  • 현재 제정 중에 있는 한국전기규정(KEC)은 국제전기표준인 IEC를 기반으로 제정 중에 있으며, 이에 따라 과거의 기준과 다른 IEC 기반의 전선 굵기, 차단용량, 접지방법 등을 적용할 수 있게 되었다. 그중에서 전선의 굵기와 차단기의 차단용량과 관련된 사항은 이미 국내 기술기준에 반영되어 적용되고 있다. 그러나 접지방법 및 체계에 대한 사항은 아직도 적용을 위해 충분하게 논의되지 않은 상태이다. 따라서 IEC를 기반으로 시설된 전기설비의 검증방안을 모색하여 KEC의 조기정착 및 전기설비안전을 확보하고자 한다.

  • According to the Article 4(Confirmity Assessment)of the Electrotechnical Regulation, Confirmity Assessment for the Electrotechnical Regulation decides confirmity of Electrotechnical Regulation; whether to satisfy performances and requirements(determined from Electrotechnical Regulation). It evaluates technical requirements, new technology and standards. However, it does not evaluate technical content stated from Electrotechnical Regulation & Conformity Criteria. From Confirmity Assessment, the technology will be decided whether to fulfill performances and technical requirements. Which is predetermined by contents related to Electrotechnical Regulation. Test standards and test conditions will be overlooked to determine its performances and technical requirements for safety. This paper will show that, studies have been done to determine the guideline for Confirmity Assessment, which is evaluated from performances and technical requirements associated with Confirmity Assessment of electrical installation for new technology of wireless power transfer.

A Study on Electric-technical Regulation of Handhole Structure and Insulation for Preventing Electrical Shock Accident (감전사고 예방을 위한 지중함 구조 및 절연 관련 시설기준 개발에 관한 연구)

  • The underground electricity distributions are significantly increased because of the urbanization accompanied by rural area developments. However, it has also been increased the safety accidents such as an electric shock around the handhole where the underground cables are connected to each other. This paper provides the base materials on the necessity to amend the installation regulation for securing the insulation and structure strength of handholds using the cast iron or fiberglass reinforced plastic. Article 137 in the judgement regulation for the Korea electro-technical regulation which is one of the installation regulations for handhole is amended and announced in 2017 by being based on the materials in this paper. It is expected to continually reduce the electric shock occurrence around handhole by considering the amended installation regulation.

  • 기술의 발전과 사회/환경변화, WTO/TBT 및 FTA 협정 이행을 위한 국제표준 도입 등 대내 외적 환경에 능동적/선제적으로 대처하기 위하여 국제표준 수준의 규정인 한국전기규정(KEC) 제정(안)을 개발하고 있다. 한국전기규정(KEC)은 국제표준인 IEC를 근간으로 하고, 상세사항은 DIN, BS, NEC 등의 선진표준을 참조, 국내외 표준들의 비교/조사를 통한 개발을 목적으로 제정 중에 있다. 한국전기규정(KEC)은 제1편 공통분야와 제2편 저압전기설비분야, 제3편 고압전기설비분야, 제4편 지능형전력망분야 등 총 4편으로 구성되며 이 중 피뢰시스템은 IEC 62305를 기초로 하여 제정되었다. 본 논문에서 한국전기규정(KEC) 제1편 제5부 피뢰시스템분야에 대한 중요사항에 대해 제시하였다.

  • WTO/TBT 협정에 따라 2006년부터 IEC 전선의 전면적인 사용과 전기설비기술기준의 판단기준에 IEC 60364 저압전기설비분야의 도입으로 국내현장에서 국제표준을 적용할 수 있게 되었다. 그러나 국제표준(IEC)은 내용이 포괄적이며, 원론적인 부분을 다루고 있어 실제 현장 적용에 많은 어려움이 있다. 이에 따라 대한전기협회에서는 국제표준(IEC)을 기초로 하여 국제수준과 대등한 "한국전기규정 KEC"를 제정중이며, 본 연구는 KS C IEC 60364-5-52 기초로 작성한 KEC 제2편 저압전기설비분야 제43장 배선설비의 제정현황을 소개하는 것이다.

  • In the area of the telecommunication industry, a few products have been developed before related technical regulation has been made. Government agency is forced to make a final decision on whether a requested product is sellable in the market only after the structure and function of requested product is tested. The introduction of a 'SDoC', and 'privatization of technical regulation' to our legal system could be a solution for minimizing the situation mentioned above. Both 'SDoC' and 'privatization of technical regulation' are systems which are capable of minimizing the appearance of products without technical regulations. Furthermore, 'Temporary approval system' would provide a government agency with administrative procedure for new product without technical regulation.

  • In this paper an Investigation into the actual condition of electrical equipments installation & management and check the problem of application to IEC60364 in korea construction by the electrical installation technical regulation. building equipments by the electrical installation technical regulation are almost same TT system but the electrical installation technical regulation does not contact with protective conductor(PE conductor). This study derive a problem and resent the solving method of problem causing does not fully understand of IEC60364, mix electrical installation technical regulation and IEC60364 by the actual condition of electrical equipments installation & management in korea.

  • The Technical Regulation in Korea Electricity Business Act, shall be obeyed for design, installation and maintenance of electric facilities to ensure public safety and reliable supply of electricity. The Technical Regulation will be a basis for securing electrical safety, and also will be a governmental criterion for judging acceptance of the electric facilities from a safety viewpoint.

  • Key concepts in South Korean nuclear safety regulation are safety and risk. Nuclear regulation in South Korea has required reactor designs and safeguards that reduce the risk of a major accident to less than one in a million reactor-years-a risk supposedly low enough to be acceptable. To date, in South Korean nuclear safety regulation has involved the establishment of many technical standards to enable administration enforcement. In scientific lawsuits in which the legal issue is the validity of specialized technical standards that are used for judge whether a particular nuclear power plant is to be licensed, the concept of uncertainty law is often raised with regard to what extent the examination and judgment by the judicial power affects a discretion made by the administrative office. In other words, the safety standards for nuclear power plants has been adapted as a form of the scientific technical standards widely under the idea of uncertainty law. Thus, the improvement of nuclear safety regulation in South Korea seems to depend on the rational lawmaking and a reasonable, judicial examination of the scientific standards on nuclear safety.

Analysis of Spatial Distributions of Rainfall Rate for Satellite Site Diversity in Korea (위성망 이중화를 위한 국내 강우율 공간분포 분석)

  • This paper proposes appropriate locations for site diversity to provide stable satellite communication service in Korea. For this purpose, we analyzed rainfall rate data measured by KMA for 5 years at 88 sites, and the variations of simultaneous occurrence of rainfall rate in pairs of sites using the correlation coefficient. This paper provided contour maps of the spatial ditstribution of rainfall rate correlation, and proposed information on the optimum sites/regions for the operation of muti-uplink satellite systems, in 4 cities which were principal in field of satellite communication in Korea.
