Purpose: In this paper, we have dealt with problems and the improvement proposals of FTC (FAIR TRADE COMMISSION) report which insist on relaxed entry regulation for an optical shop. Methods: We analyzed each content of the FTC (FAIR TRADE COMMISSION) report which argue relaxed entry regulation for an optical shop. Results: At present, the supply of optician and optical shop are already saturated, the overseas cases cited would not be in accord with our reality. The reform of policy must take precedence in order to carry out the policy. A delicate balancing act is needed in order to satisfy both the government's and optician's needs. Conclusions: At this point, it is premature to carry out the relaxed entry regulation, this policy should be looked from a long-term point of view.

The regulation for industrial accident rate level assessment of construction companies was introduced to the construction industry in the Republic of Korea since 1993 and has brought positive outcome on industrial accidents reduction at construction work sites. There were considerable decrease of industrial accident ratio and enforcing of contrators' safety organizations from the beginning of the regulation for industrial accident rate level assessment. In spite of these positive outcomes, there were some negative effects such as contractors' shrinking accident reports to keep good accident ratios since these figures had a great impact on pre-qualification stage of bidding when general contractors were competing for new construction projects. In addition, Comprehensive evaluation bid system, which replaces the lowest price bid system is applied to government-ordered construction projects since 2016. Comprehensive evaluation bid system includes construction company's accident rate as one of the evaluation items and carries out with the industrial accident rate level assessment of construction companies at the same time. The regulations of two systems have been called for improvement to unify these different procedures and standards which have led business stakeholders to confusion for several years. This study aims to devote on lessening shrinking accident reports and to reduce the waste of business stakeholders through changing the regulation for industrial accident rate level assessment.

Typical railway systems are composed of the various sub-systems, such as tracks, structures, electricity supplying systems, signal systems and vehicles. The roles of the sub-systems are clarified in the railway regulations in terms of their whole life cycle, as like design, operation and disposal stages. The regulations express clearly the basic specifications and requirements that need to accomplish their own performance and also state the standards and procedures for the normal operations and emergency conditions. In this paper the current railway regulation systems are analyzed and average revision periods are presented as the results of the analysis on revision history of railway safety regulations. This paper also presents the requirements for national safety standards based on Railway Safety Act and the necessity of application of system computer aided system engineering (CASE) tool for the improvement of legislation tasks. By exemplifying the cases of high speed rail system and Japanese cases that had developed softwares for supporing regulation revision management, the methodologies was studied for reconstruction of railway safety regulation system. As the results, it was presented such as the considerations for actual implementation and systematic safety regulation revision.

Broadcast-telecommunication bundling services provide customized services and reduce household telecommunication costs, contributing to the improvement of users' welfare. However, following the recent fierce competition of broadcast-telecommunication providers, the Korea Communications Commission, an organization that regulates promotional gifts and fee-reduction benefits to attract subscribers, has imposed a series of regulations. The excessive offering of promotional gifts can distort fair market competition and damage users. Yet if all bundling services are regulated uniformly, some benefits for users may be reduced, and the autonomous marketing competition of service providers may be restricted, thereby shrinking the entire communications market. Therefore, this study attempts to investigate domestic and foreign regulations on promotional gifts and other offerings related to broadcast-telecommunication bundling services, to analyze problems with respect to the current regulations and to propose an improvement plan. The study asserts that it is necessary to improve the violation decision criteria of the Korea Communications Commission and its regulations on broadcast-telecommunication service providers' promotional gifts in order to regulate the bundling services reasonably. In addition, it proposes a proper regulation of the OTS(Olleh TV Skylife) product, a new service emerging in the evolution of the bundling service type.

In this paper, an optimal approach for the wide-area regulation of control devices in a transmission network is proposed. In order to realize an improved voltage profile and reduced power loss, existing devices such as tap-changing transformers, synchronous machines, and capacitor banks should be controlled in a coordinated and on-line manner. It is well-understood that phasor measurement units in transmission substations allow the system operators to access the on-line loading and operation status of the network. Accordingly, this study proposes efficient software applications that can be employed in area operation centers. Thus, the implanted control devices can be regulated in an on-line and wide-area coordinated approach. In this process, efficient objective functions are devised for both voltage profile improvement and power loss reduction. Subsequently, sensitivity analysis is carried out to determine the best weighting factors for these objectives. Extensive numerical studies are conducted on an IEEE 14-bus test system and a real-world system named the Azarbayjan Regional Transmission Network. The obtained results are discussed in detail to highlight the promising improvements.

The main purpose of this paper is to suggest opportunities for reducing $CO_2$ emission in energy conversion of a vehicle, focused on auxiliary energy improvement in the automotive field. As part of worldwide efforts to curb global warming and to protect the domestic industry as trade barriers, many countries have set goals to regulate greenhouse gas emissions. As an example, new $CO_2$ emission regulation in EU was expected to go into effect strictly in 2020. Therefore, global car-makers need to establish strategic responsiveness of the regulations. This paper shows $CO_2$ economic value by using the correct interpretation of the relevant laws and regulations. The $CO_2$ value analyzed using quantitative figures leads to the possibility of auxiliary(accessories, HVAC, electric apparatus etc.) technology for improving fuel economy. As a result, this study generalizes the meaning of electric power saving for each driving mode by auxiliary energy improvement.

Advanced digital environment, ease of life would bring significant benefits, but rather indiscriminate access to information have occurred new social problems. Especially the youth and children using the Internet to increase in population resulting from harmful information on the Internet, concerns about the negative impact increases establish policies for the protection of youth and children emphasizes the importance of various activities international community. Despite major countries aim to self-regulation minimize the direct regulation through collaboration with the private sector cultivation and campaign, continuing education, Korea was analyzed that implement direct and coercive enforcement regulations such as 'internet game shut down' and insufficient social infrastructure to create activities. Therefore, in order to create a positive internet environment, self-regulation is essential with private experts and organizations based on cooperation and indirect regulation.

Technology based start-up is actively encouraged for job creation and economic performance in Korea. The Korean government has implemented a variety of policy for regulatory improvement to vitalize technology based start-up. In order to maximize the effectiveness of the policy for regulatory improvement should be actively reflect the opinions of policy beneficiaries. In this study, The importance of "The progress plan for regulation improvement about vitalization of start-up(25 contents)" published by the government was analyzed using AHP method. The object of study is the beneficiary of the policy(CEO of ICT sector). Analysis showed that the 25 contents were classified into four(1 - expectation of effect, 2 - urgency of system enforcement, 3 - complement of deficiencies, 4 - after careful consideration). This study has a academic significance to quantitative analysis about importance of policy for regulatory improvement. Also, It can be utilized when policy making and practice about technology based start-up.

A comprehensive program for children's leadership improvement by enhancing their self-esteem, empathy, communication competence and emotion regulation utilized core concepts and techniques or the Solution-Focused Model of Chung et al. (2005), Satir's Experiential Model(Chung, 2003), Cognitive-Behavioral Model (Kim, 2002) and problem-solving games (Chung & Kim, 2005). Twenty-six $3^{rd}$, $4^{th}$, and $5^{th}$ graders from public schools in Seoul participated in six 2.5 hour sessions and their mothers participated in two 2.5 hour sessions. All subjects received pre-, post- and follow-up tests. The results showed that children's self-esteem, empathy, communication competence, and emotion regulation increased as a result of this program and the effects lasted for at least three months after the termination of the program.
