This paper discusses current challenges, as a result of the rapid increase in air travel, and future navigation needs of Civil Aviation. The objectives pursued by ANASTASIA, a sixth framework European Commission project, are presented. The methods used in the derivation of the navigation performance requirements are introduced and discussed in the context of precision approaches. High-level impacts on the avionics receiver of integrating additional multi-frequency ranging signals from a modernized GPS and Galileo into the current navigation architecture are investigated. Expected performance achievements are presented.

This paper develops a complete methodology for the mitigation of ionosphere spatial anomalies by GBAS systems fielded in the Conterminous U.S. (CONUS). It defines an ionosphere anomaly threat model based on validated observations of unusual ionosphere events in CONUS impacting GBAS sites in the form of a linear ‘wave front’ of constant slope and velocity. It then develops a simulation-based methodology for selecting the worst-case ionosphere wave front impact impacting two satellites simultaneously for a given GBAS site and satellite geometry, taking into account the mitigating effects of code-carrier divergence monitoring within the GBAS ground station. The resulting maximum ionosphere error in vertical position (MIEV) is calculated and compared to a unique vertical alert limit, or
$VAL_{H2,I}$ , that applies to the special situation of worst-case ionosphere gradients. If MIEV exceeds$VAL_{H2,I}$ for one or more otherwise-usable subset geometries (i.e., geometries for which the 'normal' vertical protection level, or$VPL_{H0}$ , is less than the 'normal' VAL), the broadcast${\sigma}_{pr_{-}gnd}$ and/or${\sigma}_{vig}$ must be increased such that all such potentially-threatening geometries have VPL$_{H0}$ > VAL and thus become unavailable. In addition to surveying all aspects of the methods used to generate the required${\sigma}_{pr_{-}gnd}$ and${\sigma}_{vig}$ inflation factors for CONUS GBAS sites, related methods for deriving similar results for GBAS sites outside CONUS are suggested. -
GPS has been increasingly exploited to provide positioning and navigation solutions for a variety of applications. In vessel berthing application, however, there are stringent requirements in terms of positioning accuracy, availability and integrity that cannot be satisfied by GPS alone. This is because the performance of satellite-based positioning and navigation systems are heavily dependent on both the number and the geometric distribution of satellite tracked by receivers. Due to the limited number of GPS satellites, a sufficient number of ‘visible’ satellites cannot be sometimes guaranteed. This paper discusses some issues associated with the implementation of ground-based pseudolite augmentation for vessel berthing. Pseudolite means small transmitter that transmits GPS-like signals in local area. Actually, pseudolite can play three different roles in GPS augmentation scheme, depending on the operational conditions. Firstly, in the case of kinematic GPS operation where there are no signal blockages, and more than five satellites are available, additional pseudolites strengthen the GPS satellite-pseudolite geometry, and more accurate and reliable positioning solution can be achieved. Secondly, in the case when there are adverse GPS operational environments in which the number of tracked satellites is less than four, pseudolites can complement the GPS signals. In the third case, GPS signals are completely unavailable, such as when operated indoor. In such cases the pseudolites can replace the satellite constellation. However, the first role will be considered in this paper, since more than four satellite signals can usually be tracked in most marine applications. This paper presents that the pseudolite-augmented precise positioning system can provides continuous centimeter-level positioning accuracy through comparison analysis of RDOP simulation result of the GPS satellite constellation and the pseudolite-augmented GPS satellite constellation.

This paper focuses on modeling and predicting differential GPS corrections transmitted by marine radio-beacon systems using artificial neural networks. Various neural network structures with various training algorithms were examined, including Linear, Radial Biases, and Feedforward. Matlab Neural Network toolbox is used for this purpose. Data sets used in building the model are the transmitted pseudorange corrections and broadcast navigation message. Model design is passed through several stages, namely data collection, preprocessing, model building, and finally model validation. It is found that feedforward neural network with automated regularization is the most suitable for our data. In training the neural network, different approaches are used to take advantage of the pseudorange corrections history while taking into account the required time for prediction and storage limitations. Three data structures are considered in training the neural network, namely all round, compound, and average. Of the various data structures examined, it is found that the average data structure is the most suitable. It is shown that the developed model is capable of predicting the differential correction with an accuracy level comparable to that of beacon-transmitted real-time DGPS correction.

GNSS Services and Applications are today in permanent evolution in all the market sectors. This evolution comprises:
${\bullet}$ New constellations and systems, being GALILEO probably the most relevant example, but not the only one, as other regions of the world also dwell into developing their own elements (e.g. the Chinese Beidou system).${\bullet}$ Modernisation of existing systems, as is the case of GPS and GLONASS${\bullet}$ New Augmentation services, WAAS, EGNOS, MSAS, GRAS, GAGAN, and many initiatives from other regions of the world${\bullet}$ Safety of Life services based on the provision of integrity and reliability of the navigation solutions through SBAS and GBAS systems, for aeronautical or maritime applications${\bullet}$ New Professional applications, based on the unprecedented accuracies and integrity of the positioning and timing solutions of the new navigation systems with examples in science (geodesy, geophysics), Civil engineering (surveying, construction works), Transportation (fleet management, road tolling) and many others.${\bullet}$ New Mass-market applications based on cheap and simple GNSS receivers providing accurate (meterlevel) solutions for daily personal navigation and information needs. Being on top of this evolving market requires an active participation on the key elements that drive the GNSS development. Early access to the new GNSS signals and services and appropriate testing facilities are critical to be able to reach a good market position in time before the next evolution, and this is usually accessible only to the large system developers as the US, Europe or Japan. Jumping into this league of GNSS developers requires a large investment and a significant development of technology, which may not be at range for all regions of the world. Bearing in mind this situation, MAGIC appears as a concept initiated by a small region within Europe with the purpose of fostering and supporting the development of advanced applications for the new services that can be enabled by the advent of SBAS systems and GALILEO. MAGIC is a low cost platform based on the application of technology developed within the EGNOS project (the SBAS system in Europe), which encompasses the capacity of providing real time EGNOS and, in the near future, GALILEO-like integrity services. MAGIC is designed to be a testing platform for safety of life and liability critical applications, as well as a provider of operational services for the transport or professional sectors in its region of application. This paper will present in detail the MAGIC concept, the status of development of the system within the Madrid region in Spain, the results of the first on-field demonstrations and the immediate plans for deployment and expansion into a complete SBAS+GALILEO regional augmentation system. -
For the maritime traffic safety assessment of vessels navigating in harbor or fairway, simulation techniques by using shiphandling simulator system have been traditionally used. When designing the simulation experiments and when analyzing the simulation results, however, there has been a little systematic method. Ship-handling simulations can be regarded as a kind of statistical experiment by using ship-handling simulator system, which means that shiphandling simulation conditions should be designed statistically and that the simulation results should be statistically analyzed as well. For the safe and economic design of harbor and fairway, reasonable decisions based upon the scientific analysis of shiphandling simulation results are indispensable. In this paper, various statistical methods, such as Bayes theorem, statistical hypothesis testing, and probability distributions, are reviewed with a view to application to maritime traffic safety assessment. It is expected that more reasonable decisions on harbor and fairway design can be made from shiphandlers' view point by using statistical methods.

This paper describes a marine watch system on a ship, which is aided by an image processing method. The system detects other ships through a navigational image sequence to prevent oversights, and it measures their bearings to maintain their movements. The proposed method is described, the detection techniques and measurement of bearings techniques are derived, and the results have been reported. The image is divided into small regions on the basis of the brightness value and then labeled. Each region is considered as a template. A template is assumed to be a ship. Then, the template is compared with frames in the original image after a selected time. A moving vector of the regions is calculated using an Excel table. Ships are detected using the characteristics of the moving vector. The video camera captures 30 frames per second. We segmented one frame into approximately 5000 regions; from these, approximately 100 regions are presumed to be ships and considered to be templates. Each template was compared with frames captured at 0.33 s or 0.66 s. In order to improve the accuracy, this interval was changed on the basis of the magnification of the video camera. Ships’ bearings also need to be determined. The proposed method can measure the ships’ bearings on the basis of three parameters: (1) the course of the own ship, (2) arrangement between the camera and hull, and (3) coordinates of the ships detected from the image. The course of the own ship can be obtained by using a gyrocompass. The camera axis is calibrated along a particular direction using a stable position on a bridge. The field of view of the video camera is measured from the size of a known structure on the hull in the image. Thus, ships’ bearings can be calculated using these parameters.

Recent warnings indicate that there is a potential risk of massive earthquake in Japan within 30 years. These earthquakes could produce large-scale tsunamis. Tsunamis are very powerful and can be traveled thousands of miles and caused damage in many countries. Consideration of the effect of tsunami to the moored ship is very important because it brings the loss of life and vast property damage. In this paper, the numerical simulation procedure to analyze the motions of a moored ship due to the observed waves of tsunami, Tokachi-off earthquake tsunami profile in northern Pacific coasts of Japan on September 26 in 2003. And the effects on the motions and mooring loads are investigated by numerical simulation. Numerical simulations consist of hydrodynamic analyses in a frequency domain and ship motion analyses in a time domain as the motions of moored ships are examined. As the process begins, the hydrodynamic and waveexciting forces for moored ships must be calculated. Ship motions and mooring forces can then be calculated by solving the equations of motion. In order to investigate the safety evaluation on the motions of moored ship by tsunami attack, we applied a numerical simulation procedure to a 135,000m3 LNG carrier moored at an offshore sea berth.

Today, harbor oscillation problems are the most significant factor to consider when designing harbors serving very large ships. In coastal harbors, large vessels moored in the elastic hawsers are often displaced due to the resonance between long period waves and mooring systems. As a result, cargo handling may be interrupted and the hawsers may be broken, especially when the amplification becomes extreme. The most significant harbor confronted with harbor oscillation problem in Korea is Pohang New port. Many cases of problems are being reported by the pilot association and the local office of MOMAF (Ministry of Maritime Affairs and Fisheries). However, it is difficult to prevent the arrival of long waves causing oscillation within this harbor. Moreover, the Korean government has already started a new port plan at the mouth of Yeongil Bay without addressing the problems that have occurred in Pohang New port. This study deals with the variation of harbor oscillation due to the construction of a 4.1 km breakwater at the bay mouth including the arrangement of the new berths. Numerical methods used are in fairly standard form from the extended mile slope equation. The obtained numerical results were compared with field measurement from the previous and this will bring a certain level of discussion and consideration of variation to the future port development.

