Spatial Analysis of Green Infrastructure for Urban Flood Mitigation (도시홍수 방재를 위한 그린 인프라스트럭처 공간분석)

  • Green Infrastructure has been considered as one of strategies for flood mitigation in cities. Although, the diverse benefits of green infrastructure implementation are studies, there is a lack of research on the relationship between spatial composition and configuration of green infrastructure and urban flood mitigation. To address this gap, this study 1) utilized high-resolution satellite imagery to analyze spatial composition and configuration of green infrastructure in highly developed seven cities in South Korea, and 2) conducted an empirical analysis to find the relationship between economic losses from flooding and spatial patterns of green infrastructure and development patterns. The results of this research will be helpful for urban planners to prepare green infrastructure implementation guidelines for effective urban flood mitigation.

Improvement of Flood Disaster Mitigation on Long-term Development Plan (장기개발계획상의 방재제도 개선)

  • Disaster mitigation, especially as a concept similar to damage mitigation caused by heavy rainfalls and flood is closely related to long-term development plan. This plan of an harbor area where is located in lower region is established and carried under consideration of disaster mitigation concept such as internal drainage and so on. Flood damage is somewhat predictable in accordance with height, stream and rainfall characteristics of the region. Therefore it is necessary to establish national and urban plan under consideration of this fact. But this consideration of existing regulation and institution is insufficient and improvement of regulation and institution is needed. This consideration of disaster mitigation fields is regulated declaratively and inclusively in national plan which is established in broad region, and specifically and detailedly in urban plan which is established in narrow region. The program to improve regulation and institution is proposed in order to consider disaster mitigation fields as a level of this plan.

A Study on determining Flood Protection Elevation in Urban Area (도시지역 방어침수위 설정에 관한 연구)

  • In urban area, flood risk is getting higher because of inland flood risk has grown up by changing rainfall intensity, rainfall pattern, changing land use and so on. Urban area is needed higher flood protection level to protect accumulated people, buildings and other infrastructures. However, even though former flood protection has focused on overflow from river, there is not a guide line for evaluating proper flood protection level. Thus, it is necessary to protect flood from inland flooding as well as overflow from river and need a proper method to evaluating flood protection level. This study present a method of determining flood protection elevation by using GIS tools for deciding proper flood protection level. The study result may contribute to urban flood protection measures in which inland flood risk increases.

  • In recent years, the natural damage associated with flood disaster has been dramatically increased. However, there is no rational method which reflects urban characteristics to estimate the regional safety assessment for flood disaster. The purpose of this study is to develop the regional safety assesment model for urban flood. Flood risk and reduction assesment were estimated by using the linear sum of the Z score of the assessment factors and the weight value of each factor from the expert survey data. And then the regional safety assessment was estimated by subtracting reduction factor value from risk factor value. GIS tool was used to estimate the factor assesment and integrated regional safety. This study can be used to determine the priority of flood protection project, execute the flood insurance and establish the urban plans and the flood mitigate plan.

  • Urban floods pose significant challenges to cities worldwide, driven by the interplay between urbanization and climate change. This review examines recent studies of urban floods to understand their causes, impacts, and potential mitigation strategies. Urbanization, with its increase in impermeable surfaces and altered drainage patterns, disrupts natural water flow, exacerbating surface runoff during intense rainfall events. The impacts of urban floods are far-reaching, affecting lives, infrastructure, the economy, and the environment. Loss of life, property damage, disruptions to critical services, and environmental consequences underscore the urgency of effective urban flood management. To mitigate urban floods, integrated flood management strategies are crucial. Sustainable urban planning, green infrastructure, and improved drainage systems play pivotal roles in reducing flood vulnerabilities. Early warning systems, emergency response planning, and community engagement are essential components of flood preparedness and resilience. Looking to the future, climate change projections indicate increased flood risks, necessitating resilience and adaptation measures. Advances in research, data collection, and modeling techniques will enable more accurate flood predictions, thus guiding decision-making. In conclusion, urban flooding demands urgent attention and comprehensive strategies to protect lives, infrastructure, and the economy.

  • In this study, the effects of urban areas against flood waves due to a dam failure were numerically investigated based on the two laboratory experiments and the predicted water surface elevations at specific points showed good agreement with available measurements. In the first experiment, a relatively high water depth and the delay effect of flow at the front of urban areas are observed. The urban areas may become a large obstacle against smooth propagation of flood wave. In the second one, as the inflow increases, moreover, the water surface elevations can be classified into abruptly decreasing portion and slowly decreasing portion, and the first arrival time to the front of urban area is decreasing with the increasing inflow.

  • Response and recovery plan is necessary to protect against urban flood which can cause damage on property and human life. In this research, urban flood response and recovery plans were studied to improve an establishment method for local autonomous entities. The result of this research will be applied to make a manual for forming response and recovery plan in Korea.

  • In urban flood model, the features like roads, buildings, and river's banks have great effect on flow dynamics and flood propagation and it must be accounted for model set-up. Two-dimensional hydraulic models in high-density building areas are at the forefront of current research into flood inundation mechanisms, but they are however constrained by inadequate parameters of topography and friction due to insufficient and inaccurate data. This paper describes the development of urban flooding with the extraction of building areas and estimates the its influence on flood inundation extent, and present initial results of flood simulation varying grid size.

  • National Emergency Management Agency is planning a flood disaster mitigation system in urban area. This research is about analysis of runoff reduction efficiency of the alloted detention system which is one of flood disaster mitigation systems in urban area. The alloted detention system is composed of small to middle size detention facilities located in up and middle stream of urban basin. To analyze runoff reduction efficiency of alloted detention system, basic runoff analysis in test area has been carried out and runoff characteristics with size and locations of detention facilities has been simulated. The results of simulation are showing that alloted detention system can reduce the discharge of main stream and detention facilities' size and locations are major parameters of runoff reduction efficiency. It is concluded that alloted detention system can be a useful method in urban area's flood disaster mitigation and can secure safety against flood damages in urban areas.

  • Recently, there has been growing interest in public participation GIS (Geographic Information System) technology that enables spontaneous public response to increasingly frequent flood and drought events. Accordingly, social and economic demands are increasing on portal services that are designed to help cope with natural hazards such as earthquakes. By focusing on a specific hazard, urban flood, this study designed a prototype of a disaster response portal and its service system. The community map developed in this study is focused on prevention and mitigation of the urban flood damage by analyzing the vulnerable areas, and providing effective means to inspect the roads and sewer systems. By considering the compatibility with VGI (Volunteered Geographic Information) portals, the study created a system environment by employing universally used open-source software programs such as Apache Tomcat, GeoServer, GeoNetwork, and PostgreSQL/PostGIS.
