Analysis of Characteristics according to Types of Yeongdong-gun Rural Villages (충청북도 영동군 농촌마을의 유형별 특성 분석)

  • The importance key to overcome crisis in rural society is to utilize multivaluedness of rurality. In order to comprehend and utilize a variety of multivaluedness of rurality, firstly it should be needed to investigate and analyze the rural resource. secondly it should be needed to make a plan reflected re-evaleted rural resources. This study aimed at setting up the analysis of all villages in Yeongdong-Gun, Chungcheongbuk-Do by 5 rural village types(Basic life-supporting, Agricultural promotion, Marketing/processing oriented, Urban-rural communication, Life-style choice types) differed in score of classified indicators. These results are expected to be helpful to make a rural development plan reflected villages' characteristics based on rural resources.

  • Japan is very similar with Korea in aspect of decreasing population of rural areas and increasing demand of urbanites' migrating to rural areas. Therefore, government ministries of Japan including Ministry of Agriculture, Forestry and Fisheries have performed policies for popularizing stay in rural area and rural in-migration as a new lifestyle since the early 2000s. The purpose of this study is to find implication for rural repopulation in Korea though reviewing Japan's policy for urban-rural interchange. In Japan, demand of urban-rural interchange was segmented by the length and purpose of stay, and the policy was made by the way of meeting the needs of each segmented group. After two cases of policy implementation in Kochi and Fukushima prefecture were studied, a few implications were discussed. For rural repopulation, comprehensive vision and strategy of urban-rural interchange including from rural tourism to rural inmigration and diverse programs for satisfying various kinds of demand of urban-rural interchange need to be developed.

  • This study aims to extract improvement measures in rural new town planning by selecting two similar new towns; Jang-seong rural new town and Hwa-soon rural new town in terms of size of town and population. To carry out this study, field survey is implemented and research articles and papers are examined. Based on this study, four major issues are drawned as follows ; Firstly, the location of rural new town is the most important criteria for the new town project to be successful and sustainable village. Site of Jang-seong rural new town which is chosen arbitrarily by local county is located unsuitable area. Secondly, compulsory facilities are dismissed in land use planning because of guidelines of the rural new town are not applied. Thirdly, the size of community centers are too big for 200 households to manage, and it can be a financial burden to inhabitants. Fourthly, rural new town project is building urban districts in rural area rather than constructing rural village, so the method of rural new town planning should be reconsidered. The central government has to supervise the rural new town project throughly by put it in more systematic approach.

A Study on Determinants Factors of Urban-to-rural Migrants (도시민 귀농결정요인에 대한 연구)

  • The purpose of this study was to analyze affecting factors to consider and make decision on the urban-to-rural migrants using survey data. In the consideration model of urban-to-rural migrants, it was found that the more interest in "urban-to-rural migrants concern" was, the higher probability to consider about urban-to-rural migrants. The lower the age and income level, the higher probability to consider about the urban-to-rural migrants. In the decision making model of urban-to-rural migrants, the more interest in "urban-to-rural migrants concern" was, the higher probability to decision making of urban-to-rural migrants. The higher of stable pension income and the lower of the expected living cost, the higher probability of decision on urban-to-rural migrants. The results of this analysis show that it is necessary to continuous education to increase "interests and information about rural areas", and A number of safeguards are needed to ensure stable income after urban-to-rural migrants to increase the population of the urban-to-rural migrants.

An Analysis of Satisfaction in the Rural Settlement of Returning Farmers (귀농정착자의 정주만족도 분석)

  • This study was examined the level of satisfaction in rural settlement and analyzed its differences according to various demographic variables and characteristics of urban-rural migration. The analysis was conducted by considering returning farmers residing in rural areas. A statistical analysis was conducted using t-test, one-way ANOVA, and Duncan's multiple-range test with a total of 210 responses. First, satisfaction with the convenience of living facilities varied significantly according to the occupation before urban-rural migration, responses of family members and friends to urban-rural migration, and the initial capital for urban-rural migration. Second, satisfaction with the natural environment varied significantly according to age and reasons for urban-rural migration. Third, satisfaction with the transportation environment varied significantly according to gender, the period of residence after urban-rural migration, and the employment type of the returning farmer. Fourth, satisfaction with neighborliness varied significantly according to parents' occupation, agricultural experience before urban-rural migration, experience in agriculture-related social life before urban-rural migration, reasons for urban-rural migration, the type of urban-rural migration, and the employment type of the returning farmer. Fifth, satisfaction with the agricultural environment varied significantly according to responses of family members and friends to urban-rural migration, the period of residence after urban-rural migration, and reasons for urban-rural migration. Sixth, satisfaction with the housing environment varied significantly according to the residential area, the agricultural experience before urban-rural migration, and the period of residence after urban-rural migration.

  • This study aims to identify the rural spatial structure and to establish the planning characteristics based on urban-rural connections strategy of North Korea. For this purpose, they were collected such as documents and drawings including primary data related to rural planning in North Korea, and the rural space were classified into three elements in order to analyze them by the rural planning's point of the view. Unlike generalized capitalist cities, socialist North Korean cities are characterized by the coexistence of urban and rural areas. This distinct feature of the city is also reflected in creating rural space in North Korea. Thus, The urban-rural integration in spatial planning is a key factor in understanding the spatial structure of North Korea. This study firstly examines the characteristics of the county(gun), the administrative and economic unit established in the post-war period, secondly, examines the planning method of town(eup) which can be called the urban center in rural areas, and lastly grasps the planning method of rural village focusing on collectivization and identifies how they are connected to the town for the shake of urban-rural integration. As a result, the characteristics of rural planning in North Korea has revealed that it has a comprehensive rural planning established with the goal of strengthening the self-sufficiency of the rural area by the means of the create of rural spatial hierarchy in the whole country.

