A Study on Competitiveness Changes of Specialty Construction Firms Under No Restriction in General and Specialty Contracting

겸업제한 폐지에 따른 전문건설업체의 경쟁력 요소 변화에 관한 연구

Recently, the restriction of contracting business between general and specialty contractors are deregulated, which means the elimination of the traditional market entry block in the Korean construction industry. It could be a threat and/or an opportunity to construction firms, and requires establishing new business strategies in order to obtain relative competitiveness between the general and the specialty. Under this change in the industry, this research performed to provide some suggestions for specialty firms in setting up their new business strategies by analyzing various changes of their competitiveness elements. This study extracted 20 core competitiveness elements from major 6 competitive categories required in doing specialty contracting business, and their relative importance between the 20 elements were measured. It was found that the specialty's relative competitiveness has been greatly changed and affected by the deregulation of the protective business restriction.

2008년부터 건설시장 진압규제 완화의 일환으로 실행된 일반 및 전문건설업체 간 겸업제한이 단계적으로 폐지되어 상호간의 시장진입이 가능해짐으로써 각 기업에게 위기 또는 기회가 될 수 있는 환경이 조성되었다. 반면 이러한 새로운 제도적 변화는 건설기업들의 적응력, 생존력, 그리고 더 발전할 수 있는 경쟁요인과 경영전략을 수립해야 될 필요성을 제기한다. 본 연구는 겸업폐지에 따라 전문건설업체에서의 경쟁력 요소 변화를 측정 분석하고, 그에 따른 지속적인 성장을 위한 핵심 경쟁력 요소를 전문건설업체의 입장에서 제시하는 것을 목적으로 조사 분석하였다. 그 결과, 6개 분야의 주요 경쟁력 요소를 기준으로 하위계층의 핵심경쟁력 20개 요소를 추출하였고, 겸업제한폐지 이후의 전문건설업체는 주요 경쟁력 요소별 변화에 상대적으로 크게 영향을 받는 것으로 파악되었다. 또한, 겸업제한폐지 전후에 따른 핵심경쟁력 요소를 동일계층 내에서 분석하여 상대적인 경쟁력 요소의 중요도 변화를 측정하여 제시하였다. 본 연구의 결과는 건설 환경의 변화 하에서 전문건설업체의 장기적 경영전략 수립에 기초적 자료를 제공할 수 있을 것이다.
