2004년 1월부터 2009년 12월까지 국내 턴키 대안입찰의 적격자 선정방식은 통합설계심의방식에서 기술위원회와 평가위원회를 이원화한 공개토론방식을 도입 운영하여 왔으나, 제도 운영상에서 나타난 문제점을 개선하기 위하여 정부는 2010년 현재 설계심의분과위원회를 크게 중앙, 지방, 특별 설계자문위원회의 분과위원으로 구성하여 운영하고 있다. 그러나 평가과정의 객관성 및 적정성 확보, 대형건설업체의 수주편중현상 그리고 과다경쟁 등이 여전히 문제점으로 제시되고 있다. 이에 이 연구는 일괄 대안입찰공사 설계심의 및 평가에 대한 투명성과 공정성을 제고하고 업무담당자의 심의 평가업무를 효율적으로 운영할 수 있도록 하였다. 또한 기존 공개토론방식의 턴키 대안입찰제도가 건설산업에 미치는 영향, 심의 운영제도, 설계심의 개선사항 및 운영상의 문제점을 분석하여 개선 보완하여 제시하였다.

Turnkey contract system is an effective ordering system for the ordering organizations that technical engineers are insufficient for their construction projects. It is possible to reduce project duration and to improve project quality in an integrated contract system between design and construction. However, owners can have a difficulty caused from unitary responsibility system. This study analyzes present situation and problems of turnkey contract system including railway projects. The result includes various methods for improving the system based on the analysis of bid price and selection procedure.

In the course of studying the design of securing the 100-year-long durability of 100 years the subway structure according to the requested service by the Seoul Metropolitan Subway Construction Headquarters, we analyzed 14 construction sites adopting the durability design in subway line No. 9 and concluded as follows: 1. When comparing with 158, the environment index presented for securing 100-year-long durability of subway structure in subway line No. 9, the index of durability was verified as 159.7$\~$179.8 2. When examining the increase value of durability index, we verified that the constructors didn't make various choices in method but they employed the uniformly selected system. 3. Under consideration of the bid form, the construction under bid contract in bulk gave the impacts on the construction cost with attention to selection of the durability index, while the construction under alternative contract in bid adopted uniformly the standard presented by the ordering party.

2010년부터 2013년까지 낙찰자 선정방식이 설계적합 최저가방식, 종합평가방식(입찰가격 조정, 설계점수조정, 가중치기준), 확정금액 최상 설계방식으로 변경되었다. 따라서 이 연구는 국내에서 시행된 변경된 방식에 의한 토목부분 턴키 대안입찰공사의 발주현황, 건수, 수주실적, 낙찰률 범위, 공종별 발주기관별 수주실적, 가중치 낙찰자 수주실적 등의 분석을 통해 국내 낙찰자 결정방식이 건설산업에 미치는 영향, 심의 발주방식 및 운영상의 문제점을 분석하여 제시하였다.

공공건설공사 발주제도 운영에 있어 기술경쟁을 지향하는 턴키 및 대안방식 등 설계 시공일괄방식의 경우, 시설물의 품질향상 및 건설기술 발전에 기여하였음에도 불구, 계약되는 공사비가 설계 시공 분리발주방식을 적용하는 공사보다 높아 예산낭비 우려가 있다는 지적과 함께 수주독점, 입찰담합, 심의비리 등의 문제가 쟁점이 되고 있다. 그러나 실제 발주방식별 사업성과와 효과에 대해 정밀 비교분석한 사례가 없는 실정이며, 단순히 낙찰률 등 사업의 한정된 일반적 정보만으로 사업효과를 논의하고 판단하는 것은 자칫 오류를 범할 우려가 있다. 이에 공공 건설공사를 대상으로 계약에서 준공에 이르기까지 실제 집행한 공사비 자료를 광범위하게 조사하여 비용의 투입구조 및 변동추세 등 발주방식별 특성을 비교분석하고 공공건설공사 발주제도의 올바른 이해와 효율적 운영을 도모하고자 한다.

과거에 시행한 심사제도는 입찰참가자격사전심사 및 기본설계평가와 가격평가로 구분하여 최종 낙찰자를 선정하였으나, 2010년 1월 1일부터 현재까지 턴키 대안입찰공사는 설계 적합 최적가 방식, 종합 평가 방식(입찰가격조정, 설계점수조정, 가중치기준), 확정금액 최상 설계 방식의 낙찰자 결정방식을 선택하고 있다. 이러한 제도적인 문제로 발주기관은 동일 유사한 공사에 대해 서로 다른 낙찰자 결정방식을 적용하고 있는 사례가 종종 있어 왔다. 그러므로 이 연구는 국내에서 시행된 토목부분 턴키 대안입찰공사 발주현황, 건수 및 수주실적, 공종별 발주기관별 수주실적, 세부방식 가중치 낙찰자 수주실적 등의 분석을 통해 국내 턴키 대안입찰공사 실정에 적합한 낙찰자 선정기준을 제시하였다.