Contemporary Problems and Directions for Development of Rural Welfare (농촌 복지의 문제와 발전방안)

  • The purpose of this study were to review the current problems of rural welfare and to suggest desirable direction for development of welfare in rural Korea. Specific objectives of the study were to investigate the current status and problems of rural welfare and to search for the desirable directions for rural welfare development in Korea. The major findings of the study were as follows ; 1. Some of the current problems of rural welfare were; (1) difficulty in getting a job for stable income, (2) seriousness of medical care and aging of rural population, (3) decrease in number of rural school children and unfavorable educational environment, and (4) insufficiency in facility, manpower and program for recreation and cultural activities in rural area. 2. Problems of rural welfare were not independent in rural Korea, but the most of the problems were interrelated to each other. Integrated and comprehensive approach would be necessary to solve the problems of rural welfare. 3. Clean environment, stable and rewarding life, pride and self esteem of rural occupation should be the goals of better integrated rural welfare development, and healthfulness and quality of life should be ensured in rural society. 4. Urban oriented national policy based on urban centered political power was one of the causes of under development in rural welfare by creating rapid decrease in rural population and aging. Various problems in economic, educational, cultural and medical aspects of rural society should be solved. Further research on rural welfare should be conducted to increase and to strengthen rural welfare development in Korea.

Operational Management System and Characteristics Analysis on the Rural Experience Programs: the Case of Comprehensive Rural Village Development Projects (농촌체험프로그램 운영 유형 및 실태분석 : 농촌마을종합개발사업을 중심으로)

  • The comprehensive rural village development projects (CRVDP) have been carried out as the core one of the rural development schemes in Korea since 2004. CRVDP included the various rural experience programs to increase rural income and in order to promote rural community development in the project area. This study analyzed the operating management conditions, types and characteristics of the rural experience programs targeting the 168 CRVDPs have been completed so that the recommendations and lessons which were found the usefulness, challenges and improvements to the CRVDP can be provided to be better the same kinds of rural development projects. We identified the relationships between performances such as increasing village income and utilization of rural amenity resources to the CRVDP and operational management types of the rural experience programs as well. Employing principle component analysis and cluster analysis technique, this study found 5 clusters of rural experience programs among 168 CRVDPs. The results of analysis of variance indicated that there were significant the mean differences between clusters such as the utilization of rural amenity resources(0.01), income of rural experience programs(0.1). According to the result of the Chi-squire test, there was very significant differences between internet homepage operation and clusters(0.01). Finally, the analysis of covariance about the income of rural experience programs showed that there were significant the mean differences between clusters(0.05).

Rural Residents And Return Farmer Subject to the Rural Rental Housing Comparison Analysis of Needs (농촌거주자와 귀농·귀촌자를 대상으로 한 농촌형 임대주택 요구특성 비교 분석)

  • The purpose of this study is to analyze the characteristics for the needs of rural residents and return farmer on rural rental housing. Through these rural rental housing as it wants to improve the living environment of rural areas. Housing problems of rural areas is one of the important factors that determine the quality of life in rural areas. Despite many rural development program it has been deteriorating housing conditions in rural areas. The purpose of this study aims to find the required characteristics of the rural residents and return farmer for rental housing system introduced in rural areas. As research methods, the survey it was required to rent the properties rural residents and expectant return farmer. The main analysis results are summarized as follows. First, expectant return farmer than rural residents are more flavors of rental Residential high. Second, rural residents prefer ratio was higher this apartment, expectant return farmer appeared to prefer the house. Finally, rural residents may prefer concrete homes, expectant return farmer appeared to favor the wooden houses. The results of this study can be a basis for effective strategies for future rural rental housing. More sustainable in the future, including the analysis of various parameters in progress by being linked to policy measures that will be provided. This study aims to be the foundation of sustainability in rural rental housing policy.

A Study of the Analysis and Evaluation of Factors of Changes in the Rural Landscape by Regional Development - Focus on Jeolla-Do - (지역개발로 인한 농촌마을 경관변화요인 평가 및 분석연구 - 전라도 지역을 대상으로 -)

  • In this study, it was promoted for the purpose of direction for rural landscape planning and management through the analysis of the factors of change in the rural landscape. In the course of research, through literature review study and field surveys, to derive the 25 factors that influence the change in the rural landscape. Later, 25 factors were evaluated in the impact on landscape by experts. 25 factors of the rural landscape were a comprehensive analysis and the results of literature review study and field surveys about the five villages of research area; Ji-San village, Non-Gae village, etc. Expert evaluation was carried out by the rural landscape, and architecture professionals of various related fields. As a result of the analysis, the flow of rural development policy and the business had a great effect on the physical changes in the rural landscape. Furthermore, additional factors such as population structure and lifestyle have made the change in the complex landscapes. Meaning the study has is to provide information on what need there are considered factors in the rural landscape planning and management. The reason is that, since the rural landscape characteristics are different, in order to develop the more efficient rural landscape plan and management.