This research is based on the information compiled on the occurrence of maritime casualties onboard ships registered under Central American Region (CAR) flag States. Due to nonexistence of writing reports in anyone of the countries that are integrating this Region, the information was compiled by the author through personal communication with the people involved in the casualties. The information was compiled by typing up the text and digitizing on the computer for the respective data base. For each casualty occurred, the following information was compiled, date and type of the casualty, position of the ship at the time of the casualty, dimension of the ship, number of people affected by the casualty, and cause and consequences of the casualty. Based on the number of people affected (death and disappear) by the casualties occurred was calculated the mortality rate by 100,000 persons and then compared with the Japanese mortality rate. Furthermore were analyzed the CAR maritime authorities competences and then were compared to that the Japanese counter part. In addition, the implementation rate of the International Maritime Organization (IMO) and International Labor Organization (ILO) conventions ratified by the CAR countries were analyzed. The objective of this research was to compiled and analyze the occurrences of maritime casualties happened on board the ships registered under the CAR Flag States, in order to determine the causes of these accidents. The results of the analysis enable us to better understand of the maritime safety situation of the ships that are registered under the CAR flag States. In order to reduce the occurrence of maritime casualties are proposed a series of measures based on the differences found then the comparison between CAR and Japan. Based on the results of this research, is possible to conclude that the inaccessibility of atmospheric information and the lack of safety measures onboard has been the main cause of the maritime casualties happened in the Pacific side of the CAR.

Questionnaire survey on performance requirement of ship’s speed such as not only accuracy but also response and robustness were carried out, and the experiments to survey the GPS performances of static and dynamic characteristics were carried out simultaneously. In this paper, the questionnaire survey focusing on docking maneuvering, some analytic results of the survey, the results of GPS performance, and the possibility of adaptation for docking maneuvering on SDME and GPS are discussed. Consequently, from the results of questionnaire survey the performance requirement of ship’s speed in docking/anchoring maneuvering have need under 1cm/sec on the standard deviation, and speed information from GPS was adopted to use maneuvering information in docking/anchoring. -
Pilots and navigators have through history used everything available to support them in the execution of their task. From the simple sounding means (for instance a stick or a line with a heavy object tied to it) to the advanced electronic support systems that are available today. This means that apart from the more traditional side of his set of tasks the influence of modern technology is felt. In general it concerns such diverse and complex subjects that it requires the pilot to remain up to date with regard to the most modern techniques. In a sense this also concurs with the change form a provider of (local) knowledge to that of a manager of a high risk operation. More information flows can reach the pilot on the place where he executes his profession. With marginal scope the pilot has to translate such information to the situation in which he finds himself in order to give a balanced advice. Knowledge of the surroundings, variable circumstances in his specific area but also language and culture play a crucial role. This paper touches on the history of pilot support systems and examines the developments of pilot support systems in the present day operating environment and addresses the implications. These range from the historic basic needs for pilot information to the present and future possibilities, supporting the pilot to make the most precise assessment at each operational stage to continually execute a safe journey in and out of port.

Automatic vessel collision-avoidance systems have been studied in the fields of artificial intelligence and navigation for decades. And to facilitate automatic collision-avoidance decision-making in two-vessel-encounter situation, several expert and fuzzy expert systems have been developed. However, none of them can negotiate with each other as seafarers usually do when they intend to make a more economic overall plan of collision avoidance in the COLREGS-COST-HIGH situations where collision avoidance following the International Regulations for Preventing Collisions at Sea(COLREGS) costs too much. Automatic Identification System(AIS) makes data communication between two vessels possible, and negotiation methods can be used to optimize vessel collision avoidance. In this paper, a negotiation framework is put forward to enable vessels to negotiate to optimize collision avoidance in the COLREGS-COST-HIGH situations at open sea. A vessel vector space is defined and therewith a cost model is put forward to evaluate the cost of collision-avoidance actions. Negotiations between a give-way vessel and a stand-on vessel and between two give-way vessels are considered respectively to reach overall low cost agreements. With the framework proposed in this paper, two vessels involved in a COLREGS-COST-HIGH situation can negotiate with each other to get a more economic overall plan of collision avoidance than that suggested by the traditional collision-avoidance expert systems.

Evaluation of collision risk plays a key role in developing the expert system of navigation and collision avoidance. This paper presents a new collision risk model formula that is one modification model on the basis of one approach to the evaluation of collision risk using sech function produced by Prof. Jeong in his relevant
$articles^{[2][3][4][5]}$ . And as a grope in collision risk evaluation field, this paper applied the new model in appraising the collision risk, suggested how to decide the safe range of own ship’'s action. Moreover this paper also analyzed theoretically how to determine the coefficients as describes in the new modification model formula, and suggested the appropriate values as applicable. -
This paper is primarily focused on the safe navigation between overtaking and overtaken vessels in restricted waterways under the external forces, such as wind and current. The maneuvering simulation between two ships was conducted to find an appropriate safe speed and distance, which is required to avoid collision. From the viewpoint of marine safety, a greater transverse distance between two ships is more needed for the smaller vessel. Regardless of external forces, the smaller vessel will get a greater effect of hydrodynamic forces than the bigger one. In the case of close navigation between ships under the forces of wind and current, the vessel moving at a lower speed is potentially hazardous because the rudder force of the lower speed vessel is not sufficient for steady-state course-keeping, compared to that of the higher speed vessel.

A ship collision avoidance system is developed to control the avoidance action of ship actually and properly in wind forces. The 4-DOF maneuvering equations of motion ar derived to catty out the simulation of the motion of a ship, and the wind forces are considered as the external forces in the simulation. This study suggests a new avoidance system that could include the ship's maneuvering characteristics.

At present, most efforts tend to develop a INS which is only based linear accelerometers, because of the low cost micro-machining gyroscopes lack of the accuracy needed for precise navigation application and possible achieving the required levels of precise for micro-machining accelerometer. Although it was known in theory that a minimum of six accelerometers are required for a complete description of a rigid body motion, and any configuration of six accelerometers (except for a "measure zero " set of six-accelerometer schemes) will work. Studies on the feasible configuration of GF-INS indicate that the errors of angular velocity resolved from the six accelerometers scheme are diverged with time or have multi solutions. The angular velocity errors are induced by the biases together with the position vectors of the accelerometers, therefore, in order to treat with the problem just mentioned, researchers have been doing many efforts, such as the extra three accelerometers or the magnetometers may be taken as the reference information, the extended Kalman filter (EKF) involved to make the angular velocity errors bound and be estimated, and so on. In this paper, the typical configurations of GF-INS are introduced; for each type GF-INS described, the solutions to the angular velocity and the specific force are derived and the characteristic is indicated; one of the corresponding extend Kalman filters are introduced to estimate the angular errors; parts of the simulation results are presented to verify the validity of the equations of angular velocity and specific force and the performance of extend Kalman filter.

This paper presents an in-flight alignment method for strapdown inertial navigation systems based on the line-of-sight information. Unlike the existing methods, the proposed method utilizes only the 2-axis angle measurements of the onboard image sensor and does not require any explicit range measurements between the vehicle and landmarks. To improve the accuracy of all the position, velocity, and attitude estimates through the in-flight alignment, an error model of the image-sensor-aided SDINS is derived. A simulation study demonstrates that the accuracy of SDINS can be improved by the line-of-sight information only.

This article propose a new idea of developing a hybrid scheme to achieve faster INS alignment with higher accuracy using a novel procedure to estimate the initial attitude angles that combines a Kalman filter and Adaptive Neuro-Fuzzy Inference System architecture. A tactical grade inertial measurement unit was applied to verify the performance of proposed scheme in this study. The preliminary results indicated the outstanding improvements in both time consumption for fine alignment process and accuracy of estimated attitude angles, especially in heading angles. In general, the improvement in terms of time consumption and the accuracy of estimated attitude estimated accuracy reached 80% and 70% respectively during alignment process after compensating the attitude angles estimated by an extended Kalman filter with 15 states using proposed approach. It is worth mentioned that the proposed approach can be implemented in general real time navigation applications.

A new GPS receiver correlator for the deeply-coupled GPS/INS integration system is proposed in order to the computation time problem of the Kalman filter. The proposed correlator consists of two early, prompt and late arm pairs. One pair is for detecting data bit transition boundary and another is for the correlator value calculation between input and replica signal. By detecting the data bit transition boundary, the measurement calculation time can be made longer than data bit period. As a result of this, the computational time problem of the integrated Kalman filter can be resolved. The validity of the proposed method is given through computer simulations.

The Global Positioning System (GPS), Inertial Navigation System (INS) and Pseudolite (PL) technologies all play very important roles in navigation systems. As an independent navigation system, GPS can provide high precision positioning results which are independent of time. However, the performance will become unreliable when the system experiences high dynamics, or when the receiver is exposed to jamming or RF interference. In comparison to GPS, though INS is autonomous and provides good short-term accuracy, its use as a standalone navigation system is limited due to the time-dependent growth of the inertial sensor errors. PLs are ground-based transmitters that can transmit GPS-like signals. They have some advantages in that their positions can be determined precisely, and the Signal-to-Noise Ratios (SNR) are relatively high. Because their combined performance, in principle, overcomes the shortcomings of the individual systems, the integration of GPS, INS and PL is increasingly receiving attention from researchers. Depending on the desired performance vs complexity, system integration can be carried out at different levels, namely loose, tight and ultra-tight coupling. Compared with loose and tight integration, although it is more complex in terms of system design, ultra-tight integration will be the basis of the next generation of reliable and robust navigation systems. Its main advantages include improved performance under exposure to high dynamics, and jamming and RF interference mitigation. This paper presents an overview of the ultra-tight integration developments and discusses some of the challenging issues.

Singular value decomposition (SDV) approach is applied to the observability analysis of GPS/INS in this paper. A measure of observability for a subspace is introduced. It indicates the minimum size of perturbation in the information matrix that makes the subspace unobservable. It is shown that the measure has direct connections with observability of systems, error covariance, and singular structure of the information matrix. The observability measure given in this paper is applicable to the multi-input/multi-output time-varying systems. An example on the observability analysis of GPS/INS is given. The measure of observability is confirmed to be less sensitive to system model perturbation. It is also shown that the estimation error for the vertical component of gyro bias can be considered unobservable for small initial error covariance for a constant velocity horizontal motion.