In today's society, Monolithic expresses itself as a single featured work with a consistent exterior in the urban environment. In particular, such characteristics of the monolithic work have become increasingly influential in the modern society with the emergence of the minimalism. Monolithic architecture in modern has common feature which is maintaining simple construction format (Mass) with complicated and abundance space (Volume) inside. This simple architecture exterior leads new stimulus which is different from previous format and evokes unique sensibility and thoughts with monumental expressing. Uniformed exterior revealed thru purity of material builds up strong presence by itself. In contract with simple exterior, diverse space is expressed by consistent concept and process. Through this, it shows creating metaphorical space and space-oriented feature. We can interpret modern monolithic architecture as a sensation and alternative against Gestalt architecture in consequence of chasing clarity, visual stimulus and uncertain tendency only. It provides architectural experience by spatial imaginary and unexpected space development to users through exclusivetendency against outside and stressing un-private, we can evaluate its value as a space-oriented construction which helped us to think about space meaning in modern society.

An enterprise patch-management system (PMS) typically supplies a single point of failure (SPOF) of centralization structure. However, a Blockchain system offers features of decentralization, transaction integrity, user certification, and a smart chaincode. This study proposes a Hyperledger Fabric Blockchain-based distributed patch-management system and verifies its technological feasibility through prototyping, so that all participating users can be protected from various threats. In particular, by adopting a private chain for patch file set management, it is designed as a Blockchain system that can enhance security, log management, latest status supervision and monitoring functions. In addition, it uses a Hyperledger Fabric that owns a practical Byzantine fault tolerant consensus algorithm, and implements the functions of upload patch file set, download patch file set, and audit patch file history, which are major features of PMS, as a smart contract (chaincode), and verified this operation. The distributed ledger structure of Blockchain-based PMS can be a solution for distributor and client authentication and forgery problems, SPOF problem, and distribution record reliability problem. It not only presents an alternative to dealing with central management server loads and failures, but it also provides a higher level of security and availability.

전자투표는 기존 종이 투표의 한계를 보완하는 대안으로 주목을 받아왔다. 동시에 보안에 대한 우려가 제기되고 있다. 본 논문에서는 신뢰성을 보장할 수 있는 블록체인 기반 전자투표 및 설문조사 시스템을 제시한다. 블록체인 기반 분산 컴퓨팅 플랫폼인 이더리움의 Solidity를 사용해 스마트 컨트랙트를 작성하고, Javascript 기반의 사용자 인터페이스와 연계해 시스템을 구현하였다. 더불어 참여자의 개인정보를 보호하기 위해 회원가입 시 정보를 해시함수로 암호화하여 저장하도록 설계했다. 이러한 이종의 언어를 기반으로 한 복잡한 개발 환경에서 정상적인 동작 수행 여부를 검증하기 위해 점검 항목을 정하여 이의 점검 결과를 제시하였다. 또한, 사용자의 경험을 고려한 성능을 평가하기 위해 Chrome의 Performance 측정 도구를 사용하여 블록체인 미사용 환경과 비교하여 평가결과를 제시하였다. 본 연구 결과의 기여점은 블록체인 기반의 전자투표 시스템의 설계와 구현 및 이의 기능과 성능평가를 위한 시뮬레이션 결과의 제시에 있다.

최근 건설 공사의 규모가 대형화되고 건설 산업의 환경 변화가 빠르게 진행됨에 따라 이에 대응하기 위한 방안으로 건설 산업의 정보화가 중요한 이슈로 대두되고 있다. 이는 정보화 기술의 발달과 타 분야에 비해 건설업의 정보 인프라가 상대적으로 떨어진다는 점도 중요하게 작용하였다. 이러한 점에서 현재 건설업에 정보화를 도입하기 위하여 다양한 분야에서 연구가 진행 중에 있으며 이러한 건설 정보화의 중심에는 3D CAD의 객체 정보가 부각되고 있다. 그러나 설계 도구로서 뿐만 아니라 그 기능의 확장성에 비해 3D CAD는 실무에서의 활용 정도가 매우 저조한 실정이다. 그러므로 본 논문에서는 실무에서 3D CAD의 활용 저조에 대한 원인을 AHP 분석기법을 통해서 고찰해 보았다.
