Assessment guideline for the safe use of metalworking fluids - Focused on water-soluble metalworking fluids (기계가공 공정에서 금속가공유 관리에 대한 평가지침 -수용성 금속가공유를 중심으로-)

  • This technical report was developed to suggest the guideline to assess the safe use and handling metalworking fluids (MWFs) in machining operation. The basis of this method developed in this study was based on self assessment procedure recommended by Organization Resources Counselors (ORC) of the United States (US). In addition, various MWF management elements obtained from the review on various articles, reports and author's experience regarding MWF were newly added to the evaluation guideline. A total of four areas were finally selected in order to control exposure to MWF used in machining operations. They are all related to the presence and efficiency of the control measures, exposure assessment, management on tank and sump, and safe treatment of chips and metal fines generated during machining operations. Each area is consisted of several related elements. Several evaluation areas and elements used in this study could be revised, replaced, added and deleted according to the process environment, evaluation objectives and evaluator's (manager) criteria etc. This evaluation guide manual could be used for safe management of MWF in metalworking operation. In addition, industrial hygienists can use this evaluation method for auditing and evaluating the management status on MWF.

Residues of Tolclofos-methyl, Azoxystrobin and Difenoconazole in Ginseng Sprayed by Safe Use Guideline (안전사용기준에 따라 살포된 살균제 Tolclofos-methyl, Azoxystrobin 및 Difenoconazole의 인삼 중 잔류량)

  • The aim of this work is to assess the safety of fungicide tolclofos-methyl, difenoconazole and azoxystrobin in ginseng sprayed by safe use guideline. When tolclofos-methyl was sprayed on ginseng by safe use guideline, the residue amounts (MRL) of it in ginseng was 0.13 mg/kg which is below than 0.3 mg/kg, maximum residue limit established by Korea Food & Drug Administration (KFDA). The residue amounts of ginseng parts, head part was 0.37 mg/kg and main body part was 0.13 mg/kg. In case of difenoconazole, the residue amounts in ginseng was 0.81 mg/kg. which was exceed the MRL, 0.2 mg/kg. By the analyze results of ginseng part, the residues of head and main body part were 3.01 and 0.40 mg/kg, respectively. In experiment of vinyl mulching, the residue amount of difenoconazole in ginseng was 0.05 mg/kg. The residue amounts of azoxystrobin in ginseng sprayed by safe use guideline was 0.14 mg/kg. This residue was not exceed the MRL 0.5 mg/kg. The residue amounts by ginseng parts was 0.51 mg/kg for head part and 0.28 mg/kg for main body part. In case of vinyl mulching, the residue amount of azoxystrobin was 0.02 mg/kg.

  • Background : Mahuang (Ephedra sinica) has been used widely to treat respiratory disease in traditional medicine for over thousands years. Mahuang preparations contain approximately $0.75{\sim}1%$ ephedrine alkaloids. Recently in North America, the Eephedra alkaloids has aroused a controversy due to its adverse effects in those using whole extracts as "dietary supplements" for weight loss or athletic performance enhancement. Objective : To discuss the need for clinical practice guidelines on the use of Mahuang. Results and Conclusion : It is widely assumed that Mahuang is one of the useful medicines and is safe for human body. Most of scientific literatures support that the safety of Mahuang prescription in common dosage. However, it has been claimed that there were some warnings and apprehensions about the harmfulness of Mahuang as dietary supplements. This article does not negate the fact that it is necessary to pay more attention for use of Mahuang in clinical situations. We assert that the establishment of clinical practice guideline on the use of Mahuang, which is based on scientific materials and consensus, is required in traditional medicine.

  • The overall management for explosives in domestic and regulation for blasting is managed by the control Act of guns, sword, explosives etc. On the details for handling and method, delivery, storage, use and management for explosives and work safety for the accident prevention is recommended to the related business site through Standard safety work guideline of blasting which set by safety & health 27 Act handling. In this study, It reviews the standard safety work guideline of blasting notified by Ministry of employment & labor. We propose the new products introduced into domestic explosives market, definition of explosives word when the newest blasting technology is revised, emulsion explosives, bulk explosives and electronic detonators which increased in the latest. Indeed, We propose a typical handling method of non-electric detonator and electronic in order to make the renewed Standard safety work guideline of Blasting on work guideline.

  • Intense pulsed light(IPL) is a photo-therapeutic medical device using xenon lamps with optical characteristics of incoherence, defocusing, and polychromatic. IPL has been recognized as a representative medical therapeutic device with growth of domestic skin care market. However, there is no standard regulation manual and guideline to evaluate the safety and performance of IPL. International Electrotechnical Commission(IEC) is being statued "Technical Report IEC TR 60825-16" which is a guidelines for the safe use of intense light source equipment on humans and animals. In this study, a standard Korea Food & Drug Administration (KFDA) regulation for the safety and performance of IPL was suggested by developing minimal evaluation methods for optical parameters of IPL such as output energy density, pulse mode, spot size, wavelength and uniformity of output light. We expect that this study may be a step to statue a standard regulation manual and guideline for IPLs used in domestic.