The deviations in the injection orbital parameters, resulting from launcher dispersions, need to be estimated and used for autonomous satellite operations. For the proposed small satellite mission of the university there will be two GPS receivers onboard the satellite to provide the instantaneous orbital state to the onboard data handling system. In order to meet the power requirements, the satellite will be sun-tracking whenever there is no imaging operation. For imaging activities, the satellite will be maneuvered to nadir-pointing mode. Due to such different modes of orientation the geometry for the GPS receivers will not be favorable at all times and there will be instances of poor geometry resulting in no output from the GPS receivers. Onboard the satellite, the orbital information should be continuously available for autonomous switching on/off of various subsystems. The paper presents the strategies to make use of small arcs of data from GPS receivers to compute the mean orbital parameters and use the updated orbital parameters to calculate the position and velocity whenever the same is not available from GPS receiver. Thus the navigation message from the GPS receiver, namely the position vector in Earth-Centered-Earth-Fixed (ECEF) frame, is used as measurements. As for estimation, two techniques - (1) batch least squares method, and (2) Kalman Filter method are used for orbit estimation (in real time). The performance of the onboard orbit estimation has been assessed based on hardware based multi-channel GPS Signal simulator. The results indicate good converge even with short arcs of data as the GPS navigation data are generally very accurate and the data rate is also fast (typically 1Hz).

The paper deals with integrated navigation and sense & avoid systems for small unmanned aerial vehicles (UAV). First an introduction to the current UAV activities of the institute is given. It is followed by an overview about the integrated navigation system developed for small UAVs. The system is based on a tightly-coupled GPS/INS architecture. But instead of using delta-ranges, time-differenced carrier phases are used to aid the INS. Finally, results from navigation filter validation in flight tests are presented. After that an overview about sense and avoid strategies for application in small unmanned aircraft is given. From this a guideline for developing such a system for the institute's UAVs is presented.

Accurate vessel traffic observation is indispensable to carry out vessel traffic management, design of vessel traffic route, planning of port construction, etc. In order to observe the vessel traffic accurately without many efforts such as the use of a ship or car equipped with special radar observation system and the preparation of observation staff, the authors have been developing completely automated remote radar/AIS network system covering the main traffic area in Tokyo Bay. The composite radar image observed at Yokosuka and Kawasaki radar stations with AIS information can be seen on web site of Internet. In addition to the development of radar/AIS observation system, the software to analyze observed vessel traffic flow has been developed. This software has various functions such as automatic tracking of ship's positions, automatic estimation of ship's size, automatic integration of radar image and AIS data, animation of ships' movements, extraction of dangerous ship encounters, etc. The configuration and functions of the developed remote radar/AIS network system are shown first in this paper. Then various functions of the software to analyze vessel traffic are introduced, and some analyzed results on the vessel traffic in Tokyo Bay are described demonstrating the effectiveness of the developed system.

Generally, a silicone rubber and a chlorinated polyethylene(CPE) have been used as a binder for the development of high-performance composite EM(Electro Magnetic) wave absorbers. In this paper, the EM wave absorption performance of natural lacquer, which is newly proposed as a binder was investigated. The prepared MnZn ferrite EM wave absorbers are mixed with natural lacquer showed excellent EM wave absorption characteristics compared with MnZn ferrite EM wave absorbers which are mixed with the conventional binders. MnZn ferrite EM wave absorbers mixed with natural lacquer were prepared and their absorption ability was also investigated. The EM wave absorbers are fabricated in different proportions of MnZn, or NiZn ferrite and natural lacquer, and their reflection coefficients are measured. The permittivity and permeability are calculated by using the measured reflection coefficients. The EM wave absorption abilities are calculated according to different thicknesses of the EM wave absorbers.

In the Civil Aviation field, the international trend (through ICAO, EUROCONTROL) is to adopt one positioning system that allows to follow more flight phases. This will allow to release themselves by ground installations and optimize the traffic flows following the aRea Navigation (RNAV) concept. In order to realize this goal the European Scientific Community are focusing on Augmentation Systems based on Satellite infrastructure (SBAS - Satellite Based Augmentation System) and on Ground based ones (GBAS - Ground Based Augmentation System). The goal of this work is to present some results on SBAS and GBAS performances. Regarding SBAS, the Department of Applied Sciences of Parthenope University, after the acquisition of a Novatel OEM4 SBAS receiver has created a monitoring station that reflect as much as possible a standardized measure environment for EGNOS Data Collection Network (EDCN), established by Eurocontrol. The Department of Applied Science has decided to carry out a own monitoring survey to verify the performance of EGNOS that can be achieved in South Europe region, a zone not very covered by official (EDCN) monitoring network. Regarding GBAS, we started from a data set of measurements carried out at the GBAS of Milan-Linate airport where we work on a ground installation (GMS - Ground Monitoring Station) that supervises the GBAS signal and that represent, for our purposes, the Aircraft subsystem. So the set of data collected is to be considered in RTK mode and after the measures session we processed them with the software PEGASUS v 4.11. Both experiences give us the possibility to evaluate the GNSS1 performance that can be achieved.

A large number of service providers in countries all over the world have established GNSS reference station networks in the last years and are using network software today to provide a correction stream to the user as a routine service. In current GNSS network processing, all the geometric related information such as ionospheric free carrier phase ambiguities from all stations and satellites, tropospheric effects, orbit errors, receiver and satellite clock errors are estimated in one centralized Kalman filter. Although this approach provides an optimal solution to the estimation problem, however, the processing time increases cubically with the number of reference stations in the network. Until now one single Personal Computer with Pentium 3.06 GHz CPU can only process data from a network consisting of no more than 50 stations in real time. In order to process data for larger networks in real time and to lower the computational load, a federated filter approach can be considered. The main benefit of this approach is that each local filter runs with reduced number of states and the computation time for the whole system increases only linearly with the number of local sensors, thus significantly reduces the computational load compared to the centralized filter approach. This paper presents the technical aspect and performance analysis of the federated filter approach. Test results show that for a network of 100 reference stations, with the centralized approach, the network processing including ionospheric modeling and network ambiguity fixing needs approximately 60 hours to process 24 hours network data in a 3.06 GHz computer, which means it is impossible to run this network in real time. With the federated filter approach, only less than 1 hour is needed, 66 times faster than the centralized filter approach. The availability and reliability of network processing remain at the same high level.

According to the recommendation of International Maritime Organization, the Ministry Of Maritime Affairs and Fisheries (MOMAF) of Korea provides the real time Differential Global Positioning System service using maritime radio beacon from 1999. Due to the benefit of DGPS service, the need of this system is increased from various user groups for acquiring the better accuracy and integrity. Therefore, MOMAF has extended their service to inland by installing the additional 6 DGPS stations. This nationwide DGPS service will be fully deployed at 2007. In addition to the extension of service area, MOMAF has a plan to upgrade their nationwide DGPS to High Accuracy Nationwide DGPS (HANDGPS). The planned HANDGPS service of Korea will be a kind of long range RTK or Wide Area RTK techniques to provide under 1m accuracy and start their service from 2009 using the various broadcasting and communication media like as radio beacon, Wibro, Digital Multimedia Broadcasting, High Speed Packet Data Access. The introduction of nationwide DGPS system of Korea and its evolution plan will be addressed in this paper. The research activities related with HANDGPS in Korea is also presented.

Rapid and high-precision positioning with a Global Navigation Satellite System (GNSS) is feasible only when very precise carrier-phase observations can be used. There are two kinds of mathematical models for ambiguity resolution. The first one is based on both pseudorange and carrier phase measurements, and the observation equations are of full rank. The second one is only based on carrier phase measurement, which is a rank-defect model. Though the former is more commonly used, the latter has its own advantage, that is, ambiguity resolution will be freed from the effects of pseudorange multipath. Galileo will be operational. One of the important differences between Galileo and current GPS is that Galileo will provide signals in four frequency bands. With more carrier-phase data available, frequency combinations with long equivalent wavelength can be formed, so Galileo will provide more opportunities for fast and reliable ambiguity resolution than current GPS. This paper tries to investigate phase only fast ambiguity resolution performance with four Galileo frequencies for short baseline. Cascading Ambiguity Resolution (CAR) method with selected optimal frequency combinations and LAMBDA method are used and compared. To validate the resolution, two tests are used and compared. The first one is a ratio test. The second one is lower bound success-rate test. The simulation test results show that, with LAMBDA method, whether with ratio test or lower bound success rate validation criteria, ambiguity can be fixed in several seconds, 8 seconds at most even when 1 sigma of carrier phase noise is 12 mm. While with CAR method, at least about half minute is required even when 1 sigma of carrier phase noise is 3 mm. It shows that LAMBDA method performs obviously better than CAR method.

The Data Processing Method for Small Samples and Multi-variates Series in GPS Deformation MonitoringTime series analysis is a frequently effective method of constructing model and prediction in data processing of deformation monitoring. The monitoring data sample must to be as more as possible and time intervals are equal roughly so as to construct time series model accurately and achieve reliable prediction. But in the project practice of GPS deformation monitoring, the monitoring data sample can't be obtained too much and time intervals are not equal because of being restricted by all kinds of factors, and it contains many variates in the deformation model moreover. It is very important to study the data processing method for small samples and multi-variates time series in GPS deformation monitoring. A new method of establishing small samples and multi-variates deformation model and prediction model are put forward so as to resolve contradiction of small samples and multi-variates encountered in constructing deformation model and improve formerly data processing method of deformation monitoring. Based on the system theory, a deformation body is regarded as a whole organism; a time-dependence linear system model and a time-dependence bilinear system model are established. The dynamic parameters estimation is derived by means of prediction fit and least information distribution criteria. The final example demonstrates the validity and practice of this method.

In GPS Positioning, the error of satellite orbit will affect user's position accuracy directly, it is important to determine the satellite orbit precise. The real-time orbit is needed in kinematic GPS positioning, the precise GPS orbit from IGS would be delayed long time, so orbit prediction is key to real-time kinematic positioning. We analyze the GPS predicted ephemeris, on the base of comparison of EKF and UKF, a new orbit prediction method is put forward based on UKF in this paper, the result shows that UKF improves the orbit predicted precision and stability. It offers a new method for others satellites orbit determination as Galileo, and so on.

