Motivated by the Weber's Law, this paper proposes an efficient and robust shape descriptor based on the perceptual stimulus model, called Weber's Law Shape Descriptor (WLSD). It is based on the theory that human perception of a pattern depends not only on the change of stimulus intensity, but also on the original stimulus intensity. Invariant to scale and rotation is the intrinsic properties of WLSD. As a global shape descriptor, WLSD has far lower computation complexity while is as discriminative as state-of-art shape descriptors. Experimental results demonstrate the strong capability of the proposed method in handling shape retrieval.

International Maritime Organizatin(IMO) has been chosen some of agreements for regulating the international stability criteria of fishing vessels and recommended that each goverment adopts theirs into the domestic law. As a result, 77/93 Fishing Safety Agreement was ratified. Among the above agreement, contents of stability was not only applied to domestic law, but also strenghten considerably compared with existing stability criteria. And even if the calculation guide of stability with recommendations was regualted, Analysis of stability on domestic fishing vessels never have been used according to such a caculation method. Moreover, the caculation of stability criteria caused by strong wind, rolling effect and deck inflow was not considered in the existing basic design program. Therefore, the development of stability criteria program available for such a caculation has been of vital impotance. This research has developed a stability criteria program under 77/93 Fishing Safety Agreement. Also through development of stability criteria program, the stability performance of fishing vessel with 69ton stow-nesting was evaluated.

본 연구는 "관자"에 나타난 현실주의 사상과 교육관을 개략적으로 검토한 것이다. "관자"의 사유는 대부분 실제 정치와 법, 경제, 군사 정책, 수양에 관한 내용을 담고 있으며, 교육은 이와 유기적 연관을 맺으며 그것에 개입하고 있다. "관자"에서 보이는 사유는 정치적으로 법치와 도덕을 조화롭게 적용하고, 경제적으로 농업을 본위로 하되 공업과 상업 정책을 적절하게 구현함으로서 국가의 부를 확보한다. 또한 정치적 안정과 경제력 확보를 통해 군사 조직을 튼튼하게 만들려고 노력한다. 이는 한마디로 말하면, '부국강병(富國强兵)'의 정책이다. 이런 상황에서 교육은 정치-경제-군사를 강화하는 현실적 요구에 적극적으로 기여하였다. 그 핵심은 백성의 예절과 의리를 바로 잡는 도덕교육의 차원에서, 사농공상(士農工商) 네 계급의 백성이 각자 맡은 사업을 제대로 실천하는 직업교육을 매우 중시한 점이다. 그것은 도덕과 의리의 강조를 통해 공동체의 질서를 확립하고, 각 계급의 생산 활동 강화를 통해 백성의 부를 창출하는 실질적 노력이다. 요컨대 "관자"에 드러난 현실주의적 사고와 교육관은 혼란한 시대 상황을 극복하기 위한 부국강병의 의지를 표출한 것으로 이해할 수 있다.

For a double array of random elements $\{X_{mn};m{\geq}1,n{\geq}1\}$ in a $p$-uniformly smooth Banach space, $\{b_{mn};m{\geq}1,n{\geq}1\}$ is an array of positive numbers, convergence of double random series ${\sum}^{\infty}_{m=1}{\sum}^{\infty}_{n=1}X_{mn}$, ${\sum}^{\infty}_{m=1}{\sum}^{\infty}_{n=1}b^{-1}_{mn}X_{mn}$ and strong law of large numbers $$b^{-1}_{mn}\sum^m_{i=1}\sum^n_{j=1}X_{ij}{\rightarrow}0$$ as $$m{\wedge}n{\rightarrow}{\infty}$$ are established.

A linear stability analysis applied to a system consist of a horizontal fluid layer overlying a layer of a porous medium affected by a vertical magnetic field on both layers. Flow in porous medium is assumed to be governed by Darcy's law. The Beavers-Joseph condition is applied at the interface between the two layers. Numerical solutions are obtained for stationary convection case using the method of expansion of Chebyshev polynomials. It is found that the spectral method has a strong ability to solve the multilayered problem and that the magnetic field has a strong effect in his model.

Purpose - This paper aims to explain that the Chinese distribution market will continue to bring tremendous business opportunities to commercial enterprises, given the relatively strong economic fundamentals and substantial government-led measures to boost domestic demand. Research design, data, methodology - A survey was conducted on China's retail market data during 2012. By empirically analyzing the data for retail sales of online markets and franchises, we conclude that the online retail market in China will continue to grow. Results - Based on data from 2012, 2013 is expected to be a challenging year for the retail sector, as both external and internal pressure is likely to persist. This paper outlines some major challenges facing retailers in China. Conclusions - The study shows that retailers in the Chinese market will face some major challenges: 1) the Chinese retail market is considerably affected by an uncertain economic outlook 2) an unfair environment of competition exists and 3) product safety is a serious issue. However, in the future, China's retail market will continue to bring tremendous business opportunities to commercial enterprises, given the relatively strong economic fundamentals and substantial government-led measures to boost domestic demand.

In this short article, oceanic processes that could have strong effect on the climate have been explained while focusing on the oceanic thermohaline circulation (THC). First, the structure of THC is explained using a simple scaling law. Then, the thermohaline catastrophe, which is believed to be a cause of a rapid climate changes observed in paleoclimate records, and interdecadal variations in THC are explained. The interactions between the oceans and $CO_2$ are also mentioned briefly.

In this paper, the complete convergence and complete moment convergence for a class of random variables satisfying the Rosenthal type inequality are investigated. The sufficient and necessary conditions for the complete convergence and complete moment convergence are provided. As applications, the Baum-Katz type result and the Marcinkiewicz-Zygmund type strong law of large numbers for a class of random variables satisfying the Rosenthal type inequality are established. The results obtained in the paper extend the corresponding ones for some dependent random variables.

Then a Markov process $X_n$ which has p(x, dy) as its transition probability may be generated by random iterations of the form $X_{n+1} = f(X_n, \varepsilon_{n+1})$, where $\varepsilon_n$ is a sequence of independent and identically distributed random variables (See, e.g., Kifer(1986), Bhattacharya and Waymire(1990)).

This paper investigates the determinants of discounts on closed-end mutual funds. Empirical tests on a panel of closed-end mutual funds show that the magnitude of discounts seems to be unequal for different types of funds. I find strong evidence on tax-timing option effect even after controlling for other variables which have been theorized to be important in determining discounts on closed-end mutual funds. Also, the uncertainty about the value of underlying assets in the fund's portfolio has a significant influence on discounts.