Critical Issues on Health Risk of Asbestos (석면과 건강에 대한 이슈)

  • Asbestos is a commercial term of natural occurring silicated minerals and forms long, thin fibers. Chrysotile, the serpentine asbestos, accounts for most use in commercial use. Asbestos is well known health hazard material and it is proved that inhalation of asbestos fibers leads to increased risk of developing several diseases such as lung cancer, mesothelioma, asbestosis. In these days, people most at risk for exposure are maintenance and construction workers and general citizens who are working on and close to the work area at which asbestos containing material is disturbing. Non asbestiform, though its chemical composition is same with regulated asbestos, is known to be less hazardous than asbestiform. Exposure guideline, 0.01 f/ml, is not safe level in terms of health risk. It is reasonable to take preventable action when asbestos is suspicious. In Korea, it is necessary to clarify the concept between hazard and risk, to differentiate asbestiform from non asbestiform, to make regulations for compensation for asbestos related patients, to manage future exposure for general citizens.

  • Benzodiazepines are widely used for a variety of conditions in psychiatric field. In this article, the author reviewed the indications, the effects on anxiety and sleep disorders, the side effects, the drug-drug interactions, and the tapering strategies. Benzodiazepines were relatively safe and useful for the treatment of anxiety and sleep disorders. However, used clinically, benzodiazepines can induce many adverse effects (e. g. over-sedation, cognitive impairments, paradoxical effects, dependence and withdrawal symptoms, and so on). Currently available informations about their effects on the developing fetus is controversial. For this reason, pregnant women and nursing mother should be cautioned against the use of benzodiazepines. Drug-drug interactions have to be considered in combination treatments. For the tapering issues, gradual tapering was important to prevent the withdrawal symptoms. Especially, the tapering schedules have to be individualized for the each long-term benzodiapzepine users.

Establishment of a Safe Blasting Guideline for Pit Slopes in Pasir Coal Mine (파시르탄광의 사면안전을 위한 발파지침 수립 연구)

  • A surface blasting method with a single tree face is currently used in Pasir Coal Mine in Indonesia. The single free face is usually the ground surface. This kind of blasting method is easy to use but inevitably causes enormous ground vibrations, which, in turn, can affect the stability of the slopes comprising the various boundaries of the open pit mine. In this regard, we decided to make a specific blasting guideline for the control of found vibrations to ensure the safety of the pit slopes and waste dumps of the mine. Firstly, we derived a prediction equation for the ground vibration levels that could be occurred during blasting in the pits. Then, we set the allowable levels of ground vibrations for the pit slopes and waste dumps as peak particle velocities of 120mm/s and 60mm/s, respectively. From the prediction equation and allowable levels, safe scaled distances were established for field use. The blast design equations for the pit slopes and waste dumps were $D_s{\geq}5\;and\;D_S{\geq}10$ respectively. We also provide several standard blasting patterns for the hole depths of $3.3{sim}8.8m$.

A Study on Improving Korea's Regulatory System for Pharmaceutical Safety Management (의약품 안전성 관리를 위한 연구 - 의약품 안전관리 제도개선 방안을 중심으로 -)

  • To ensure the safe use of pharmaceuticals in the market, US, EU and Japan reached a consensus to adopt ICH harmonised tripartite guideline "E2E Pharmacovigilance Planning" in 2004. Subsequently these regions established and implemented new pharmaceutical safety management systems for patients based on ICH E2E guideline and Risk Evaluation and Mitigation Strategy (REMS) in US or Risk Management Plan (RMP) in EU and Japan. In this study we investigated these new foreign systems and suggested a way to improve Korea's regulatory system for pharmaceutical safety management under Korea Pharmaceutical Law in the view of international harmonization.

A Combination of Herbal Medicine and Moxibustion Treatment is Effective for a Recalcitrant Cutaneous Warts in a Pediatric Patient: A Case Report

  • Although warts are a common skin condition/disease that recurs in childhood, treatment completion is difficult owing to the pain associated with conventional therapies. In this case, Korean herbal medicine, Guijakjihwang-Tang, and indirect moxibustion was used to treat a recalcitrant cutaneous wart without pain and recurrence. A 7-year-old boy presented with recurrent cutaneous warts on his right hand and received cryotherapy 3 times in the previous year. The wart recurred during the course of cryotherapy treatment, and the patient did not want to suffer any more pain from the previous treatment. Therefore, parents sought an efficient and painless therapy. The patient was treated for 2 months using Guijakjihwang-Tang combined with indirect moxibustion. The prominent lesion separated in the 2nd month of treatment and completely recovered without adverse events in the 3rd month. There was no recurrence over 12 months of follow-up. This report provides meaningful insights into the use of Korean medicine as a safe, painless and efficient treatment for warts in pediatric patients.