In this paper, we propose an adaptive control algorithm to improve the position accuracy and reduce the nonlinear friction effects for linear motion servo system. Especially, the considered system includes not only the variation of the mass of the mover but also the friction change by the normal force. To adapt to these problems, we designed the controller with the mass estimator and the compensator by observing the variation of normal force. Finally, the numerical simulation results are presented in order to show the effectiveness of the proposed method to improve the position accuracy compared to other control methods.

A linear motor based transfer vehicle is significantly focused as transportation systems in marine terminals for the future. We propose a control method for the systems to hence mass reduction and propulsion effects at a starting point by using a lift-force mechanism. This method is newly based on a combined levitation-and-propulsion power by a lift and thrust force of a permanent magnet linear synchronous motor (PMLSM), which is carried out by a decoupled control. We exam that our proposed control largely compensates the vehicle weight, reduces friction effect of the system, and increases its velocity. Consequently, this result contributes numerous productivity and economical efficiency for the port systems.

Within the frame of the MERCOSUR (South Common Market), one of the most important goals to achieve by its member states is a better cost effective international cargo transportation system. For this purpose the project of developing a commercial waterway linking the east region of Uruguay with the south of Brazil has been under study for a number of years now. Because of the high costs involved on the development of such waterway, the project has been indefinitely delayed. It is our intention to show an alternative way to reduce the present obstacles by using a budget oriented approach in order to determine the vessel best suited to use on the proposed waterway. So far, every study related to the project has been focused on the amount of work needed to modify the environment in order to accommodate the hardware already available in the region. The conclusions show that the cost of opening and maintaining the required navigation channel is high enough to discourage investment; the added responsibility to take care of any environmental damage incurred during the building and/or operation of the waterway makes searching for a less costly and hazardous option an interesting challenge. The proposed terminal on the Cebollat? River would be located at the heart of the Uruguayan rice growing region. Uruguay exports 90% of its rice production, being Brazil its biggest buyer. Wood chips and clinker are the other types of cargo considered to use the proposed waterway in route to either Brazil or to overseas destinations through the deep water port of Rio Grande. Through the analysis of local data by a Geographical Information System, international regulations regarding inland waterways and shallow draught vessel characteristics, we seek to propose a cost efficient alternative to apply on this particular scenario.

This paper briefly presents the AIS land infrastructure in Sweden and how it is used as a common resource by multiple users. Some of the applications for the AIS information within the Maritime Administration are presented. It also discuss international co-operation concerning AIS land infrastructure, exchange of AIS information and possible future development. Existing and expected problems with AIS are shown and mitigation measures presented.

Around 2002, the United States Coast Guard (USCG) identified a need to re-capitalize their Reference Station (RS) and Integrity Monitor (IM) equipment used in the Nationwide Differential Global Position System (NDGPS). Commercially available off-the-shelf differential RS and IM equipment lacked the open architecture required to support long-term goals that include future system improvements such as use of new civil frequencies on L2 and L5 and realization of a higher rate NDGPS beacon data channel intended to support RTK. The first step in preparing for this future NDGPS was to port current RTCM SC-104 compatible RS and IM functionality onto an open architecture PC-based platform. Trimble's product Charisma is a PC-based RS and IM software designed to meet these USCG goals. In fact USCG engineers provided key designs and design insights throughout the development. We cannot overstate the contribution of the USCG engineers. Fundamental requirements for this effort were that it be sufficiently flexible in hardware and software design to support fluid growth and exploitation of new signals and technologies as they become available, yet remain backward compatible with legacy user receivers and existing site hardware and system architecture. These fundamental goals placed an implicit adaptability requirement on the design of the replacement RS and IM. Additionally, project engineers were to remain focused on sustaining the high level of differential GPS service that 1.5 million legacy users have come to depend on. This paper will present new hardware and software (i.e., Trimble's Charisma software) architecture for the next generation NDGPS RS and IM. This innovative approach to engineering on an open architecture PC-based platform allows the system to continue to fulfill legacy NDGPS system requirements and allows the USCG and others to pursue a scalable hardware re-capitalization strategy. We will use the USCG's recapitalization project to explain the essential role of the Charisma software.

There are still some key problems having to be solved in theory and technique applications when GPS is used to monitor the vertical deformation of ground with high precision. Utilizing the GPS technology to monitor the deformation of the land subsidence and ground fissure in Xi'an, this paper puts forward advice that the datum frame of GPS network has significant influence on the precision and accuracy of the vertical deformation results by some research. The co-authors make some theoretical study of the datum error and practice by establishing the datum error models, especially the influence of scale and azimuth datum errors on GPS monitoring network. Then the datum frame design methods and arithmetic of GPS monitoring network are presented and have taken a good effect.

The paper will give an overview of the mission of GalTeC and then concentrate on two main aspects. The first more detailed aspect, is the analysis of the key performance parameters for the Galileo system services and presenting a technical overview of methods and algorithms used. The second more detailed aspect, is the service volume prediction including service dimensioning using the Prediction tool. In order to monitor and validate the Galileo SIS performance for Open Service (OS) and Safety Of Life services (SOL) regarding the key performance parameters, different analyses in the SIS domain and User domain are considered. In the SIS domain, the validation of Signal-in-Space Accuracy SISA and Signal-in-Space Monitoring Accuracy SISMA is performed. For this purpose first of all an independent OD&TS and Integrity determination and processing software is developed to generate the key reference performance parameters named as SISRE (Signal In Space Reference Errors) and related over-bounding statistical information SISRA (Signal In Space Reference Accuracy) based on raw measurements from independent sites (e.g. IGS), Galileo Ground Sensor Stations (GSS) or an own regional monitoring network. Secondly, the differences of orbits and satellite clock corrections between Galileo broadcast ephemeris and the precise reference ephemeris generated by GalTeC will also be compared to check the SIS accuracy. Thirdly, in the user domain, SIS based navigation solution PVT on reference sites using Galileo broadcast ephemeris and the precise ephemeris generated by GalTeC are also used to check key performance parameters. In order to demonstrate the GalTeC performance and the methods mentioned above, the paper presents an initial test result using GPS raw data and GPS broadcast ephemeris. In the tests, some Galileo typical performance parameters are used for GPS system. For example, the maximum URA for one day for one GPS satellite from GPS broadcast ephemeris is used as substitution of SISA to check GPS ephemeris accuracy. Using GalTeC OD&TS and GPS raw data from IGS reference sites, a 10 cm-level of precise orbit determination can be reached. Based on these precise GPS orbits from GalTeC, monitoring and validation of GPS performance can be achieved with a high confidence level. It can be concluded that one of the GalTeC missions is to provide the capability to assess Galileo and general GNSS performance and prediction methods based on a regional and global monitoring networks. Some capability, of which first results are shown in the paper, will be demonstrated further during the planned Galileo IOV phase, the Full Galileo constellation phase and for the different services particularly the Open Services and the Safety Of Life services based on the Galileo Integrity concept.

The paper presents the preparations work and experiences gained from realtime GPS car monitoring during the European Rally Championships organized on 10-12 June 2005 in Poland. The developed system is based on GPS and GSM/GPRS technology. Distribution and teletransmission of data are possible using different GSM operators in Poland, which makes the system fully independent. The system's server collects data from rally cars, processing and send data through VPN connections to the SQL server located in main control room. Data can be collected in real time via Internet or GPRS. Some information on GSM/GPRS range during rally championships are also presented in the paper. The study covered many trials and tests of different software and various configurations of the GPRS modems before finally the system started to work. Information coming from 10 Rally Cars were collected to the SQL Server continuously in one second interval. In real time mode these all data were displayed simultaneously in the rally main control room and in the rally press conference room. Paper describes also adopted emergency procedures and remote reconfiguration of GPS/GPRS boxes inside rally cars made during championships. Some problems and method of practical solutions are presented to avoid active jamming dangerous for a driver and his pilot, having system of communication intercoms jammed by teletransmission of GPRS 900/1800 MHz. In cooperation with rally teams special GPS/GPRS safety boxes were designed and made. Monitoring of all 7 rally stages with GPS receivers and method of calibrations of the maps were presented. GSM signal coverage was also checked in all stages. All data transmitted from rally cars were recorded in the computer. Some of our GPS cars had accidents and dispite them information were continuously sent to server. There is possibility to show in post mission mode the position of chosen cars in our rally application. Some information of best rally cars are presented also in the paper.

Integrating a GPS based vehicle navigation system and the latest optimal algorithms, this research aims to develop a real-time decision support platform for concrete plant to provide the optimal solutions for ready mixed concrete delivery. The platform includes fleet tracking system, simulation and optimization tools, and visual interface which is useful to monitor delivery progress, to obtain crucial historical and real-time data for simulation, and to improve the efficiency of the plant operation. This paper presents configuration of the system and performance evaluation based on operational data.

In the work package 'Integrated Positioning' of the research project NAVIO (Pedestrian Navigation Systems in Combined Indoor/Outdoor Environements) we are dealing with the navigation and guidance of visitors of our University. Thereby start points are public transport stops in the surroundings of the Vienna University of Technology and the user of the system should be guided to certain office rooms or persons. For the position determination of the user different location sensors are employed, i.e., for outdoor positioning GPS and dead reckoning sensors such as a digital compass and gyro for heading determination and accelerometers for the determination of the travelled distance as well as a barometric pressure sensor for altitude determination and for indoor areas location determination using WiFi fingerprinting. All sensors and positioning methods are combined and integrated using a Kalman filter approach. Then an optimal estimate of the current location of the user is obtained using the filter. To perform an adequate weighting of the sensors in the stochastic filter model, the sensor characteristics and their performance was investigated in several tests. The tests were performed in different environments either with free satellite visibility or in urban canyons as well as inside of buildings. The tests have shown that it is possible to determine the user's location continuously with the required precision and that the selected sensors provide a good performance and high reliability. Selected tests results and our approach will be presented in the paper.

It is well known that the uncertainty of the covariance parameters of the process noise (Q) and the observation errors (R) has a significant impact on Kalman filtering performance. Q and R influence the weight that the filter applies between the existing process information and the latest measurements. Errors in any of them may result in the filter being suboptimal or even cause it to diverge. The conventional way of determining Q and R requires good a priori knowledge of the process noises and measurement errors, which normally comes from intensive empirical analysis. Many adaptive methods have been developed to overcome the conventional Kalman filter's limitations. Starting from covariance matching principles, an innovative adaptive process noise scaling algorithm has been proposed in this paper. Without artificial or empirical parameters to be set, the proposed adaptive mechanism drives the filter autonomously to the optimal mode. The proposed algorithm has been tested using road test data, showing significant improvements to filtering performance.

