start from the supervision of public opinion and the type of user identity to improve the scientific management and control of user information dissemination through Weibo network public opinion.

Each Local public heal public health service center is in difficult situation on programing and performing of local public health service. The purpose of research is to inquire of the present state of local public health service and search long-term developmental methods. The first, in order to accomplish this purpose, I distributed questionnaires to Korean medical doctors, who are worked in public health service center and researched that. The second, based on these findings, I proposed planning for upcoming project for activating local public health service on Korean medicine.