Recently, inertial sensors like gyros and accelerometers have been quite miniaturized by Micro Electro-Mechanical Systems (MEMS) technology. JAXA is developing a MEM-based GPS/INS hybrid navigation system named Micro-GAIA. The navigation performance of Micro-GAIA was evaluated through off-line analysis by using flight test data. The estimation errors of the roll, pitch, and azimuth were
$0.03^{\circ}$ ,$0.05^{\circ}$ ,$0.05^{\circ}$ $(1{\sigma})$ , respectively. he horizontal position errors after 60-second GPS outages were reduced to 25 m CEP. The attitude errors and position errors are nearly half of ones reported previously[2]. Furthermore, using the adaptive Kalman filters, the robustness against the uncertainty of the measurement noise was improved. Comparing the innovation-based and residual-based adaptive Kalman filters, it was confirmed that the latter is robuster than the former. -
This paper describes the design and realization of full attitude system based on MEMS IMU and GPS carrier phase. The work can be divided into two parts: First, initial heading is determined by using two GPS receivers. And this paper discusses the usage of space geometry conditions to reduce the range of ambiguity search. The method presented in this paper was tested on the static. On the static condition, an accuracy better than 0.06 degrees for heading for 3.48m long baseline has been achieved. Integration of GPS and low cost MEMS IMU are used to realize the real-time heading attitude system. Second, level attitude (pitch and roll) is determined using the method of frequency-velocity for the feedback control. At the same time, the method using the attitude based on MEMS IMU to help determination of the range of ambiguity search is proposed. The results done on the sea show that an alternative means to provide real-time, cost-effective, accurate and reliable attitude information for attitude surveys. Though motivated by a big ships application, the design can be applied to other vehicles.

It is well known that Kalman filtering is an optimal real-time data fusion method for GPS/INS integration. However, it has some limitations in terms of stability, adaptability and observability. A Kalman filter can perform optimally only when its dynamic model is correctly defined and the noise statistics for the measurement and process are completely known. It is found that estimated Kalman filter states could be influenced by several factors, including vehicle dynamic variations, filter tuning results, and environment changes, etc., which are difficult to model. Neural networks can map input-output relationships without apriori knowledge about them; hence a proper designed neural network is capable of learning and extracting these complex relationships with enough training. This paper presents a GPS/INS integrated system that combines Kalman filtering and neural network algorithms to improve navigation solutions during GPS outages. An Extended Kalman filter estimates INS measurement errors, plus position, velocity and attitude errors etc. Kalman filter states, and gives precise navigation solutions while GPS signals are available. At the same time, a multi-layer neural network is trained to map the vehicle dynamics with corresponding Kalman filter states, at the same rate of measurement update. After the output of the neural network meets a similarity threshold, it can be used to correct INS measurements when no GPS measurements are available. Selecting suitable inputs and outputs of the neural network is critical for this hybrid method. Detailed analysis unveils that some Kalman filter states are highly correlated with vehicle dynamic variations. The filter states that heavily impact system navigation solutions are selected as the neural network outputs. The principle of this hybrid method and the neural network design are presented. Field test data are processed to evaluate the performance of the proposed method.

This paper presents an adaptive neural network based controller and its application to Dynamic Positioning (DP) control system of ship. The proposed neural network based controller is developed for station-keeping and low-speed maneuvering control of ship. At first, the DP system configuration is described. And then, to validate the proposed DP system, computer simulations of station-keeping and low-speed maneuvering performance of a multi-purpose supply ship are presented under the influence of measurement noise, external disturbances such as sea current, wave, and wind. The simulations have shown the feasibility of the DP system in various maneuvering situations.

The restrictions concerning the use of the radio waves have become severe, the marine radar with low spurious is being developed. Therefore, it is necessary to develop aids to navigation as a radar beacon can respond to new type of marine radar. Because the system of radar in the future is an indetermination, new radar beacon should correspond to old and new radar system during a transition period. New radar beacon that is also able to respond to pulse radar, pulse compression radar and FM-CW radar were considered in these years in Japan. The sign of the response of Morse code in a new system is generated by the delay synthesis system. Computer simulation and actual examination using trial circuit were curried out. A big possibility was set up in the development of the new radar beacon that was able to correspond to old and new radar system. These results and the state of new radar beacon is mentioned in this paper.

In this paper, the EM wave absorbers were designed and fabricated for X-band sensors using Carbon of dielectric material with CPE. The complex relative permittivity of samples is calculated by the measured S-parameter data. We simulated the double-layered type EM wave absorber with broad bandwidth using the measured complex relative permittivity by changing the thickness and layer, which was fabricated based on the simulated design. The fabricated EM wave absorber consist of 1mm first layer sheet facing metal with Carbon composition ratio 70 vol% and 1.5 mm second layer sheet with Carbon composition ratio 60 vol%. The comparisons of simulated and measured results are good agreement. As a result, the optimized absorption ability of double-layered type EM wave absorber with thickness of 2.5 mm is higher than 10 dB from 7.8 GHz to 13.3 GHz.

The important field of research on ship operation is related to the high efficiency of transportation, the convenience of maneuvering ships and the safety of navigation. As a way of practical application for a smart ship based on network system, this paper proposes the intelligent support system for ship steering control system based on TCP/IP and desires to testify the validity of the proposal by applying the fuzzy control model to the steering control system. As the specific study methods, the fuzzy inference was adopted to build the maneuvering models of steersman, and then the network system was implemented using the TCP/IP socket-based programming. Lastly, the miniature model steering control system combined with LIBL (Linguistic Instruction-based Learning) was designed to testify for its effectiveness.

In general DGPS system, the correction message is transferred to users by wireless modem. To cover wide area, many DGPS station should be needed. And DGPS users must have a wireless modem that is not necessary in standalone GPS. But SBAS users don't need a wireless modem to receive DGPS corrections because SBAS correction message is transmitted from the GEO satellite by L1 frequency band. SBAS signal is generated in the GUS(Geo Uplink Subsystem) and uplink to the GEO satellite. This uplink transmission process causes two problems that are not existed in GPS. The one is a time delay in the uplink signal. The other is an ionospheric problem on uplink signal, code delay and carrier phase advance. These two problems cause ranging error to user. Another critical ranging error factor is clock synchronization. SBAS reference clock must be synchronized with GPS clock for an accurate ranging service. The time delay can be removed by close loop control. We propose uplink ionospheric error correcting algorithm for C/A code and carrier. As a result, the ranging accuracy increased high. To synchronize SBAS reference clock with GPS clock, I reviewed synchronization algorithm. And I modified it because the algorithm didn't consider doppler that caused by satellites' dynamics. SBAS reference clock synchronized with GPS clock in high accuracy by modified algorithm. We think that this paper will contribute to basic research for constructing satellite based DGPS system.

There have been several problems in treating shipboard sewage due to special environmental conditions of ship, such as limited space, rolling and pitching, change of temperature and so on. It was suggested that Sequence Batch Reactor (SBR) might be suitable process for overcome these problems in terms of small size, high capacity of treating wastewater and full automation. In this study a SBR process was employed for biological treatment of organic wastes in the shipboard sewage. This process was able to remove nitrogen and phosphorus as well as organic matter efficiently. More than 95% of chemical oxygen demand(COD) were removed. In addition, about 97% of total nitrogen (T-N) was reduced. The total phosphorus(T-P) reduction averaged 93%. A disturbance operation caused by the treatment of Methylene Blue Active Substances(MBAS) was not observed.

Because strong wind is one of the few forces that, although considered in container crane design, still cause significant damage, a container crane was tested to investigate wind load characteristic in uniform flows. So, this study measured an external point pressure at the each members of a container crane according to a wind direction and a shape of members in a wind-tunnel test. The result of this test was compared to those of computation fluid dynamics using a CFX 10. The scale of a container crane model for wind tunnel test applied similarity scales to consider the size of the wind tunnel test section and the boundary condition for CFD is like wind tunnel test.

In airborne gravimetry, there are two data streams. One is the specific force measured by an air/sea gravimeter or accelerometers, the other is kinematic acceleration measured by DGPS. And the difference of them provides the gravity disturbance information. To satisfy the requirement of most applications, an accuracy of 1mGal
$(1mCal=10^{-5}m/s^{2})$ with a spatial resolution of 1km is the aim of current airborne gravimetry. There are two different methods to derive the kinematic acceleration. The generally used method is to differentiate the position twice, and the position can be calculated by commercial DGPS software. The main defect of this method is that integer ambiguities need to be fixed to get the precise position solution, but it's not a trivial thing for long base line. And to fix integer ambiguities, the noisier iono-free measurement is used. When differentiation is applied, noise is amplified and will influence the accuracy of acceleration. The other method is to get carrier phase acceleration by differentiate the carrier phase first, and then using the acceleration of GPS satellite to derive the vehicle acceleration. The main advantages include that fixing integer ambiguities is not needed anymore, position can be relaxed to about 10 meters, and smoother acceleration can be got since iono-free measurement is not needed. In some literatures, it's considered that the dynamic performance of the second method is inferior to that of the first. Through analysis, it is found that the performance degradation in dynamic environment results from the simplification of the GPS carrier phase observable model. And an iterative algorithm is presented to compensate the model error. Using a dynamic GPS data from an aeromagnetic survey, the importance of this compensation is showed at last. -
Position of surface objects can be fixed in many ways. The most popular radionavigational systems, including satellite systems, make possible obtaining nearly continuous and very precise ship's position. However, under the water application of radionavigational systems is impossible. Underwater navigation requires other tools and solutions then these encountered in surface and air navigation. In underwater environment vehicles and submarines, operate that have to possess alternative navigational systems. Underwater vehicles, in order to perform their tasks require accurate information about their own, current position. At present, they are equipped with inertial navigational systems (INS). Accuracy of INS is very high but in relatively short periods. Position error is directly proportional to time of working of the system. The basic feature of INS is its autonomy and passivity. This characteristic mainly decides that INS is broadly used on submarines and other underwater vehicles. However, due to previously mentioned shortcoming i.e. gradually increasing position error, periodical calibration of the system is necessary. The simplest calibration method is surface or nearly surface application of GPS system. Another solution, which does not require interruption of performed task and emergence on the surface, is application of comparative navigation technique. Information about surrounding environment of the ship, obtained e.g. by means sonic depth finder or board sonar, and comparing it with accessible pattern can be used in order to fix ship's position. The article presents a structure and a description of working of underwater vehicle navigation system simulator. The simulator works on the basis of comparative navigation methods which exploit in turn digital images of echograms and sonograms. The additional option of the simulator is ability to robust estimation of measurements. One can do it in order to increase accuracy of position fixed with comparative navigation methods application. The simulator can be a basis to build future underwater navigation system.

The use of GPS receiver at outer space becomes common in low earth orbit. The KOrea Multi-Purpose SATellite-1 (KOMPSAT-1) which was launched in December 1999 has used GPS receiver's navigation solution to perform the Orbit Determination (OD) in the ground. At the circumstance of using only one ground station, the Orbit Determination using GPS receiver is good method. Because the accuracy of navigation solution acquiring directly from GPS receiver is not enough in satellite application such as map generation, post-processing concepts such as the Precise Orbit Determination (POD) are applied to satellite data processing to improve satellite position accuracy. The POD uses GPS receiver's raw measurement data instead of GPS receiver's navigation solution. The KOrea Multi- Purpose SATellite-2 (KOMPSAT-2) system newly uses the POD technique for large scale map generation. The satellite was launched in the end of July 2006. The satellite sends high resolution images in panchromatic band and multi-spectral bands to the ground. The satellite system uses GPS receivers as source of time synchronization and command reference in the satellite, provider of navigation solution for the OD, and provider of raw measurement data for the POD. In this paper, mechanical configuration and operations of the GPS receiver will be presented. The GPS data characteristics of the satellite such as time synchronization, command reference, the OD using GPS receiver's navigation solution, and the POD using GPS receiver's raw measurement data will be presented and analyzed. The enhancement of performance compared with it of the previous satellite will also be analyzed.

Number of researches on efficient terminal operation system applying RFID(Radio Frequency Identification) are on progress. However, RFID has limitations on tracking and providing accurate positions of containers. In this paper, to enhance the performance of the integrated terminal operation system, an efficient loading management of yard is proposed by applying RFID-based RTLS(Real Time Locating System) that provides real-time accurate positions of containers. We found that a group-based sequence system is more efficient than the existing individual sequence number system in the container yard. In the group-based sequence system, the containers in the same group should have similar characteristics such as port of destination(POD), size, weight, etc. In order to run this system, we have proposed the parameters to the unspecified N bytes of RFID tag which are specified in ISO 18000-7. And, this paper proposed a development of integrated operation system of container terminal using RFID for reducing the ship turnaround time in ubiquitous port environment.

For robust INS/GPS navigation system, an efficient multi-filter fusion technique is proposed. In the filtering for nonlinear systems, the representative filter - EKF, and the alternative filters - RHKF filter, SPKF, etc. have individual advantages and weak points. The key concept of the multi-filter fusion is the mergence of the strong points of the filters. This paper fuses the IIR type filter - EKF and the FIR type filter - RHKF filter using the adaptive strategy. The result of the fusion has several advantages over the EKF, and the RHKF filter. The advantages include the robustness to the system uncertainty, temporary unknown bias, and so on. The multi-filter fusion technique is applied to the tightly coupled INS/GPS navigation system and the performance is verified by simulation.

For the poor observability of azimuth misalignment angle and east gyro drift rate of the traditional initial alignment, a bran-new SINS stationary fast self-alignment approach is proposed. By means of analyzing the characteristic of the strapdown inertial navigation system (SINS) stationary alignment seriously, the new approach takes full advantage of the specific force and angular velocity information given by inertial measurement unit (IMU) instead of the mechanization of SINS. Firstly, coarse alignment algorithm is presented. Secondly, a new fine alignment model for SINS stationary self-alignment is derived, and the observability of the model is analysed. Then, a modified Sage-Husa adaptive Kalman filter is introduced to estimate the misalignment angles. Finally, some computer simulation results illustrate the efficiency of the new approach and its advantages, such as higher alignment accuracy, shorter alignment time, more self-contained and less calculation.

High ionospheric spatial gradient during ionospheric storm is most concern for the landing approach with GNSS (Global Navigation Satellite System) augmentation systems. In case of the GBAS (Ground-Based Augmentation System), the ionospheric storm causes sudden increase of the ionospheric delay difference between a ground facility and a user (aircraft), and the aircraft position error increases significantly. Since the ionosphere behavior and the storm effect depend on geographic location, understanding the ionospheric storm behavior at specific regional area is crucial for the GNSS augmentation system development and implementation. Korea Aerospace Research Institute and collaborating universities have been developing an integrity monitoring test bed for GBAS research and for future regional augmentation system development. By using the dense GPS (Global Positioning System) networks in Korea, a regional ionosphere map is constructed for finding detailed aspect of the ionosphere variation. Preliminary analysis on the ionospheric gradient variation during a recent storm period is performed and the results are discussed.

A GPS-based time synchronization technique employing a refined HW circuitry and SW algorithm is considered as fine time-management system for Low Earth Orbit (LEO) remote sensing satellites. By synchronizing the On-Board Time (OBT) within satellites to the GPS 1PPS, a very expensive, highly accurate on-board clock is not required to determine the precise on-board time management. Also, the satellite command generation in ground stations and postprocessing of earth observation data which a particular image is acquired. This paper analyses on-orbit verification of the existing satellite time sync architecture and presents a new time sync architecture, operation and relation between the OBT and the GPS time.

Recently the container volume in the global trade is steadily increasing. In an effort to cope with this trend, major ports of the world are stepping up the introduction of high-tech equipments, trying to establish a highly efficient information system, and improving the internal work processes of their container terminals. For speedy and effective cargo handling, they are making every effort in the diverse fields. The purpose of this study aims at developing an intelligent multi-agent system for the gate work of a container terminal, which is the place of authority transfer in a container terminal. The agent system suggested in this study has made a comparison between COPINO information by TOS (Terminal Operating System) and information on containers and trucks recognized at the gate passage, checking up their efficiency, and performing the function of controlling outside truck's input-output. Also, based on the records of outside truck's gate passage, some gates can be operated flexibly, consequently enhancing the efficiency of the gate function. The results of job performance will immediately be notified to the customers and terminal managers, thus helping them make decisions speedily.

Precision approach and landing of aircraft in a remote landing zone autonomously present several challenges. Firstly, the exact location, orientation and elevation of the landing zone are not always known; secondly, the accuracy of the navigation solution is not always sufficient for this type of precision maneuver if there is no DGPS availability within close proximity. This paper explores an alternative approach for estimating the navigation parameters of the aircraft to the landing area using only time-differenced GPS carrier phase measurement and range measurements from a vision system. Distinct ground landmarks are marked before the landing zone. The positions of these landmarks are extracted from the vision system then the ranges relative to these locations are used as measurements for the extended Kalman filter (EKF) in addition to the precise time-differenced GPS carrier phase measurements. The performance of this navigation algorithm is demonstrated using simulation.

The safety of the railway system is important because the system is a mass transit system and the results of the accident are inconceivable. The railway system is operated by train operation system such as train control system. So the train control system requires safety critical characteristics. In the European railway, ETCS (European Train Control System) project has been finished to accomplish the interoperability of each national railway signaling system. According to the interoperability degree, ETCS levels are suggested. As the highest level, ETCS level 3 suggests a radio communication. Also recently urban railway system is operated by driverless and automatic train control system. In this circumstance, more safety is required than before in the railway system. In order to accomplish the safety of a system, the requirements considering safety have to be suggested. The requirement is a set of several functions such as general function, environment, safety etc. For the safety critical system, safety function is more important than any other functions. The safety functions are deduced by safety analysis. In order to perform the safety analysis, the system hazards have to be identified and then risk analysis for each hazard should be performed. The risk is related to the frequency and the severity of each hazard. And then countermeasures for each risk have to be prepared. The summary of the countermeasures is about a kind of safety functions in a system. In this paper, the safety functions for a train control system are presented according to the above procedure.

There have been several problems in treating shipboard sewage due to special environmental conditions of ship, such as limited space, rolling and pitching, change of temperature and so on. It was suggested that Sequence Batch Reactor (SBR) might be suitable process for overcome these problems in terms of small size, high capacity of treating wastewater and full automation. In this study a SBR process was employed for biological treatment of organic wastes in the shipboard sewage. This process was able to remove nitrogen and phosphorus as well as organic matter efficiently. More than 95% of chemical oxygen demand(COD) were removed. In addition, about 97% of total nitrogen (T-N) was reduced. The total phosphorus(T-P) reduction averaged 93%. A disturbance operation caused by the treatment of Methylene Blue Active Substances(MBAS) was not observed.

Among the various error sources in positioning and navigation, the paper focuses on the modeling and prediction of receiver clock bias and then tries to achieve positioning based on simulated and predicted clock bias. With the SA off, it is possible to model receiver clock bias more accurately. We selected several types of GNSS receivers for test using ARMA model. To facilitate prediction with short and limited sample pseudorange observations, AR and ARMA are compared, and the improved AR model is presented to model and predict receiver clock bias based on previous solutions. Our work extends to clock bias prediction and positioning based on predicted clock bias using only 3 satellites that is usually the case under urban canyon situation. In contrast to previous experiences, we find that a receiver clock bias can be well modeled using adopted ARMA model. Test has been done on various types of GNSS receivers to show the validation of developed model. To further develop this work, we compare solution conditions in terms of DOP values when point positioning is conducted using 3 satellites to simulate urban positioning environment. When condition allows, height component is derived from other ways and can be set as known values. Given this condition, location is possible using less than 2 GNSS satellites with fixed height. Solution condition is also discussed for this background using mode of constrained positioning. We finally suggest an effective predictive time span based on our test exploration under varied conditions.

A uniform velocity field of crust can be obtained by cumulative multi-year GPS data. Then the shortening and sliding of drape zones between Chinese Continent Blocks can be researched through the velocity field and dynamics meaning is also analyzed. A model of movement and strain is created to extract displacing and rotating information of blocks in this paper. On the basis of it, the shortening vectors and sliding states of drape zones between blocks can be obtained by the model of level center of gravity moving velocity vectors between neighboring blocks. Some result show as follows. India plate jostles greatly toward north, so a complicated movement situation is formed for 14 sub-blocks. And self-deformations of inner tectosomes can be greatly reflected according to the characteristics of drape zones between tectosomes. The extrusion deformation exists between Himalaya and Qiangtang blocks. Its contraction ratio is about 20.1
$mm.a^{-1}$ . However, it only is$mm.a^{-1}$ between Tarim and Zhungar. The deformation characteristics and contraction ratio of other drape zones are obviously different with the former. The movement characteristics of contraction, shear, dislocation, etc. are showed in these zones. The average contraction ratio is about 5.0$mm.a^{-1}$ . The whole trend in the west continent has a big movement toward north, and in the east continent has a small movement toward south or southeast. The strain of west continent is far bigger than that of east, and the strain of southwest is bigger than that of the southeast. It is whole showed that India plate jostles toward north-east and the south-north zone has cutting and absorbing phenomena. The total characteristics and present-day trends of deformation of inland drape zones are basically described by the sinistrorse dislocation in south-north zone and Arjin fracture, the sinistrorse shear between south china and north china, etc. -
There are many problems which takes long time and lots of work to monitor land subsidence by traditional method. These problems can be solved by GPS. Combining with the field example, this paper studies the application of GPS to monitoring land subsidence, analyses the advantages and errors of GPS survey method, and puts forth the suitable conditions of monitoring land subsidence by GPS.

In recent years there has been considerable interest in the network GPS RTK surveying. Single RTK has some limit in long distance and it has an accuracy problem depend on the baseline length. The significant improvement of GPS network technology, RTCM V3.0 correction format and telecommunication technology can eliminate the weakness of single GPS RTK. ICAO defines performance requirements of navigation system such as accuracy, integrity, continuity and availability. The integrity is most significant performance requirement in aviation where safety of life is crucial. Many researches on this topic anticipate that GPS with SBAS or Galileo can meet APV requirements and GPS with GBAS or Galileo with GBAS will meet CAT II and III requirements. These performance expectations are based on global analysis. In this paper regional integrity analysis in Korea using various combinations of modernized GPS, Galileo and SBAS is given. The simulation results show that CAT I requirement can be met using modernized GPS and Galileo alone, however, CAT II and III are not met even augmenting SBAS because of VPL. A more efficient augmentation such as GBAS which can reduce VPL dramatically is required to meet CAT II and III in Korean region. -
It is quite difficult to transfer the National Height System 1985 to the island in China. In the study, one feasible and alternative way, which measures synchronally the tide variation at the island and the coast , is firstly introduced. Then, a new method is proposed. This new method combines GPS technique and Quasi-Geoid Determination technique (GQGD). It needs gravity data, GPS data, leveling data and DEM data, together with complex calculation method and the Earth gravity model. After describing the mathematical model and presenting the calculational steps, one experiment has been shown that this method is valid and can achieve accuracy up to 5 cm for the normal height, compared with the results both from the tidal observation and height approximation. Some suggestion is also given in the end.

It is naturally to be expected that occupational stress on seafarers has specific characters compared to workers engaged in other industries. Because the physical rigors of working and living at sea has been endured as a part of job. The purpose of this paper is to figure out physical changes on seafarers resulted from ordinary shipboard life on the ocean-going cargo vessel. To do this, we performed biochemical inspections testing blood and urine for 28 crews, and measured heart rate of officers engaging in some bridge duties. The tests showed that creatinine, uric acid, total cholesterol, HDL-C, LDL-C of some crews fell down to level which could make a bad impact on human body. And the heart rate of deck officers had vibrated with rather wide amplitude whenever they have got some work-related psychological pressure.

The Reduced Vertical Separation Minimum (RVSM), which is the reduced minimum from 2,000 ft to 1,000 ft at flight levels (FL) between 290 and FL410 inclusive, was implemented in 30 September 2005 within the Japanese domestic airspace. Prior to the implementation, safety assessment for the airspace in assumed RVSM environments was carried out. Some model parameter values of collision risk model were estimated using flight plan (progress) data and radar data. An estimate of vertical collision risk including operational risk was calculated using these together with given parameter values. The results obtained from this analysis are as follows. (1) Contribution of the vertical collision risk for the crossing routes is about 9 percents of the total technical risk. (2) The estimate of the collision risk is
$4.1{\times}10^{-9}$ [fatal accidents / flight hour] and the value is smaller than a maximum allowable level of collision risk, i.e.$5{\times}10^{-9}$ [fatal accidents / flight hour], called the Target Level of Safety. -
The world economy has came into unlimited competition with globalization since 1990. Opening markets to the world is in progress through the expansion of world free trade and internationalization of multinational enterprises. In the maritime transportation for world trade, shipping companies pursue "Hub & Spoke" strategy so a port which is not able to be located as a hub port is degraded as a feeder port. To attract shipping companies, it is necessary for existing ports to provide differentiated service. This paper devises marketing strategies for a competitive port after evaluating relation among the factors affecting port selection when a shipping company chooses a port of call. On the basis of determinants derived from existing researches, we study the relation as well as importance among the factors of port selection.

The advantage of the latest technical development in the field of automation, electronics, telecommunications, informatics, geomatics and global position fixing techniques, achievement in data storing, processing, analysing, transferring and visualisation must be taken into account and applied to the maritime technology in the very near future. We should build new e-Navigation era using those technologies [16]. In the paper the Author proposes to introduce and define two new terms: navitronics - formed by analogy to mechatronics, and nautomatics - created by analogy to geomatics and telematics to be combination of those two disciplines in navigational applications.

The Real Time Kinematic (RTK) technique is the most productive and accurate GPS positioning method today, as it can be determinate position within few centimeters instantly. This method is widely used for applications such as surveying, structure monitoring and machine guidance etc. In order to perform RTK processing for large scale systems (i.e. precise vehicle monitoring with many rovers), many expensive RTK receivers and same number of bidirectional communication units have to be installed to collect observation data communicate with the reference site and monitor its RTK solutions. Moreover, if applications require remote control or apply sensing instruments, we have to install computers at each rover. To limit expense and complexity of system management with a large number of rovers, we have developed server based RTK processing platform to share RTK function for all rovers. The system can be process many GPS stations with a single personal computer. we have also developed a specialized dual frequency GPS receiver unit without on-board RTK processing capability to reduce receiver cost in order to demonstrate the advantage of our server based RTK platform. This paper describes the concept of our server based RTK platform and specialized GPS receiver unit with existing applications in Japan.

It has been well proved that shiphandling simulators are efficient and useful facilities for training and education of cadets and seafarers. Most of the maritime universities and many maritime training institutes all over the world have installed shiphandling simulators, which play important roles in maritime education and training. However, most of the Shiphandling simulators are standalone facilities with diversities on system architectures, layouts and functions. STCW78/95 requires simulators used for simulator-based training shall be suitable for the selected objectives and training tasks. To ensure the shiphandling simulator facilities meet the requirements of STCW convention and other expanded applications, collaborated research and coordination are needed in development and application of shiphandling simulators. Performance standard should be established for shiphandling simulator systems considering the advanced research needs as well as the needs in education, training, and assessment of competence. Standardizing and exchanging shiphandling mathematical models will improve critical performance of the system. Cooperated research on model course and training assessment approaches will enhance the training standard. In addition, the rapid spread of the internet technology has shown a promising future of application of shiphandling simulators through internet. Research has been carried out on internet based integration of multiple shiphandling simulators. A multi-agent based system, including necessary hardware, has been developed. Collaborated operation of the system can be of benefit in filling the gaps of the technical and operational level and methodology between maritime universities, enhancing mutual understanding of the navigation customs and culture background among cadets and seafarers from different countries, facilitating communication and maritime English training, and extending the functions of shiphandling simulators.

In recent years there has been considerable interest in the construction of super high-rise buildings. From the prior art, various procedures and devices for surveys during and after the phase of erection of a high-rise building are known. High-rise buildings are subject to strong external tilt effects caused, for instance, by wind pressures, unilateral thermal effects by exposure to sunlight, and unilateral loads. Such effects are a particular challenge in the phase of construction of a high-rise building, in as much as the high-rise building under construction is also subject to tilt effects, and will at least temporarily lose its - as a rule exactly vertical - alignment. Yet construction should progress in such a way that the building is aligned as planned, and particularly so in the vertical, when returning into an un-tilted basic state.It is essential that a straight element be constructed that theoretically, even when moving around its design centre point due to varying loads, would have an exactly vertical alignment when all biasing conditions are neutralised. Because of differential raft settlement, differential concrete shortening, and construction tolerances, this ideal situation will rarely be achieved. This paper describes a procedure developed by the authors using GPS observations combined with a network of precision inclination sensor to provide reliable coordinated points at the top of the worldwide highest-rise building under construction in Dubai.

For years, Korea, China and Japan have been continuously increasing intra-trade. In addition, by concluding FTA (Free Trade Agreement) among Korea, Japan and China, the trade capacity will be increased. In this way, the increasing trade capacity will induce to change north-east Asian economy. This paper researches which method is more economical and efficient in the aspect of the transportation time and distance, after comparing the existing marine transportation network with new intermodal transportation network considering TKR.

Indoor positioning is recently highlighted and various kinds of indoor positioning systems are under developments. Since positioning systems have their own characteristics, proper positioning scheme should be chosen according to the required specifications. Positioning methods are often classified into time-based and angle-based one, and this paper presents the error analysis of these location methods. Because measurement equations of these methods are nonlinear, linearization is usually needed to get the position estimate. In this paper, Gauss-Newton method is used in the linearization. To analyze the position error, we investigate the error ellipse parameters that include eccentricity, rotation angle, and the size of ellipse. Simulation results show that the major axes of error ellipses of TOA and AOA method lie in different quadrants at most region of workspace, especially where the geometry is poor. When the TOA/AOA hybrid scheme is employed, it is found that the error ellipse is reduced to the intersection of ellipses of TOA and AOA method.

In last decades, several linearization methods for the AOA measurements have been proposed, for example, Gauss-Newton method and closed-form solution. Gauss-Newton method can achieve high accuracy, but the convergence of the iterative process is not always ensured if the initial guess is not accurate enough. Closed-form solution provides a non-iterative solution and it is less computational. It does not suffer from convergence problem, but estimation error is somewhat larger. This paper proposes a self-tuning weighted least square AOA algorithm that is a modified version of the conventional closed-form solution. In order to estimate the error covariance matrix as a weight, two-step estimation technique is used. Simulation results show that the proposed method has smaller positioning error compared to the existing methods.

Kalman filtering (KF) is hard to be applied to the SINS (Strap-down Inertial Navigation System)/RDSS (Radio Determination Satellite Service) integrated navigation system directly because the time delay of RDSS positioning in active mode is random. BP (Back-Propagation) Neuron computing as a powerful technology of Artificial Neural Network (ANN), is appropriate to solve nonlinear problems such as the random time delay of RDSS without prior knowledge about the mathematical process involved. The new algorithm betakes a BP neural network (BPNN) and velocity feedback to aid KF in order to overcome the time delay of RDSS positioning. Once the BP neural network was trained and converged, the new approach will work well for SINS/RDSS integrated navigation. Dynamic vehicle experiments were performed to evaluate the performance of the system. The experiment results demonstrate that the horizontal positioning accuracy of the new approach is 40.62 m (1
${\sigma}$ ), which is better than velocity-feedback-based KF. The experimental results also show that the horizontal positioning error of the navigation system is almost linear to the positioning interval of RDSS within 5 minutes. The approach and its anti-jamming analysis will be helpful to the applications of SINS/RDSS integrated systems. -
Satellite systems for objects positioning appeared indispensable for performing basic tasks of maritime navigation. Navigation, understood as safe and effective conducting a vehicle from one point to another, within a specific physical-geographical environment. [Kopacz,
$Urba{\acute{n}}ski$ , 1998]. However, the systems have not solved the problem of accessibility to reliable and highly accurate information about a position of an object, especially if surveyed toward on-shore navigational signs or in sea depth. And it's of considerable significance for many navigational tasks, carried out within the frameworks of special works performance and submarine navigation. In addition, positioning precisely the objects other than vessels, while executing hydrographical works, is not always possible with a use of any satellite system. Difficulties with GPS application show up also while positioning such off-lying dangers as wrecks, underwater and aquatic rocks also other naturaland artificial obstacles. It is caused by impossibility of surveyors approaching directly any such object while its positioning. Moreover, determination of vessels positions mutually (mutual geometrical relations) by teams carrying out one common tasks at sea, demands applying the navigational techniques other than the satellite ones. Vessels'staying precisely on specified positions is of special importance in, among the others, the cases as follows: - surveying vessels while carrying out bathymetric works, wire dragging; - special tasks watercraft in course of carrying out scientific research, sea bottom exploration etc. The problems are essential for maritime economy and the Country defence readiness. Resolving them requires applying not only the satellite navigation methods, but also the terrestrial ones. The condition for implementation of the geo-navigation methods is at present the methods development both: in aspects of their techniques and technologies as well as survey data evaluation. Now, the classical geo-navigation comprises procedures, which meet out-of-date accuracy standards. To enable meeting the present-day requirements, the methods should refer to well-recognised and still developed methods of contemporary geodesy. Moreover, in a time of computerization and automation of calculating, it is feasible to create also such software, which could be applied in the integrated navigational systems, allowing carrying out navigation, provided with combinatory systems as well as with the new positioning methods. Whereas, as regards data evaluation, there should be applied the most advanced achievements in that subject; first of all the newest, although theoretically well-recognised estimation methods, including estimation [Hampel et al. 1986;$Wi{\acute{s}}niewski$ 2005; Yang 1997; Yang et al. 1999]. Such approach to the problem consisting in positioning a vehicle in motion and solid objects under observation enables an opportunity of creating dynamic and interactive navigational structures. The main subject of the theoretical suggested in this paper is the Interactive Navigational Structure. In this paper, the Structure will stand for the existing navigational signs systems, any observed solid objects and also vehicles, carrying out navigation (submarines inclusive), which, owing to mutual dependencies, (geometrical and physical) allow to determine coordinates of this new Structure's elements and to correct the already known coordinates of other elements. -

We have processed the GPS data using several high quality GPS data processing softwares for last decade. Bernes and GIPSY II are some of them. Though these programs have different characteristics in terms of structures and processing philosophies, high quality results from these are still comparable. KASI Space Geodesy Research Division has developed several GNSS data processing softwares like the quasi real-time ionospheric parameter estimator, orbit propagator and estimator, and precision positioning estimator. However, we are currently in needs of our own comprehensive GNSS data processing software with the European Galileo system on the horizon. KASI team has worked on a preliminary pilot project for the software and is making block pieces for the software. The roadmap, the description, and brief results of KASIOPEA (KASI Orbit Propagator and EstimAtor) are presented in this paper. -
SVLBI (Space Very Long Baseline Interferometry) has some important potential applications in geodesy and geodynamics, for which one of the most difficult tasks is to precisely determine the orbit of SVLBI satellite. This paper studies several technologies which possibly will be able to determine the orbit of space VLBI satellite. And then, according to the sorts and characteristicsof satellite and the requirements for geodetic study and the geometry of GNSS (GPS, GALILEO) satellite to track the space VLBI satellite, the six Keplerian elements of SVLBI satellite (TEST-SVLBI) are determined. A program is designed to analyze the coverage area of the space of different heights by the stations of the network, with which the tracking network of TEST-SVLBI is designed. The efficiency of tracking TEST-SVLBI by the network is studied, and the results are presented.

Autonomous Underwater Vehicles plays specific role in underwater investigation. Generally, this kind of vehicles will move along a planned path for sea bottom or underwater installations inspections, search for mineral deposits along shelves, seeking lost items including bottom mines or for hydrographic measurements. A crucial barrier for it remains the possibility of precise determination of their underwater position. Commonly used radionavigation systems do not work in such circumstances or do not guarantee the required accuracies. In the paper some new solution is proposed on the assumption that it is possible to increase the precision by certain processing of a combination of measurements conducted by means of different techniques. Objective of the paper is the idea of navigation of AUV which consists of two phases: firstly a trip of AUV along pre-planned route and after that postprocessed transformation of collected data in post-processing mode. During the processing of collected data the modern adjustment methods have been applied, mainly estimation by means of least squares and M-estimation. Application of these methods should be associated with the measuring and geometric conditions of navigational tasks and thus suited for specific scientific and technical problems of underwater navigation. The first results of computer aided investigation will be presented and the basic scope of these application and possible development directions will be indicated also. This paper describes an application of information presentation based geographic map for maritime information, including navigation information. The work is motivated by the need to prepare maritime information representation and distribution for future generation Web network technology. This works consist of map generation using GML and application to maritime information. GML 3.0 became an adopted specification of the Open Geospatial Consortium(OGC) in January 2003, and is rapidly emerging as the world standard for the encoding, transport and storage of all forms of geographic information. This paper looks at the application of GML to one of the more challenging areas of maritime information. Specific features of GML of interest to maritime information provider are discussed and then illustrated through a series of maritime information case studies. The first phase of the work consists of the construction of GML application schema for using as a base map of maritime information. Maritime information is acquired from multiple sources, including standards documents, database schemas, lexicons, collections of symbol definition. The sources of GML ontological knowledge and the contribution of each source to the overall ontology are described in this paper. In the second phase, the prepared GML is used to create a prototype of the mixed maritime information as a base map - for tagging documents within the maritime domain. An overview of this prototype is included. One application area for these information elements described here is the integrated retrieval of maritime information from diverse sources, ranging from Web sites to nautical chart databases and text documents.

South Korea has about 80 permanent GPS stations, being used for a variety of applications such as DGPS, RTK, survey and geodesy. Some of them are installed in or near the coastal area for the purpose of maritime navigation. But, until recently, none of them are used for tide gauge benchmark monitoring. In order to monitor the absolute sea level changes, it is necessary to monitor the land uplift or subsidence occurring at tide gauge sites. It is a common practice to use GPS stations installed at tide gauges to determine absolute sea level. This collaborative efforts coordinated by IGS are called TIGA Pilot Project. Many countries including U.S., Canada, European Union nations, Australia and Japan are participating in TIGA, but South Korea is not a member yet. Recently, we established continuously operating GPS stations at tide gauges located in Incheon and Jeju to monitor the movement of tide gauges sites. This paper will introduce goals and progress of the efforts.

New geocentric geodetic datum has recently been realized in Korea, Korean Geodetic Datum 2002- KGD2002, to overcome problems due to the existing Tokyo datum, which had been used in this country since early 20th century. This transition will support modern surveying techniques, such as Global Navigation Satellite Systems (GNSS) and ensures that spatial data is compatible with other international systems. For this realization, very long baseline interferometry (VLBI) observations were initially carried out in 1995 to determine the coordinates of the origin of KGD2002 based on the International Terrestrial Reference Frame (ITRF). Continuous GPS observations were collected from 14 reference stations across Korea to compute the coordinates of 1st order horizontal geodetic control points. During the campaign, GPS observations were also collected at about 9,000 existing geodetic control points. In 2006, network adjustment with all data obtained using GPS and EDM since 1975 has been performed under the condition of fixing the coordinates of GPS continuous observation stations to compute coordinate measurements of the 2nd and 3rd geodetic control points. The relationship between the observable noise model and the satellite elevation angle can be modeled quite well by an exponential function.[Jin, 1996] Noise size and dependence on the elevation angle are, however, different for each observation and receiver type. Therefore, the coefficient determination of this model is an issue, and various methods including PR-CP, single difference, and time difference have been suggested. The limitations of them are difficulty to model the carrier phase noise and to eliminate bias. To overcome these disadvantages for using Jin's model, we suggest zero baseline double difference (DD) and noise sorting algorithm. Data DD technique in zero baseline is useful to eliminate all the troublesome GPS biases, and the remaining error is the sum of GPS measurement noises from two satellites. These DD residuals for hours should be sorted by the combination of satellite elevation angles, and then variance value of the residual for each combination can be estimated. Using these values, we construct an over-determined linear equation whose solution is a set of noise variance for each satellite elevation angle. With 24hr Trimble 4000ssi data, we easily worked out the coefficients of the noise model not only for pseudorange but also for carrier phase. We estimated the standard deviation of the measurement DD using our model, and plotted 1 and 3 sigma lines for every epoch to verify the representation of the residual error. 63.3% of pseudorange residual and 65.9% of phase error did not exceed the 1 sigma lines. Additionally, 99.2% and 99.5% of them lied within 3sigma line. These figures prove that the Gaussian property of measurement noise, and that the suggested model by our algorithm corresponds to the observable noise information.
